with the ,secretary of ,education       
whenever such institution receives a    
gift from or enters into a contract with
 a foreign source1 the value of which is
 #ej1jjj or more1 and for other         
purposes4  #a4 ,short title ,this ,act  
may be cited as the ,protecting         
,academic ,integrity ,act of #bjai4  #b4
 ,disclosure of foreign gifts  7a7      
,value of gifts ,section #aag7;a7 of the
 ,higher ,education ,act of #aife 7#bj  
,u4,s4,c4 #ajaa;f7a77 is amended by     
striking #bej1jjj and inserting #ej1jjj4
  7b7 ,contents of report ,section      
#aag7;b7 of the ,higher ,education ,act 
of #aife 7#bj ,u4,s4,c4 #ajaa;f7b77 is  
amended-- 7#a7 in paragraph 7#b71 by    

inserting and1 when available1 the      
specific department1 agency1 office1 or 
division of the foreign government      
responsible for the gift or contract    
before the period at the end2  7#b7 in  
paragraph 7#c71 by inserting and1 when  
available1 the specific department1     
agency1 office1 or division of the      
foreign government responsible for the  
gift or contract before the period at   
the end2 and  7#c7 by adding at the end 
the following3  7#d7 ,if available1 the 
purpose or intention of a foreign gift  
or contract4 ,if no purpose or intention
 is identified with respect to the gift 
or contract1 the institution shall      
report the intended use of such gift or 
contract and the account or the         
department of such institution that will
 receive such gift or contract4  4  7c7 
,additional disclosures for restricted  
and conditional gifts ,section          
#aag7;c77#b7 of the ,higher ,education  
,act of #aife 7#bj ,u4,s4,c4            
#ajaa;f7c77#b77 is amended by inserting 

and1 when available1 the specific       
department1 agency1 office1 or division 
of the foreign government responsible   
for the gift or contract before the     
period at the end4  7d7 ,applicability  
,this section and the amendments made by
 this section shall take effect on the  
date that is #a year after the date of  
the enactment of this ,act4  #c4 ,,gao  
study and report  7a7 ,study ,the       
,comptroller ,general of the ,united    
,states shall carry out a study on--    
7#a7 the extent to which institutions of
 higher education comply with--  7,a7   
the requirements of section #aag of the 
,higher ,education ,act of #aife 7#bj   
,u4,s4,c4 #ajaa;f72 and  7,b7 the       
regulations issued pursuant to such     
section2  7#b7 in the case of           
institutions of higher education that   
fail to comply with such requirements1  
the reasons for the failure of such     
institutions of higher education to     
comply2  7#c7 the extent to which       
institutions of higher education attempt

 to correct a failure to comply with    
such requirements2 and  7#d7 the        
,federal efforts to increase compliance 
with such requirements4  7b7 ,report    
,not later than #a year after the date  
of the enactment of this ,act1 the      
,comptroller ,general of the ,united    
,states shall submit to ,congress a     
report that includes the results of the 
study conducted under subsection 7a74
