,financial ,services1 and in addition to the ,committee on ,energy and ,commerce1 for a period to be subsequently determined by the ,speaker1 in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned ,a ,,bill ,to improve the removal of lead from drinking water in public housing4 #a4 ,short title ,this ,act may be cited as the ,get the ,lead ,out of ,assisted ,housing ,act of #bjai4 #b4 ,definitions ,in this ,act3 7#a7 ,administrator ,the term ,administrator means the ,administrator of the ,environmental ,protection ,agency4 7#b7 ,department ,the term ,department means the ,department of ,housing and ,urban ,development4 7#c7 ,lead service line ,the term lead service line has the meaning given the term in section #ada4b of title #dj1 ,code of ,federal ,regulations1 or any successor thereto4 7#d7 ,pilot program ,the term pilot program means the program for providing grants established under section #f7;a74 7#e7 ,secretary ,the term ,secretary means the ,secretary of ,housing and ,urban ,development4 #c4 ,sense of ,congress ,it is the sense of ,congress that-- 7#a7 lead is a dangerous neurotoxin that can permanently impact brain development1 especially in young children2 7#b7 the ,centers for ,disease ,control1 the ,environmental ,protection ,agency1 the ,american ,association of ,pediatrics1 and many other entities have determined that there is no safe level of lead exposure2 7#c7 for vulnerable populations like young children1 pregnant mothers1 and the elderly1 exposure to lead can be life altering2 7#d7 evidence is mounting that the lead in drinking water problem in the ,united ,states is grossly underestimated and inadequately addressed2 7#e7 according to the ,environmental ,protection ,agency1 lead service lines are the single largest source of lead in drinking water2 and 7#f7 partial lead service line replacement1 where only a portion of a lead service line is replaced1 can increase lead exposure4 #d4 ,uniform physical condition standards ,the ,secretary1 in consultation with the ,administrator1 shall amend the physical condition standards set forth in section #e4gjc of title #bd1 ,code of ,federal ,regulations1 to require that-- 7#a7 the entities responsible for maintaining housing inspect building systems to determine1 using tests that incorporate the best available technology and science1 if-- 7,a7 there are lead service lines2 or 7,b7 there is lead in the service line that connects the interior plumbing to the public water supply2 and 7#b7 if a lead service line is found or lead is found in a service line that connects to the interior plumbing of the housing at the water meter1 the entity responsible for maintaining the housing shall-- 7,a7 not later than #a day after the date on which the lead is found1 notify each tenant of the housing that the lead was found and of safety precautions that should be taken2 7,b7 disclose that information within #cj days to any water utility entity relevant to the housing2 7,c7 provide necessary interim measures to reduce exposure to the lead1 such as water filters designed to remove lead and other innovative technologies1 based on guidance from the ,administrator2 and 7,d7 prohibit the partial replacement of lead service lines4 #e4 ,authority to inspect all sources of lead ,the ,secretary may inspect all sources of lead contamination in housing assisted by a program of the ,department and work in coordination with the ,environmental ,protection ,agency to mitigate sources of lead exposure as a result of water from the public water supply and ambient air levels or industrial emissions4 #f4 ,healthy homes lead in drinking water pilot program 7a7 ,establishment 7#a7 ,in general ,not later than #b years after the date of enactment of this ,act1 the ,secretary shall begin providing grants to ,state and local governments responsible for developing consolidated plans under part #ia of title #bd1 ,code of ,federal ,regulations4 7#b7 ,purpose ,the ,secretary shall design the grants under the pilot program to-- 7,a7 identify lead service lines and other sources of lead in drinking water serving housing units and take steps to remediate those threats2 and 7,b7 optimize corrosion control treatment in public water systems serving housing units4 7b7 ,activities ,a ,state or local government receiving a grant under the pilot program shall prioritize the following activities3 7#a7 ,creating an inventory of lead service lines1 which shall-- 7,a7 be published on the website of the ,state or local government2 and 7,b7 involve-- 7i7 working with local water utilities that may have a similar inventory2 7ii7 inspecting for lead service lines at their entry point into a building using methods that do not disturb the pipe2 7iii7 conducting an inspection of visible pipes at all access points2 and 7iv7 prioritizing buildings based on the age of the building1 historical records1 and the size of the service line4 7#b7 ,testing for lead in the drinking water at child care facilities and schools and providing remediation1 as appropriate4 7#c7 ,testing for lead in the drinking water at water fountains in public facilities and providing remediation1 as appropriate4 #g4 ,healthy homes and lead hazard control office 7a7 ,in general ,the ,office of ,lead ,hazard ,control and ,healthy ,homes of the ,department shall1 when providing grants for lead-based paint hazard reduction in target housing under section #ajaa of the ,residential ,lead-,based ,paint ,hazard ,reduction ,act of #aiib 7#db ,u4,s4,c4 #dheb7-- 7#a7 ensure that testing for lead in drinking water is conducted2 7#b7 require notification of tenants of the level of lead in drinking water found2 and 7#c7 offer interim controls1 such as the installation of water filters known to remove lead4 7b7 ,use of funds for replacement ,the ,secretary shall allow recipients of assistance from the ,office of ,lead ,hazard ,control and ,healthy ,homes of the ,department or another program of the ,department to use the funds to replace leaded water fixtures and lead service lines4 #h4 ,authorization of appropriations ,there are authorized to be appropriated to the ,secretary such sums as may be necessary to carry out this ,act4
