 in each case for consideration of such 
provisions as fall within the           
jurisdiction of the committee concerned 
,a ,,bill  ,to prohibit the issuance of 
,f or ,j visas to researchers affiliated
 with the ,chinese ,people's ,liberation
 ,army1 and for other purposes4  #a4    
,short title ,this ,act may be cited as 
the ,people's ,liberation ,army 7,,pla7 
,visa ,security ,act4  #b4 ,sense of    
,congress ,it is the sense of ,congress 
that ,australia1 ,canada1 ,new ,zealand1
 and the ,united ,kingdom should take   
measures similar to the measures        
outlined in section #c to address       

security concerns posed by researchers  
and scientists affiliated with1 or      
funded by1 the ,chinese ,people's       
,liberation ,army4  #c4 ,visa ban on    
researchers affiliated with the ,,pla   
7a7 ,identification of ,,pla-,supported 
institutions  7#a7 ,in general ,not     
later than #ahj days after the date of  
the enactment of this ,act1 and annually
 thereafter1 the ,president shall       
publish a list identifying the research1
 engineering1 and scientific            
institutions that the ,president        
determines are affiliated with1 or      
funded by1 the ,chinese ,people's       
,liberation ,army4  7#b7 ,form ,the list
 published under paragraph 7#a7 shall be
 unclassified and publicly accessible1  
but may include a classified annex4  7b7
 ,exclusion from ,united ,states ,except
 as provided in subsections 7d7 and 7e71
 the ,secretary of ,state may not issue 
a visa under subparagraph 7,f7 or 7,j7  
of section #aja7;a77#ae7 of the         
,immigration and ,nationality ,act 7#h  

,u4,s4,c4 #aaja7;a77#ae771 and the      
,secretary of ,homeland ,security may   
not admit1 parole into the ,united      
,states1 or otherwise provide           
nonimmigrant status under such          
subparagraphs1 to any alien who is1 or  
has previously been1 employed1          
sponsored1 or funded by any entity      
identified on the most recently         
published list under subsection 7a74    
7c7 ,inquiry ,before issuing a visa     
referred to in subsection 7b7 to a      
national of ,china1 the ,secretary of   
,state1 the ,secretary of ,homeland     
,security1 a consular officer1 or a     
,u4,s4 ,customs and ,border ,protection 
officer shall ask the alien seeking such
 visa if the alien is1 or has previously
 been1 employed1 funded1 or otherwise   
sponsored by the ,chinese ,people's     
,liberation ,army or any of the         
affiliated institutions identified on   
the most recently published list under  
subsection 7a74  7d7 ,exception ,to     
comply with ,united ,nations            

headquarters agreement ,subsection 7b7  
shall not apply to an individual if     
admitting the individual to the ,united 
,states is necessary to permit the      
,united ,states to comply with the      
,agreement between the ,united ,nations 
and the ,united ,states of ,america     
regarding the ,headquarters of the      
,united ,nations1 signed ,june #bf1     
#aidg1 and entered into force ,november 
#ba1 #aidg1 and other applicable        
international obligations4  7e7         
,national security waiver ,the          
,president1 or a designee of the        
,president1 may waive the application of
 subsection 7b7 if the ,president or    
such designee certifies in writing to   
the appropriate congressional committees
 that such waiver is in the national    
security interest of the ,united        
,states4  #d4 ,security ,advisory       
,opinion requirement ,a consular officer
 shall request a ,security ,advisory    
,opinion 7commonly known as a ,visa     
,mantis7 with respect to any national of

 the ,people's ,republic of ,china who  
applies for a nonimmigrant visa--  7#a7 
under section #aja7;a77#ae77;,f7 of the 
,immigration and ,nationality ,act 7#h  
,u4,s4,c4 #aaja7;a77#ae77;,f77 for      
graduate study in a field related to an 
item on the ,commerce ,control ,list    
7maintained pursuant to part #gdd of the
 ,export ,administration ,regulations72 
or  7#b7 under section                  
#aja7;a77#ae77;,j7 of the ,immigration  
and ,nationality ,act 7#h ,u4,s4,c4     
#aaja7;a77#ae77;,j77 to conduct research
 on1 or to participate in a program in a
 field related to1 an item on the list  
referred to in paragraph 7#a74
