amend the ,higher ,education ,act of    
#aife to provide for a percentage of    
student loan forgiveness for public     
service employment1 and for other       
purposes4  #a4 ,short title ,this ,act  
may be cited as the ,public ,service    
,pays ,off ,act4  #b4 ,public service   
loan forgiveness program ,section       
#dee7m7 of the ,higher ,education ,act  
of #aife 7#bj ,u4,s4,c4 #ajhg;e7m77 is  
amended--  7#a7 in paragraph 7#a71 in   
the matter preceding subparagraph 7,a71 
by inserting or paragraph 7#e71 as      
applicable1 after paragraph 7#b72  7#b7 
in paragraph 7#b71 by striking ,after   
and inserting ,except as provided in    
paragraph 7#e71 after2 and  7#c7 by     
adding at the end the following3  7#e7  

,loan cancellation for partial service  
7,a7 ,in general ,notwithstanding       
paragraph 7#b71 beginning on the date of
 enactment of the ,public ,service ,pays
 ,off ,act1 the ,secretary shall cancel 
the obligation to repay the balance of  
principal and interest due on the       
eligible ,federal ,direct ,loans made to
 a borrower under this part in          
accordance with this paragraph4  7,b7   
,new monthly payments ,for a borrower of
 an eligible ,federal ,direct ,loan who 
begins making qualifying monthly        
payments under paragraph 7#a7 on or     
after the date of enactment of the      
,public ,service ,pays ,off ,act and who
 is employed in a public service job and
 submits an employment certification    
form described in clause 7,f71 the      
,secretary shall cancel1 after the      
conclusion of each employment period in 
such public service job1 as described in
 clause 7,d7--  7i7 the percent         
specified in such subclause 7,d7 of the 
total amount due on the eligible        

,federal ,direct ,loans made to the     
borrower under this part1 based on the  
length of such employment period2 and   
7ii7 the applicable amount of interest  
that accrued during such employment     
period1 in accordance with subclause    
7,e74  7,c7 ,prior monthly payments  7i7
 ,election ,a borrower of an eligible   
,federal ,direct ,loan who has made one 
or more monthly payments under paragraph
 7#a7 before the date of enactment of   
the ,public ,service ,pays ,off ,act and
 who is employed in a public service job
 may elect to have the ,secretary cancel
 such eligible ,federal ,direct ,loan   
through partial repayments after        
completion of each employment period in 
accordance with this paragraph          
7including submission of an employment  
certification form described in clause  
7,f771 or in full after the completion  
of the required employment period and   
#abj monthly payments in accordance with
 paragraph 7#b74  7ii7 ,no double       
cancellation ,a borrower shall not have 

eligible ,federal ,direct ,loans        
cancelled under both paragraph 7#b7 and 
this paragraph1 but a borrower who was  
determined to be ineligible for         
cancellation under paragraph 7#b7 before
 the date of enactment of the ,public   
,service ,pays ,off ,act may submit an  
employment certification form described 
in clause 7,f7 and request cancellation 
for a public service job under this     
paragraph4  7,d7 ,percent amount ,the   
percent of a loan that shall be canceled
 under this paragraph for an employment 
period is as follows3  7i7 ,in the case 
of a borrower who completes #b years of 
employment in a public service job1 #ae 
percent of the total amount due on the  
eligible ,federal ,direct ,loan on the  
date the borrower commenced employment  
in such public service job4  7ii7 ,in   
the case of a borrower who completes #d 
years of employment in a public service 
job1 #ae percent of the total amount due
 on the eligible ,federal ,direct ,loan 
on the date the borrower commenced      

employment in such public service job4  
7iii7 ,in the case of a borrower who    
completes #f years of employment in a   
public service job1 #bj percent of the  
total amount due on the eligible        
,federal ,direct ,loan on the date the  
borrower commenced employment in such   
public service job4  7iv7 ,in the case  
of a borrower who completes #h years of 
employment in a public service job1 #bj 
percent of the total amount due on the  
eligible ,federal ,direct ,loan on the  
date the borrower commenced employment  
in such public service job4  7v7 ,in the
 case of a borrower who completes #aj   
years of employment in a public service 
job1 the amount remaining of the total  
amount due on the eligible ,federal     
,direct ,loan on the date the borrower  
commenced employment in such public     
service job4  7,e7 ,interest canceled   
,if a portion of a loan is canceled     
under this paragraph for a period of    
employment in a public service job1 the 
entire amount of interest on such loan  

that accrued during such period shall be
 canceled4  7,f7 ,employment            
certification form ,in order to receive 
loan cancellation under this paragraph1 
a borrower shall submit to the          
,secretary an employment certification  
form that is developed by the ,secretary
 and includes self-certification of     
employment and a separate part for      
employer certification that indicates   
the dates of employment4  4
