,paragraph 7#e7 of section #aef7;a7 of  

the ,federal ,agriculture ,improvement  
and ,reform ,act of #aiif 7#g ,u4,s4,c4 
#gbgb7;a77 is amended to read as        
follows3  7#e7 #ah4ge cents per pound   
for raw cane sugar for each of the #bjbj
 through #bjbd crop years4  4  #c4      
,flexible marketing allotments for sugar
 repealed ,part ,,vii of the            
,agricultural ,adjustment ,act of #aich 
7#g ,u4,s4,c4 #acei;aa et seq47 is      
amended to read as follows3  ,,vii      
,administration of tariff rate quotas   
#cei;a4 ,tariff rate quotas  7a7 ,in    
general ,notwithstanding any other      
provision of law1 at the beginning of   
the quota year1 the ,secretary shall    
establish the tariff-rate quotas for raw
 cane sugar and refined sugar at no less
 than the minimum level necessary to    
comply with obligations under           
international trade agreements that have
 been approved by ,congress4  7b7       
,adjustment  7#a7 ,in general ,subject  
to subsection 7a71 the ,secretary shall 
adjust the tariff-rate quotas for raw   

cane sugar and refined sugar to provide 
adequate supplies of sugar at reasonable
 prices in the domestic market4  7#b7   
,ending stocks ,subject to paragraphs   
7#a7 and 7#c71 the ,secretary shall     
establish and adjust tariff-rate quotas 
in such a manner that the ratio of sugar
 stocks to total sugar use at the end of
 the quota year will be approximately   
#ae4e percent4  7#c7 ,maintenance of    
reasonable prices and avoidance of      
forfeitures  7,a7 ,in general ,the      
,secretary may establish a different    
target for the ratio of ending stocks to
 total use if1 in the judgment of the   
,secretary1 the different target is     
necessary to prevent--  7i7 unreasonably
 high prices2 or  7ii7 forfeitures of   
sugar pledged as collateral for a loan  
under section #aef of the ,federal      
,agriculture ,improvement and ,reform   
,act of #aiif 7#g ,u4,s4,c4 #gbgb74     
7,b7 ,announcement ,the ,secretary shall
 publicly announce any establishment of 
a target under this paragraph4  7#d7    

,considerations ,in establishing        
tariff-rate quotas under subsection 7a7 
and making adjustments under this       
subsection1 the ,secretary shall        
consider the impact of the quotas on    
consumers1 workers1 businesses          
7including small businesses71 and       
agricultural producers4  7c7 ,temporary 
transfer of quotas  7#a7 ,in general ,to
 promote full use of the tariff-rate    
quotas for raw cane sugar and refined   
sugar1 notwithstanding any other        
provision of law1 the ,secretary shall  
promulgate regulations that provide that
 any country that has been allocated a  
share of the quotas may temporarily     
transfer all or part of the share to any
 other country that has also been       
allocated a share of the quotas4  7#b7  
,transfers voluntary ,any transfer under
 this subsection shall be valid only on 
voluntary agreement between the         
transferor and the transferee1          
consistent with procedures established  
by the ,secretary4  7#c7 ,transfers     

temporary  7,a7 ,in general ,any        
transfer under this subsection shall be 
valid only for the duration of the quota
 year during which the transfer is made4
  7,b7 ,following quota year ,no        
transfer under this subsection shall    
affect the share of the quota allocated 
to the transferor or transferee for the 
following quota year4  4  #d4 ,repeal of
 feedstock flexibility program for      
bioenergy producers  7a7 ,in general    
,section #ijaj of the ,farm ,security   
and ,rural ,investment ,act of #bjjb 7#g
 ,u4,s4,c4 #haaj7 is repealed4  7b7     
,conforming amendments  7#a7 ,section   
#cei;a7#c77;,b7 of the ,agricultural    
,adjustment ,act of #aich 7#g ,u4,s4,c4 
#acei;aa7#c77;,b77 is amended--  7,a7 in
 clause 7i71 by inserting and after the 
semicolon at the end2  7,b7 in clause   
7ii71 by striking 2 and at the end and  
inserting a period2 and  7,c7 by        
striking clause 7iii74  7#b7 ,section   
#cei;b7c77#b77;,c7 of the ,agricultural
