licensing of intellectual property1 and 
for other purposes4  #a4 ,short title   
,this ,act may be cited as the ,defense 
,maintenance ,data ,transparency ,act4  
#b4 ,guidelines and resources on the    
acquisition or licensing of intellectual
 property ,section #bcbb of title #aj1  
,united ,states ,code1 is amended by    
adding at the end the following new     
subsection3  7c7 ,guidelines and        
resources  7#a7 ,in general ,the        
,secretary of ,defense1 acting through  
the ,under ,secretary of ,defense for   
,acquisition and ,sustainment1 shall    

develop guidelines and resources on the 
acquisition or licensing of intellectual
 property1 including-- 7,a7 model forms 
for specially negotiated licenses       
described under section #bcbj7;f7 7as   
appropriate72 and  7,b7 an              
identification of definitions1 key      
terms1 examples1 and case studies that  
resolve ambiguities in the differences  
between-- 7i7 detailed manufacturing and
 process data2  7ii7 form1 fit1 and     
function data2 and  7iii7 data required 
for operations1 maintenance1            
installation1 and training4  7#b7       
,consultation ,in developing the        
guidelines and resources described in   
paragraph 7#a71 the ,secretary shall    
regularly consult with appropriate      
stakeholders1 including large and small 
businesses1 traditional and             
non-traditional contractors 7including  
subcontractors71 and maintenance repair 
organizations4  4
