and in addition to the ,committee on    
,energy and ,commerce1 for a period to  
be subsequently determined by the       
,speaker1 in each case for consideration
 of such provisions as fall within the  
jurisdiction of the committee concerned 
,a ,,bill  ,to require the ,united      
,states ,postal ,service to sell the    
,alzheimer's semipostal stamp for #f    
additional years4  #a4 ,alzheimer's     
semipostal stamp  7a7 ,definitions ,in  
this section-- 7#a7 the term            
,alzheimer's semipostal stamp means the 
,alzheimer's semipostal stamp that the  
,postal ,service began offering for sale
 on ,november #cj1 #bjag1 under the     
discretionary authority under section   
#daf7;b7 of title #ci1 ,united ,states  

,code2  7#b7 the term ,postal ,service  
means the ,united ,states ,postal       
,service2 and  7#c7 the term semipostal 
stamp has the meaning given the term    
semipostal in section #daf7;a77#a7 of   
title #ci1 ,united ,states ,code4  7b7  
,continued sale ,in order to afford a   
convenient way for members of the public
 to contribute to funding for medical   
research relating to ,alzheimer's       
disease1 the ,postal ,service shall     
continue to sell the ,alzheimer's       
semipostal stamp for a #f-year period   
beginning on the date on which the      
,postal ,service1 but for the enactment 
of this ,act1 would have discontinued   
sales of the ,alzheimer's semipostal    
stamp4  7c7 ,terms and conditions  7#a7 
,in general ,except as provided in this 
subsection1 the sale of the ,alzheimer's
 semipostal stamp during the period     
described in subsection 7b7 shall be    
governed by section #daf of title #ci1  
,united ,states ,code1 and regulations  
issued under that section4  7#b7        

,disposition of proceeds ,all amounts   
becoming available from the sale of the 
,alzheimer's semipostal stamp 7as       
determined under section #daf7;d7 of    
title #ci1 ,united ,states ,code7 during
 the period described in subsection 7b7 
of this section shall be transferred to 
the ,national ,institutes of ,health1   
for the purpose described in that       
subsection1 through payments which shall
 be made not less frequently than #b    
times a year4  7#c7 ,legal authority and
 effect ,during the period described in 
subsection 7b71 the ,alzheimer's        
semipostal stamp shall be considered to 
be issued under this section and not    
under subsection 7b7 of section #daf of 
title #ci1 ,united ,states ,code1       
including for purposes of any limitation
 under that section 7including any      
regulation prescribed under subsection  
7e77#a77;,c7 of that section7 relating  
to whether more than #a semipostal stamp
 may be offered for sale at the same    
time4
