,act4  #b4 ,repeal of debt collection   
amendments2 clarifying coverage with    
respect to government contractors  7a7  
,in general ,the ,communications ,act of
 #aicd 7#dg ,u4,s4,c4 #aea et seq47 is  
amended--  7#a7 in section #c1 by       
striking paragraph 7#ci7 and inserting  
the following3  7#ci7 ,person ,the term 
person--  7,a7 includes an individual1  

partnership1 association1 joint-stock   
company1 trust1 or corporation2 and     
7,b7 for the purposes of section #bbg1  
includes a contractor of the ,united    
,states ,government with respect to a   
call that is made solely to collect a   
debt owed to or guaranteed by the       
,united ,states4  2 and  7#b7 in section
 #bbg7;b7-- 7,a7 in paragraph 7#a7--
