to establish prize competitions for     
innovation or adaptation management     
development relating to ocean           
acidification4  #a4 ,short title ,this  
,act may be cited as the ,ocean         
,acidification ,innovation ,act of      
#bjai4  #b4 ,prize competitions ,section
 #abdjd of the ,federal ,ocean          
,acidification ,research and ,monitoring
 ,act of #bjji 7#cc ,u4,s4,c4 #cgjc7 is 
amended by adding at the end the        
following3  7d7 ,prize competitions     
7#a7 ,in ,general ,any ,federal agency  
with a representative serving on the    
interagency working group established   
under this section may1 either          

individually or in cooperation with one 
or more agencies1 carry out a program to
 award prizes competitively under       
section #bd of the ,stevenson-,wydler   
,technology ,innovation ,act of #aihj   
7#ae ,u4,s4,c4 #cgai74 ,an agency       
seeking to carry out such a program     
shall carry out such program in         
coordination with the chair of such     
interagency working group4  7#b7        
,purposes ,any prize competition carried
 out under this subsection shall be for 
the purpose of stimulating innovation to
 advance our ,nation's ability to       
understand1 research1 or monitor ocean  
acidification or its impacts1 or to     
develop management or adaptation options
 for responding to ocean acidification4 
7#c7 ,priority programs ,priority shall 
be given to establishing programs under 
this section that address communities1  
environments1 or industries that are in 
distress due to the impacts of ocean    
acidification1 including--  7,a7 the    
development of monitoring or management 

options for communities or industries   
that are experiencing significant       
financial hardship2  7,b7 the           
development of adaptation options to    
alleviate economic harm and job loss    
caused by ocean acidification2  7,c7 the
 development of measures to help        
vulnerable communities or industries1   
with an emphasis on rural communities   
and businesses2 and  7,d7 the           
development of adaptation and management
 options for impacted shellfish         
industries4  7#d7 ,authorization of     
appropriations ,in addition to amounts  
made available under section #abdji1    
there is authorized to be appropriated  
such sums as may be necessary to carry  
out this subsection4  4  #c4
