and allocating #ej percent of the available funds to non-#i_/aa related victims of state sponsored terrorism and the remaining #ej percent of the available funds to #i_/aa related victims of state sponsored terrorism2 7,,ii7 further dividing the funds allocated to non-#i_/aa related victims of state sponsored terrorism on a pro rata basis1 based on the amounts outstanding and unpaid on eligible claims1 until such amounts have been paid in full or the ,fund is closed2 and 7,,iii7 further dividing the funds allocated to #i_/aa related victims of state sponsored terrorism on a pro rata basis1 based on the amounts outstanding and unpaid on eligible claims1 until such amounts have been paid in full or the ,fund is closed4 7ii7 ,limitations ,the limitations described in this clause are as follows3 7,i7 ,in the event that a ,united ,states person has an eligible claim that exceeds #bj1jjj1jjj1 the ,special ,master shall treat that claim as if it were for #bj1jjj1jjj for purposes of this section4 7,,ii7 ,in the event that a non-#i_/aa related victim of state sponsored terrorism and the immediate family members of such person have claims that if aggregated would exceed #ce1jjj1jjj1 the ,special ,master shall1 for purposes of this section1 reduce such claims on a pro rata basis such that in the aggregate such claims do not exceed #ce1jjj1jjj4 7,,iii7 ,in the event that a #i_/aa victim1 #i_/aa spouse1 or #i_/aa dependent and the immediate family members of such person 7who are also #i_/aa victims1 #i_/aa spouses1 or #i_/aa dependents7 have claims that if aggregated would exceed #ce1jjj1jjj1 the ,special ,master shall1 for purposes of this section1 reduce such claims on a pro rata basis such that in the aggregate such claims do not exceed #ce1jjj1jjj4 7,,iv7 ,in the event that a #i_/aa family member and the family members of such person 7who are also #i_/aa family members7 have claims that if aggregated would exceed #bj1jjj1jjj1 the ,special ,master shall1 for purposes of this section1 reduce such claims on a pro rata basis such that in the aggregate such claims do not exceed #bj1jjj1jjj4 2 and 7ii7 in paragraph 7#d7-- 7,i7 by striking ,on and inserting the following3 7,a7 ,in general ,except as provided in subparagraph 7,b71 on 2 and 7,,ii7 by adding at the end the following3 7,b7 ,third round payments ,the ,special ,master shall authorize third-round payments to satisfy eligible claims under this section not earlier than #ij days1 and not later than #ahj days1 after the date of enactment of the ,united ,states ,victims of ,state ,sponsored ,terrorism ,fund ,clarification ,act4 ,the ,special ,master shall accept applications from eligible applicants 7consistent with the deadlines for application submission prescribed in subsection 7c77#c77 until the date that is #ij days after the date of enactment of the ,united ,states ,victims of ,state ,sponsored ,terrorism ,fund ,clarification ,act4 2 7,d7 in subsection 7e7-- 7i7 in paragraph 7#b77;,a77ii7-- 7,i7 by striking ,one-half and inserting ,seventy-five percent2 and 7,,ii7 by striking one-half and inserting seventy-five percent2 and 7ii7 in paragraph 7#f71 by striking #bjbf each place the term appears and inserting #bjcj2 7,e7 in subsection 7f77#a7-- 7i7 by inserting representing a non-#i_/aa related victim of state sponsored terrorism after ,no attorney2 and 7ii7 victim of state sponsored terrorism shall charge1 receive1 or collect1 and the ,special ,master shall not approve1 any payment of fees and costs that in the aggregate exceeds #ae percent of any payment made under this section after the date of enactment of such ,act42 and 7,f7 in subsection 7j7-- 7i7 in paragraph 7#f71 by striking 7including payments from the ,september #aath ,victim ,compensation ,fund 7#di ,u4,s4,c4 #djaja note772 and 7ii7 by adding at the end the following3 7#i7 ,non-#i_/aa related victim of state sponsored terrorism ,the term non-#i_/aa victim of state sponsored terrorism means a ,united ,states person who has an eligible claim under subsection 7c7 that is unrelated to the acts of international terrorism carried out on ,september #aa1 #bjja4 7#aj7 #i_/aa related victim of state sponsored terrorism ,the term #i_/aa related victim of state sponsored terrorism means a #i_/aa victim1 #i_/aa spouse1 #i_/aa dependent1 or #i_/aa family member4 7#aa7 #i_/aa dependent ,the term #i_/aa dependent means a ,united ,states person who has an eligible claim under subsection 7c7 who at the time of a #i_/aa victim's death was-- 7,a7 a dependent1 as defined in section #ajd4c of title #bh1 ,code of ,federal ,regulations1 or any successor thereto1 of the #i_/aa victim2 or 7,b7 the child of the #i_/aa victim who has not1 before the date of enactment of the ,united ,states ,victims of ,state ,sponsored ,terrorism ,fund ,clarification ,act1 received payment from the ,fund4 7#ab7 #i_/aa family member ,the term #i_/aa family member means the immediate family member of an individual described in section #dje7;c7 of the ,air ,transportation ,safety and ,system ,stabilization ,act 7#di ,u4,s4,c4 #djaja note7 who is not a #i_/aa dependent or a #i_/aa spouse4 7#ac7 #i_/aa spouse ,the term #i_/aa spouse means a ,united ,states person who has an eligible claim under subsection 7c7 who is a spouse1 as defined in section #ajd4c of title #bh1 ,code of ,federal ,regulations1 or any successor thereto1 of an individual described in section #dje7;c7 of the ,air ,transportation ,safety and ,system ,stabilization ,act 7#di ,u4,s4,c4 #djaja note74 7#ad7 ,safety and ,system ,stabilization ,act 7#di ,u4,s4,c4 #djaja note74 4 7c7 ,rule of construction ,a determination by the ,special ,master before the date of enactment of the ,united ,states ,victims of ,state ,sponsored ,terrorism ,fund ,clarification ,act that an award or award determination under section #dje of the ,air ,transportation ,safety and ,stabilization ,act 7#di ,u4,s4,c4 #djaja note7 was controlling for purposes of the ,fund 7pursuant to subsection 7d77#c77;,a77ii77,,iii7 of the ,justice for ,united ,states ,victims of ,state ,sponsored ,terrorism ,act 7#cd ,u4,s4,c4 #bjadd7;d77#c77;,a77ii77,,iii771 as such section was in effect on the day before the date of enactment of this ,act7 shall not prejudice a claim of a #i_/aa victim1 #i_/aa spouse1 or #i_/aa dependent4 7d7 ,applicability ,this section and the amendments made by this section shall take effect on the date of enactment of this ,act4 #agjb4 ,repeal of rescission 7a7 ,in general ,section #adch of the amended by striking ,december #ae1 #bjai and inserting ,march #ae1 #bjbj4 7a7 ,section #fjja7;b77#a7 of the ,intelligence ,reform and ,terrorism ,prevention ,act of #bjjd 7#ej ,u4,s4,c4 #ahja note7 is amended by striking ,december #ae1 #bjai and inserting ,march #ae1 #bjbj4 ,,viii ,budgetary ,effects #ahja4 ,budgetary effects 7a7 ,statutory paygo scorecards ,the budgetary effects of this division shall not be entered on either ,,paygo scorecard maintained pursuant to section #d7;d7 of the ,statutory ,pay-,as-,you-,go ,act of #bjaj4 7b7 ,senate paygo scorecards ,the budgetary effects of this division shall not be entered on any ,,paygo scorecard maintained for purposes of section #dajf of ,h4 ,con4 ,res4 #ga 7#aaeth ,congress74 7c7 ,classification of budgetary effects ,notwithstanding ,rule #c of the ,budget ,scorekeeping ,guidelines set forth in the joint explanatory statement of the committee of conference accompanying ,conference ,report #aje-bag and section #bej7;c77#h7 of the ,balanced ,budget and ,emergency ,deficit ,control ,act of #aihe1 the budgetary effects of this division shall not be estimated-- 7#a7 for purposes of section #bea of such ,act2 and 7#b7 for purposes of paragraph 7#d77;,c7 of section #c of the ,statutory ,pay-,as-,you-,go ,act of #bjaj as being included in an appropriation ,act4 7d7 ,,paygo ,annual ,report ,for the purposes of the annual report issued pursuant to section #e of the ,statutory ,pay-,as-,you-,go ,act of #bjaj 7#b ,u4,s4,c4 #icd7 after adjournment of the first session of the #aafth ,congress1 and for determining whether a sequestration order is necessary under such section1 the debit for the budget year on the #e-year scorecard1 if any1 and the #aj-year scorecard1 if any1 shall be deducted from such scorecard in #bjbj
