fiscal year shall not exceed

adjustments for the ,internal ,revenue

,balanced ,budget and ,emergency        
,deficit ,control ,act of #aihe 7#b     
,u4,s4,c4 #ija7;b77#b77 is amended by   
adding at the end the following two new 
subparagraphs3  7,g7 ,internal revenue  
service tax enforcement  7i7 ,in general
 ,if a bill or joint resolution making  
appropriations for a fiscal year is     
enacted that specifies an amount in the 
,enforcement account and the ,operations
 ,support account for tax enforcement   
activities1 including tax compliance to 
address the ,federal tax gap1 of the    
,internal ,revenue ,service of the      
,department of the ,treasury1 then the  
adjustment for that fiscal year shall be
 the additional new budget authority    
provided in that ,act for such purpose  

for that fiscal year1 but shall not     
exceed--  7,i7 for fiscal year #bjbj1   
#djj1jjj1jjj2 and  7,,ii7 for fiscal    
year #bjba1 #gej1jjj1jjj4  7ii7         
,definition ,as used in this            
subparagraph1 the term additional new   
budget authority means the amount       
provided for a fiscal year1 in excess of
 #h1ehd1jjj1jjj1 in an appropriation    
,act and specified for tax enforcement  
activities1 including tax compliance to 
address the ,federal tax gap1 of the    
,internal ,revenue ,service4  7,h7 ,the 
#bjbj census  7i7 ,in general ,if a bill
 or joint resolution making             
appropriations for fiscal year #bjbj is 
enacted that specifies an amount for the
 #bjbj ,census in the ,periodic         
,censuses and ,programs account of the  
,bureau of the ,census of the           
,department of ,commerce1 then the      
adjustment for that fiscal year shall be
 the new budget authority provided in   
that ,act for such purpose for fiscal   
year #bjbj1 but shall not exceed        

#g1ejj1jjj1jjj4  7ii7 ,definition ,as   
used in this subparagraph1 the term new 
budget authority means the amount       
provided for fiscal year #bjbj in an    
appropriation ,act and specified to pay 
for expenses associated with #bjbj      
,census operations4  4  7d7 ,direct     
spending adjustments for fiscal years   
#bjbj and #bjba ,section #bea;,a of the 
,balanced ,budget and ,emergency        
,deficit ,control ,act of #aihe 7#b     
,u4,s4,c4 #ija;a71 is amended--  7#a7 in
 paragraph 7#e77;,b71 in the matter     
preceding clause 7i71 by striking and   
7#ab7 and inserting 1 7#ab71 and 7#ac72 
and  7#b7 by adding at the end the      
following3  7#ac7 ,implementing direct  
spending reductions for fiscal years    
#bjbj and #bjba  7,a7 ,,omb shall make  
the calculations necessary to implement 
the direct spending reductions          
calculated pursuant to paragraphs 7#c7  
and 7#d7 without regard to the amendment
 made to section #bea7;c7 revising the  
discretionary spending limits for fiscal

 years #bjbj and #bjba by the ,investing
 for the ,people ,act of #bjai4  7,b7   
,paragraph 7#e77;,b7 shall not be       
implemented for fiscal years #bjbj and  
#bjba4  4  ,,ii ,establishing a         
,congressional ,budget  #bja4 ,fiscal   
year #bjbj budget resolution  7a7       
,fiscal year #bjbj ,for the purpose of  
enforcing the ,congressional ,budget    
,act of #aigd for fiscal year #bjbj1 the
 allocations1 aggregates1 and levels    
provided for in subsection 7b7 shall    
apply in the ,house of ,representatives 
in the same manner as for a concurrent  
resolution on the budget for fiscal year
 #bjbj with appropriate budgetary levels
 for fiscal year #bjbj and for fiscal   
years #bjba through #bjbi4  7b7         
,committee allocations1 aggregates1 and 
levels ,in the ,house of                
,representatives1 the ,chair of the     
,committee on the ,budget shall submit a
 statement for publication in the       
,congressional ,record as soon as       
practicable1 containing--  7#a7 for the 

,committee on ,appropriations1 committee
 allocations for fiscal year #bjbj      
consistent with discretionary spending  
limits set forth in section #bea7;c77#g7
 of the ,balanced ,budget and ,emergency
 ,deficit ,control ,act of #aihe1 as    
amended by this ,act1 and the outlays   
flowing therefrom1 and committee        
allocations for fiscal year #bjbj for   
current law mandatory budget authority  
and outlays1 for the purpose of         
enforcing section #cjb of the           
,congressional ,budget ,act of #aigd2   
7#b7 for all committees of that ,house  
other than the ,committee on            
,appropriations1 committee allocations  
for fiscal year #bjbj and for the period
 of fiscal years #bjbj through #bjbi    
consistent with the most recent baseline
 of the ,congressional ,budget ,office1 
as adjusted1 to the extent practicable1 
for the budgetary effects of any        
provision of law enacted during the     
period beginning on the date such       
baseline is issued and ending on the    

date of submission of such statement1   
for the purpose of enforcing section    
#cjb of the ,congressional ,budget ,act 
of #aigd2  7#c7 aggregate spending      
levels for fiscal year #bjbj in         
accordance with the allocations         
established under paragraphs 7#a7 and   
7#b71 for the purpose of enforcing      
section #caa of the ,congressional      
,budget ,act of #aigd2 and  7#d7        
aggregate revenue levels for fiscal year
 #bjbj and for the period of fiscal     
years #bjbj through #bjbi consistent    
with the most recent baseline of the    
,congressional ,budget ,office1 as      
adjusted1 to the extent practicable1 for
 the budgetary effects of any provision 
of law enacted during the period        
beginning on the date such baseline is  
issued and ending on the date of        
submission of such statement1 for the   
purpose of enforcing section #caa of the
 ,congressional ,budget ,act of #aigd4  
7c7 ,additional matter ,the statement   
referred to in subsection 7b7 may also  

include for fiscal year #bjbj1 the      
matter contained in the provisions      
referred to in subsection 7e74  7d7     
,adjustments ,the ,chair of the         
,committee on the ,budget of the ,house 
of ,representatives may adjust the      
allocations1 aggregates1 and other      
budgetary levels included in the        
statement referred to in subsection     
7b7--  7#a7 to reflect changes resulting
 from the ,congressional ,budget        
,office's updates to its baseline for   
fiscal years #bjbj through #bjbi2 or    
7#b7 for any bill1 joint resolution1    
amendment1 or conference report by the  
amounts provided in such measure if such
 measure would not increase the deficit 
for either of the following time        
periods3 fiscal year #bjbj to fiscal    
year #bjbd or fiscal year #bjbj to      
fiscal year #bjbi4  7e7 ,application    
,upon submission of the statement       
referred to in subsection 7b71 all      
references to allocations1 aggregates1  
or other appropriate levels in this     

concurrent resolution in sections #ebja1
 #ebjb1 and #ebjc of the ,house         
,concurrent ,resolution #ga 7#aaeth     
,congress71 specified in section        
#cjajd7;f77#a7 of the ,bipartisan       
,budget ,act of #bjah1 and continued in

 be treated for all purposes in the     
,house of ,representatives as references
 to the allocations1 aggregates1 or     
other appropriate levels contained in   
the statement referred to in subsection 
7b71 as adjusted in accordance with this
 section or any other ,act4  #bjb4      
,limitation on advance appropriations   
7a7 ,in general ,except as provided in  
subsection 7b71 any general             
appropriation bill or bill or joint     
resolution continuing appropriations1 or
 amendment thereto or conference report 
thereon1 may not provide an advance     
appropriation4  7b7 ,exceptions ,an     
advance appropriation may be provided   
for programs1 activities or accounts    

identified in lists submitted for       
printing in the ,congressional ,record  
by the ,chair of the ,committee on the  
,budget--  7#a7 for fiscal year #bjba1  
under the heading ,accounts ,identified 
for ,advance ,appropriations in an      
aggregate amount not to exceed

 and for fiscal year #bjbb1 accounts    
separately identified under the same

term advance appropriation means any new
 discretionary budget authority provided
 in a general appropriation bill or bill
 or joint resolution continuing

 any amendment thereto or conference    
report thereon1 that first becomes      
available following fiscal year #bjbj4  
#bjc4 ,exercise of rulemaking powers

the ,house of ,representatives-- 7#a7 as
 an exercise of the rulemaking power of 
the ,house of ,representatives1 and as  
such they shall be considered as part of
 the rules of the ,house of             
,representatives1 and such rules shall  
supersede other rules only to the extent
 that they are inconsistent therewith2
