,a ,,bill  ,to ensure that certain      
incidents involving a covered employee  
that are reported to the title ,,ix     
coordinator at an eligible institution  
of higher education have been reviewed  
by the president of the institution and 
not less than #a additional member of   
the institution's board of trustees1 and
 for other purposes4  #a4 ,short title  
,this ,act may be cited as the          
,accountability of ,leaders in          
,education to ,report ,title ,,ix       
,investigations ,act or the ,,alert     
,act4  #b4 ,review of title ,,ix        
investigations ,section #dhg of the     
,higher ,education ,act of #aife 7#bj   
,u4,s4,c4 #ajid7 is amended by adding at
 the end the following3  7#cj7  7,a7    

,the institution will submit an annual  
certification to the ,secretary         
affirming that-- 7i7 the president of   
the institution 7or the equivalent      
officer7 and not less than #a additional
 member of the institution's board of   
trustees 7or a designee of the board7   
have completed a comprehensive review of
 any incident involving a covered       
employee that was reported to the title 
,,ix coordinator at that institution in 
the previous #ab months involving an    
offense described in section            
#dhe7;f77#h77;,a77i72 and  7ii7 the     
individuals described in clause 7i7 who 
completed the comprehensive review did  
not interfere with or influence any     
investigation or disposition relating to
 the reported incident4  7,b7 ,in this  
paragraph-- 7i7 the term comprehensive  
review means a review that includes1 at 
a minimum--  7,i7 a review of-- 7aa7    
material findings of fact relating to   
the incident that was reported to the   
title ,,ix coordinator2  7bb7 the basis 

for any conclusions about whether a     
covered employee violated a policy of   
the institution2 and  7cc7 the          
disposition of any complaints arising   
from the reported incident1 including   
any sanctions imposed on a covered      
employee2 and  7,,ii7 the redaction of  
the identity of the individual reporting
 such incident from such review1 and a  
prohibition against sharing the identity
 of the individual without the consent  
of such individual2  7ii7 the term      
covered employee-- 7,i7 means--  7aa7 a 
full-time employee of the institution2  
or  7bb7 an individual who was acting as
 an employee of the institution1 or who 
was paid by an entity contracting with  
the institution and acting on behalf of 
the institution1 at the time of the     
incident that was reported to the title 
,,ix coordinator2 and  7,,ii7 does not  
include an undergraduate student2 and   
7iii7 the term title ,,ix coordinator   
means a responsible employee1 as        
described in section #ajf4h7;a7 of title
