may be cited as the ,prohibition of     
,medicaid ,funding for ,conversion      
,therapy ,act4  #b4 ,prohibition on     
,medicaid payments for conversion       
therapy  7a7 ,in general ,section #aijb 
of the ,social ,security ,act 7#db      
,u4,s4,c4 #acif;a7 is amended--  7#a7 in

 subsection 7a7-- 7,a7 in paragraph     
7#he71 by striking and at the end2  7,b7
 in paragraph 7#hf71 by striking the    
period at the end and inserting 2 and2  
and  7,c7 by inserting after paragraph  
7#hf7 the following new paragraph3      
7#hg7 provide that1 beginning with the  
first day of the first quarter that     
begins on or after the date of enactment
 of this paragraph1 no payment may be   
made under the plan with respect to     
conversion therapy 7as defined in       
subsection 7qq77 furnished to an        
individual enrolled under the plan 7or a
 waiver of such plan74  2 and  7#b7 by  
adding at the end the following new     
subsection3  7qq7 ,conversion therapy2  
,gender identity2 ,person2 ,sexual      
orientation ,for purposes of subsection 
7a77#hg7 and this subsection3  7#a7     
,conversion therapy ,the term conversion
 therapy-- 7,a7 means any practice or   
treatment by any person that seeks to   
change another individual's sexual      
orientation or gender identity1         

including efforts to change behaviors or
 gender expressions1 or to eliminate or 
reduce sexual or romantic attractions or
 feelings toward individuals of the same
 gender1 if such person receives        
monetary compensation in exchange for   
any such practice or treatment2 and     
7,b7 does not include any practice or   
treatment1 which does not seek to change
 sexual orientation or gender identity1 
that--  7i7 provides assistance to an   
individual undergoing a gender          
transition2 or  7ii7 provides           
acceptance1 support1 and understanding  
of a client or facilitation of a        
client's coping1 social support1 and    
identity exploration and development1   
including sexual orientation-neutral    
interventions to prevent or address     
unlawful conduct or unsafe sexual       
practices4  7#b7 ,gender identity ,the  
term gender identity means the          
gender-related identity1 appearance1    
mannerisms1 or other gender-related     
characteristics of an individual1       

regardless of the individual's          
designated sex at birth4  7#c7 ,person  
,the term person means any individual1  
partnership1 corporation1 cooperative1  
association1 or any other entity4  7#d7 
,sexual orientation ,the term sexual    
orientation means homosexuality1        
heterosexuality1 or bisexuality4  4  7b7
 ,conforming amendment ,section         
#aijc7;i7 of the ,social ,security ,act

 inserting after paragraph 7#h7 the

respect to any amount expended for      
conversion therapy 7as defined in       
section #aijb7qq77 on or after the date
