 ,under ,secretary for ,intelligence and
 ,analysis of the ,department of        
,homeland ,security to develop and      
disseminate a threat assessment         
regarding terrorist use of ghost guns1  
and for other purposes4  #a4 ,short     
title ,this ,act may be cited as the    
,homeland ,security ,assessment of      
,terrorists ,use of ,ghost ,guns ,act4  
#b4 ,threat assessment on terrorist use 
of ghost guns  7a7 ,in general ,the     
,under ,secretary for ,intelligence and 
,analysis of the ,department of         
,homeland ,security shall1 in           

coordination with appropriate ,federal  
partners1 annually develop and          
disseminate a terrorism threat          
assessment regarding the availability of
 ghost guns in furtherance of an act of 
terrorism1 including the provision of   
material support or resources to a      
foreign terrorist organization4         
,consistent with the protection of      
classified and confidential unclassified
 information1 the ,under ,secretary     
shall share the threat assessment       
developed under this section with       
,state1 local1 and ,tribal law          
enforcement officials1 including        
officials who operate within ,state1    
local1 and regional fusion centers      
through the ,department of ,homeland    
,security ,state1 ,local1 and ,regional 
,fusion ,center ,initiative established 
in accordance with section #baj;,a of   
the ,homeland ,security ,act of #bjjb

 ,in this section3 7#a7 ,foreign        
terrorist organization ,the term foreign

 terrorist organization means an        
organization designated as a foreign    
terrorist organization under section    
#bai of the ,immigration and            
,nationality ,act 7#h ,u4,s4,c4 #aahi74 
7#b7 ,ghost gun ,the term ghost gun     
means a firearm1 including a frame or   
receiver1 that lacks a unique serial    
number engraved or cast in metal1 metal 
alloy1 or plastic on the frame or       
receiver by a licensed manufacturer or  
importer1 or is otherwise assembled1    
molded1 machined1 or #c;,d printed      
without being associated with a unique  
serial number4  7#c7 ,frame or receiver 
,the term frame or receiver means the   
part of a firearm that can provide the  
action or housing for the hammer1 bolt1 
or breechblock and firing mechanism1 and
 includes a frame or lower receiver     
blank1 casting1 or machined body that   
requires further machining or molding to
 be used as part of a firearm1 and which
 is designed or intended to be used in  
the assembly of a functional firearm4
