of undeveloped ,national ,forest ,system lands1 ,national ,park ,system lands1 and public lands administered by the ,bureau of ,land ,management in the ,states of ,idaho1 ,montana1 ,oregon1 ,washington1 and ,wyoming possess outstanding natural characteristics which give them high values as wilderness1 parks1 and wild and scenic rivers and will1 if properly preserved1 be an enduring resource of wilderness1 wild land areas1 and biodiversity for the benefit of the ,american people4 7#b7 ,the ,northern ,rockies ,bioregion contains the most diverse array of wild lands remaining south of ,canada1 providing sanctuary for a host of species listed as threatened or endangered under section #d7;c7 of the ,endangered ,species ,act of #aigc 7#af ,u4,s4,c4 #aecc7;c774 ,these national interest public lands are among the most popular wild lands in the ,united ,states1 embracing greater ecosystems and national treasures such as the ,greater ,yellowstone1 ,greater ,glacier_/,northern ,continental ,divide1 ,greater ,hells ,canyon_/,wallowa1 ,greater ,salmon_/,selway1 and ,greater ,cabinet_/,yaak_/,selkirk ecosystems4 7#c7 ,the natural ecosystems in the ,northern ,rockies ,bioregion are largely dependent on ,national ,forest ,system lands1 ,national ,park ,system lands1 and public lands administered by the ,bureau of ,land ,management1 and the ecological productivity and diversity of resources these ,federal public lands provide4 ,conservation of roadless areas on these public lands1 which produces clean water1 protects native fisheries and native flora and fauna1 and provides scenic and recreational qualities1 also preserves options for sustainable economics through activities such as hunting1 fishing1 and wilderness-based recreation4 7#d7 ,the headwaters of several major river systems1 including the ,columbia1 ,snake1 ,green1 ,missouri and ,saskatchewan ,rivers1 originate in the ,northern ,rockies ,bioregion1 and these rivers send their waters to three different oceans4 ,these waters are of tremendous economic importance to farming and ranching operations1 municipal water supplies1 and water-based recreation1 including fishing and boating4 ,protection of this world class water resource will enhance these uses1 reduce costs for water treatment and irrigation1 and increase native fish populations4 7#e7 ,the wildlife treasures of the ,northern ,rockies are of international significance and contain remarkably intact large mammalian fauna and rare and unique plant life4 ,wildlife habitat fragmentation due to roadbuilding1 timber harvest1 mining1 oil and gas exploration1 lack of interagency cooperation1 and other activities has severe effects on the wildlife populations 7including those listed as threatened or endangered under section #d7;c7 of the ,endangered ,species ,act of #aigc 7#af ,u4,s4,c4 #aecc7;c777 and their habitat1 the water quality1 the ancient forests1 and the greater ecosystems of the ,northern ,rockies ,bioregion4 ,the overemphasis on resource extraction from ,national ,forest ,system lands and public lands administered by the ,bureau of ,land ,management has compromised ecosystem integrity and detracted from economic diversification opportunities4 ,economic instability and high unemployment in rural1 resource-dependent communities is a common result of overexploitation of these lands4 7#f7 ,continued fragmentation and development of the remaining roadless and essentially roadless ecosystems and biological connectors of the ,northern ,rockies would cause a loss to the ,nation of an entire wild land region and of the only remaining areas south of ,canada still pristine enough to support populations of caribou1 gray wolves1 grizzly bears1 anadromous fish1 and numerous other rare and endangered plant and animal life all in one intact bioregion4 7#g7 ,since the #aicf roadless area inventory completed by ,bob ,marshall1 millions of acres of roadless wild lands have been developed in the ,northern ,rockies4 ,extensive fragmentation of wild lands and wildlife habitat has resulted in the listing of several species as threatened or endangered and reduced the numbers and range of many others1 including anadromous fish4 7#h7 ,the natural ecosystems of the ,northern ,rockies ,bioregion also serve as educational and research centers for on-site studies in biology1 geology1 astronomy and other sciences4 ,the pristine nature of the ,national ,forest ,system lands1 ,national ,park ,system lands1 and public lands administered by the ,bureau of ,land ,management in the ,northern ,rockies ,bioregion helps local communities attract new residents and businesses based on local quality of life4 7#i7 ,a review of the current situation in the ,northern ,rockies has revealed the urgent need for an ecological reserve system for the ,northern ,rockies ,bioregion1 which includes core ecosystem reserve areas and biological connecting corridors necessary to ensure wildlife movements and genetic interchange between the core reserve areas4 ,wildlife freedom of movement has always been essential to the survival of wildlife species1 and an increasing number of scientific studies have identified movement corridors as a necessity for wildlife conservation in a changing climate4 ,several foreign governments1 including the governments of ,australia and ,scotland1 have announced plans for corridors that would make wildlife movement possible as climate pressures increase4 ,the concept of connective corridors for wildlife movement has been endorsed by governors of ,states in the western ,united ,states1 and is now widely recognized by conservation and scientific organizations4 ,for example1 freedom of movement for wildlife is basic to the emerging new science of ,movement ,ecology described in a ,december #bjjh ,proceedings of the ,national ,academy of ,sciences4 ,this freedom of wildlife movement was a fundamental reason for the ,act's development and introduction1 and has become an increasingly high profile issue in the climate and biological sciences4 7#aj7 ,the economic value to the ,nation of most of these undeveloped areas1 left in their natural state1 greatly exceeds any potential return to the ,treasury of the ,united ,states from timber harvest and development4 ,if current ,federal land management in the ,northern ,rockies continues to result in the development of roadless areas1 the ,american public will be using its tax dollars to fund permanent reductions in wilderness1 water quality1 fish and wildlife habitat1 and species and biological diversity4 7#aa7 ,instead1 this ,act provides opportunities for employment in outdoor trades by establishing rehabilitation zones on specific tracts of damaged ,federal land where active restoration work will occur4 ,this ,act will provide contracts for local businesses and renew the intrinsic economic1 social and cultural benefits that result from productive land4 ,federal land rehabilitation projects represent a direct benefit to the local economy and reduce the loss to ,american taxpayers caused by below-cost timber sales and other subsidized resource extraction4 7#ab7 ,the congressional review of roadless areas within the ,national ,forest ,system1 ,national ,park ,system1 and public lands administered by the ,bureau of ,land ,management in the ,states of ,idaho1 ,montana1 ,oregon1 ,washington1 and ,wyoming has identified areas which1 on the basis of their land form1 ecosystem1 associated fish and wildlife1 economic value1 and location will help to fulfill the role of the ,united ,states ,forest ,service1 ,national ,park ,service1 and ,bureau of ,land ,management to ensure a quality ,national ,wilderness ,preservation ,system4 ,the review has identified other areas which may have outstanding values as wild and scenic rivers4 ,the review has also identified areas which may not possess outstanding wilderness attributes and should not now be designated as components of the ,national ,wilderness ,preservation ,system1 but which should be studied to determine their role in maintaining biological diversity in the ,northern ,rockies4 7#ac7 ,many areas of ,national ,forest ,system lands and public lands administered by the ,bureau of ,land ,management have been damaged and their productivity reduced by unwise development practices1 which have also impaired ecosystem function and biological diversity4 ,the ,island ,park area adjacent to ,yellowstone ,national ,park contains large clear-cut areas right up to the park boundary4 ,efforts should be made to return these areas to their former ecological health and native diversity4 ,these efforts should seek to ensure that vital ecosystem components are restored1 especially in areas where wildlife travel corridors and native fish and wildlife populations have been damaged or eliminated4 ,restoration efforts should seek to ensure and maintain genetic interchange1 biological diversity1 and restoration of native species diversity throughout the ,northern ,rockies ,bioregion4 7#ad7 ,backcountry areas of the ,national ,park ,system have been damaged by inappropriate management1 despite policies that require that recommended wilderness be administered as wilderness4 ,an emphasis on structures and motorized equipment1 and in some instances developed backcountry campsites1 have all detracted from and degraded the wilderness character of these backcountry areas4 7#ae7 ,federal agencies entrusted with managing the natural resources of the ,northern ,rockies ,bioregion operate under contradictory congressional mandates1 and thus are in dissension over management policies which involve common resources and greater ecosystems4 ,existing agency structures and regulatory mechanisms have proven unsatisfactory for responsible management of nationally important ecosystems on public lands4 ,existing laws and regulations have not been sufficient to establish and maintain agency accountability for public resources4 7#af7 ,this ,act does not affect private existing rights4 #c4 ,purposes 7a7 ,in general ,the purposes of this ,act are-- 7#a7 to designate certain ,national ,forest ,system lands1 certain ,national ,park ,system lands1 and certain public lands administered by the ,bureau of ,land ,management in the ,states of ,idaho1 ,montana1 ,oregon1 ,washington1 and ,wyoming as components of the ,national ,wilderness ,preservation ,system2 7#b7 to designate certain ,national ,forest ,system lands1 public lands administered by the ,bureau of ,land ,management1 and watercourses on these lands in the ,states of ,montana1 ,idaho1 and ,wyoming as components of the ,national ,wild and ,scenic ,rivers ,system2 7#c7 to prioritize areas for wildland recovery to help restore biological diversity and native species2 and 7#d7 to establish a system of biological connecting corridors between the core ecosystems in the ,northern ,rockies ,bioregion4 7b7 ,purpose of ,designations ,the designations made by this ,act are made in order to-- 7#a7 promote1 perpetuate1 and preserve the wilderness character of the area so designated2 7#b7 protect water quality1 watersheds1 and wildlife habitat1 including that of species listed as threatened or endangered under section #d7;c7 of the ,endangered ,species ,act of #aigc 7#af ,u4,s4,c4 #aecc7;c772 7#c7 protect the ecological integrity and contiguity of major wild land ecosystems and their interconnecting corridors identified by the ,united ,states ,fish and ,wildlife ,service1 and other sources2 7#d7 protect and maintain biological and native species diversity and dispersal throughout the ,northern ,rockies ,bioregion2 7#e7 promote and ensure interagency cooperation in the implementation of integrated1 holistic ecosystem management and protection of the ecosystems and corridors covered by this ,act based upon principles from conservation biology2 7#f7 preserve scenic1 historic1 and cultural resources2 7#g7 promote scientific research1 primitive recreation1 solitude1 physical and mental challenge1 and inspiration for the benefit of all of the ,american people2 7#h7 avoid the misinvestment of scarce capital in lands of marginal timber value2 and 7#i7 promote ecologically and economically sustainable management in the ,northern ,rockies ,bioregion4 #d4 ,definitions ,for purposes of this ,act3 7#a7 ,development ,the term development means activities that eliminate the roadless and wilderness characteristics of the land and includes ski resort facilities and such activities as roadbuilding1 timber harvest1 mining1 and oil and gas drilling4 7#b7 ,greater ecosystem ,the term greater ecosystem1 when used in conjunction with the specific ecosystems protected under this ,act1 means the ecological land units of sufficient scale to support and maintain populations of large vertebrate species and the other native plant and animal species of the units4 ,these units are comprised of lands which are similar in regards to topography1 climate1 and plant and animal species4 ,the ecosystems in the ,northern ,rockies are also defined in terms of the habitat of wildlife indicator species listed as threatened or endangered under section #d7;c7 of the ,endangered ,species ,act of #aigc 7#af ,u4,s4,c4 #aecc7;c771 including grizzly bear1 gray wolf1 bald eagle1 and caribou1 and have been depicted on maps published by ,federal agencies4 7#c7 ,northern rockies bioregion ,the term ,northern ,rockies ,bioregion means the portion of the ,northern ,rocky ,mountains in the ,states of ,montana1 ,idaho1 ,wyoming1 ,oregon1 and ,washington1 so referred to on maps referred to in this ,act4 7#d7 ,corridors ,the term corridors means areas that provide connectivity of habitat or potential habitat and that facilitate the ability of terrestrial1 estuarine1 and freshwater fish1 or wildlife to move within a landscape as needed for migration1 gene flow1 or dispersal1 or in response to the impacts of climate change or other impacts4 7#e7 ,habitat ,the term habitat means the physical1 chemical1 and biological properties that are used by fish1 wildlife1 or plants for growth1 reproduction1 survival1 food1 water1 and cover1 on a tract of land1 in a body of water1 or in an area or region4 7#f7 ,indian tribe ,the term ,indian tribe has the meaning given the term in section #d of the ,indian ,self-,determination and ,education ,assistance ,act 7#be ,u4,s4,c4 #dej;b74 7#g7 ,natural resources ,the term natural resources means the terrestrial1 freshwater1 estuarine1 and marine fish1 wildlife1 plants1 land1 water1 habitats1 and ecosystems of the ,united ,states4 7#h7 ,public land ,the term public land has the meaning given the term in section #ajc7;e7 of the ,federal ,land ,policy and ,management ,act of #aigf 7#dc ,u4,s4,c4 #agjb7;e774 7#i7 ,resilience ,the terms resilience and resilient means the ability to resist or recover from disturbance and preserve diversity1 productivity1 and sustainability4 7#aj7 ,secretary concerned ,the term ,secretary concerned means-- 7,a7 the ,secretary of ,agriculture1 with respect to ,national ,forest ,system lands2 and 7,b7 the ,secretary of the ,interior1 with respect to ,national ,park ,system lands and public land4 ,i ,,designation ,,of ,,wilderness #aja4 ,designation of certain ,national ,forest ,system lands1 ,national ,park ,system lands1 and ,bureau of ,land ,management lands as wilderness ,in furtherance of the purpose of the ,wilderness ,act 7#af ,u4,s4,c4 #aaca et seq471 certain ,national ,forest ,system lands1 ,national ,park ,system lands1 and public lands administered by the ,bureau of ,land ,management1 as described in this title1 in the ,states of ,idaho1 ,montana1 ,oregon1 ,washington1 and ,wyoming are designated as wilderness and1 therefore1 as components of the ,national ,wilderness ,preservation wilderness3 7#a7 ,fish lake mountain wilderness ,certain ,federal land within the ,shoshone ,national ,forest comprising approximately #g1jjj acres1 as generally depicted on the map entitled and dated 1 which shall be known as the ,fish ,lake ,mountain ,wilderness4 #aji4 ,administration 7a7 ,management generally ,subject to valid existing rights1 land designated as wilderness by this title shall be administered in accordance with the ,wilderness ,act 7#af ,u4,s4,c4 #aaca et seq47 by the ,secretary concerned1 except that-- 7#a7 any reference in the ,wilderness ,act to the effective date of the ,wilderness ,act or any similar reference shall be deemed to be a reference to the date of the enactment of this ,act2 7#b7 any reference in the ,wilderness ,act to the ,secretary of ,agriculture shall be considered to be a reference to the ,secretary concerned2 and 7#c7 the ,secretaries shall1 to the greatest extent possible1 coordinate the management of those wilderness areas containing land administered by more than one ,federal land management agency4 7b7 ,maps and description ,as soon as practicable after the date of the enactment of this ,act1 the ,secretary concerned shall file a map and legal description of the land designated as wilderness by this title with-- 7#a7 the ,committee on ,energy and ,natural ,resources of the ,senate2 and 7#b7 the ,committee on ,natural ,resources of the ,house of ,representatives4 7c7 ,force and effect ,each map and legal description shall have the same force and effect as if included in this ,act1 except that the ,secretary concerned may correct clerical and typographical errors in the maps and legal descriptions4 7d7 ,public availability ,each map and legal description filed under subsection 7a7 shall be on file and available for public inspection in the ,office of the ,chief of the ,forest ,service1 the ,office of the ,director of the ,bureau of ,land ,management1 or the ,office of the ,director of the ,national ,park ,service1 as appropriate4 #aaj4 ,water 7a7 ,reservation ,with respect to the lands designated as wilderness by this title1 the ,congress hereby reserves a quantity of water sufficient to fulfill the purposes for which the lands are designated as wilderness4 ,the priority date of such reserved rights shall be the date of enactment of this ,act4 7b7 ,implementation ,the ,secretary of ,agriculture1 the ,secretary of the ,interior1 and all other officers of the ,united ,states shall take all steps necessary to protect the rights reserved by subsection 7a71 including the filing of claims for quantification of such rights in any present or future appropriate stream adjudication1 in a court of the ,state of ,idaho1 ,montana1 ,wyoming1 ,oregon1 or ,washington1 in which the ,united ,states has been or is properly joined in accordance with section #bjh of the ,act of ,july #aj1 #aieb 7#dc ,u4,s4,c4 #fff2 commonly referred to as the ,mc,carran ,amendment74 ,,ii ,,biological ,,connecting ,,corridors #bja4 ,findings ,the ,congress makes the following findings3 7#a7 ,the most recent scientific information on ecological reserve design and function1 including recent scientific information on species dispersal in response to a changing climate1 points out the critical need for biological connecting corridors between the larger core ecosystem areas4 7#b7 ,while none of the remaining major wild land ecosystems of the ,northern ,rockies ,bioregion appears to be of sufficient size to perpetuate the full complement of self-sustaining viable populations of native wildlife1 biological diversity1 and full range of ecological processes on its own1 it appears that an effective reserve system can be achieved if biological connecting corridors between the ecosystems are identified and protected4 7#c7 ,the wild land areas addressed by this title are located between the major core ecosystems of the region and are essential for wildlife and plant migration and genetic interchange4 7#d7 ,these areas are some of the most beautiful and wild mountain ranges in the ,united ,states1 including the ,bitterroot1 ,sapphire1 ,lost ,river1 ,lemhi1 and ,bridger mountain ranges4 #bjb4 ,designation of biological connecting corridors 7a7 ,designation ,to protect the life flow of the ,northern ,rockies ,bioregion1 the areas described in this section are hereby designated as biological connecting corridors4 ,the designated biological connecting corridors are of two types1 areas designated as components of the ,national ,wilderness ,preservation ,system in title ,i and areas subject to special corridor management requirements under section #bjc in this title4 ,each biological connecting corridor shall be known by the name given it in the subsection establishing it4 ,each map shall be on file and available for public inspection in the ,office of the ,chief of the ,forest ,service and the ,office of the ,director of the ,bureau of ,land ,management4 7b7 ,sapphire ,mountains_/,continental ,divide ,corridors ,certain ,federal land comprising approximately #abj1jjj acres1 as generally depicted on the map entitled and dated 1 administered by the ,bitterroot1 the ,bureau of ,land ,management are designated as the ,mt4 ,leidy ,highlands_/,wind ,river ,range ,corridor and shall be subject to the special corridor management requirements under section #bjc4 #bjc4 ,treatment of biological connecting corridors ,those portions of the biological connecting corridors designated by section #bjb are hereby designated as special corridor management areas and shall be managed according to the ,multiple-,use ,sustained-,yield ,act of #aifj 7#af ,u4,s4,c4 #ebh et seq47 and other applicable laws1 and in the following manner3 7#a7 ,the practice of even-aged silvicultural management and timber harvesting is prohibited within the special corridor management areas4 7#b7 ,subject to valid existing rights1 mining1 oil1 and gas exploration and development and new road construction or reconstruction is prohibited within the special corridor management areas4 7#c7 ,the ,federal land management agency responsible for the administration of a special corridor management area or portion thereof shall take immediate steps to ensure that road densities within the biological connecting corridor approach1 as nearly as possible1 zero miles of road per square mile of land area4 ,such road density shall not exceed #j4be miles per square mile1 using the method known as the moving window method4 #bjd4 ,applicability of title 7a7 ,federal ,land ,management ,agencies ,this title shall apply only to ,national ,forest ,system lands and lands under the jurisdiction of the ,bureau of ,land ,management and the ,united ,states ,fish and ,wildlife ,service4 7b7 ,private ,land and landowners ,private lands are not affected by this title4 ,no private landowner whose lands are adjacent to the designated connecting corridors shall be compelled1 under any circumstances1 to comply with this title4 ,however1 private landowners may enter into cooperative agreements with the ,federal ,government on a willing participant or willing seller basis to include their land in a biological connecting corridor4 #bje4 ,cooperative agreements and land trades and acquisitions 7a7 ,cooperative ,agreements ,the ,secretary of the ,interior and the ,secretary of ,agriculture shall seek to enter into cooperative agreements with private1 ,state1 and corporate landowners and sovereign ,indian tribes whose lands are adjacent to the designated connecting corridors1 when such agreements would benefit the ecological integrity and function of the designated corridor4 7b7 ,land ,trades and ,acquisitions ,the ,secretary of ,agriculture and the ,secretary of the ,interior may undertake land trades or acquisitions in order to accomplish the purposes of this title when the ,secretary concerned considers such action to be appropriate4 7c7 ,report ,as part of the report required by section #eja1 the ,secretary of ,agriculture and the ,secretary of the ,interior shall describe the progress of cooperative agreements1 acquisitions1 and proposed land exchanges sought pursuant to this section4 #bjf4 ,exemption of certain roads and highways 7a7 ,exemption ,the roads and highways referred to in subsection 7b7 are expressly exempted from the provisions of this title4 ,in the event that any county1 ,state1 ,federal1 or private road has been mistakenly omitted from this list1 it is deemed to be incorporated by reference4 7b7 ,description to a natural untrammeled condition and the restoration of the undeveloped roadless character of such land4 7#b7 ,recovery system ,the term ,recovery ,system means the ,national ,wildland ,restoration and ,recovery ,system4 #djb4 ,restoration and recovery 7a7 ,recovery areas ,the following areas1 consisting of a total of approximately #a1jbc1jjj acres1 as depicted on the maps dated and entitled 1 are designated as wildland recovery areas3 7#a7 ,skyland area1 consisting of approximately #aj1jjj acres administered by the ,flathead ,national ,forest4 7#b7 ,hungry ,horse area 7except ,hungry ,horse ,dam and ,reservoir71 consisting of approximately #bje1jjj acres administered by the ,flathead ,national ,forest4 7#c7 ,lolo ,creek area1 consisting of approximately #ei1jjj acres administered by the ,lolo or ,clearwater ,national ,forest4 7#d7 ,yellowstone ,west area1 consisting of approximately #afd1jjj acres administered by the ,caribou-,targhee ,national ,forest4 7#e7 ,mt4 ,leidy area1 ,national ,forest4 7#g7 ,lightning ,creek area1 consisting of approximately #ca1jjj acres administered by the ,panhandle ,national ,forest4 7#h7 ,coeur d',alene ,river area1 consisting of approximately #cgb1jjj acres administered by the ,panhandle ,national ,forest4 7#i7 ,magruder ,corridor area1 consisting of approximately #ab1jjj acres administered by the ,nez ,perce or ,bitterroot ,national ,forest4 7b7 ,exemption ,the roads and highways and facilities referred to below are expressly exempted from the provisions of this title3 ,all private1 county1 ,state1 or ,federal roads1 including ,national ,forest ,system roads1 accessing existing authorized uses and any facilities such as a developed campground1 ranger station1 or other facilities deemed essential by the ,forest ,service4 7c7 ,magruder ,corridor ,area ,notwithstanding subsection 7b7 of this section1 the ,secretary of ,agriculture will recommend recovery and restoration on the part of the ,magruder ,corridor between ,magruder ,crossing and ,dry ,saddle under plans developed under section #djc of this title4 7d7 ,notwithstanding subsection 7b7 of this section1 the ,secretary of ,agriculture may recommend recovery and restoration of any ,national ,forest ,system road or ,forest ,service development or facility in any recovery area and the entire ,magruder ,corridor under plans developed under section #djc of this title4 #djc4 ,management 7a7 ,restoration ,all lands within the ,recovery ,areas described in section #djb7;a7 shall be managed so as to restore their native vegetative cover and reduce or eliminate invasive non-native species1 facilitate native species diversity to the extent possible with climate change1 stabilize slopes and soils to prevent or reduce further erosion1 recontour slopes to their original contours1 remove barriers to natural fish spawning runs1 and generally restore such lands in their entirety to a natural roadless and wild condition4 7b7 ,water quality restoration ,in the management of the ,recovery ,areas1 special consideration shall be given to restoration of water quality in the ,recovery ,area4 7c7 ,recovery ,plans ,not later than three years after the date of the enactment of this ,act1 the ,secretary shall develop a wildland recovery plan for each ,recovery ,area4 ,each recovery plan shall detail necessary work and funding requirements needed to implement the management direction established under this section4 7d7 ,evaluation ,the ,secretary shall use measurable criteria to judge the success of recovery efforts taken pursuant to this section4 ,v ,,implementation ,,and ,,monitoring #eja4 ,implementation report 7a7 ,report ,required ,within three years after the date of the enactment of this ,act1 the ,secretary of ,agriculture and the ,secretary of the ,interior shall jointly submit to the ,committee on ,energy and ,natural ,resources of the ,senate and the ,committee on ,natural ,resources of the ,house of ,representatives a report that details the implementation of this ,act4 ,the report shall also detail any additional work and funding requirements necessary to achieve the purposes of this ,act4 7b7 ,preparation ,the report shall be produced by a panel of independent scientists appointed by the ,national ,academy of ,sciences1 in consultation with the ,society for ,conservation ,biology4 #ejb4 ,interagency team 7a7 ,establishment ,the ,secretary of ,agriculture and the ,secretary of the ,interior shall jointly establish an interagency team1 containing equal numbers of participants from the public and private sectors1 to monitor1 evaluate1 and make recommendations to ensure long-term results required by this ,act4 7b7 ,geographic ,information ,system 7#a7 ,development ,the interagency team shall develop a geographic information system for monitoring the ,northern ,rockies ,bioregion4 ,the geographic information system shall be based on satellite-gathered data and shall include comprehensive maps and databases to assist in the detection of changes in the ,northern ,rockies ,bioregion4 7#b7 ,types of information ,the maps and databases included in the geographic information system shall be updated periodically to record the following3 7,a7 ,vegetation cover 7with species occurrence and densities74 7,b7 ,human impacts4 7,c7 ,water and air quality4 7,d7 ,activities that bear on forest husbandry and restoration4 7#c7 ,status reports ,the geographic information system shall include status reports on the progress of ecosystem protection1 corridor consolidation1 and forest recovery efforts and reports on the status of threatened and endangered species which are primary indicators of ecosystem health4 7c7 ,wildlife ,movements ,the interagency team shall assess the potential for facilitating wildlife movements across or under major highways and rail lines within the biological corridors established in title ,,ii4 ,this assessment shall identify major crossing points and identify possible management actions to enhance the suitability of such crossing points as movement corridors1 including underpasses1 overpasses1 and other methods for reducing the danger to native wildlife while facilitating movements within the ,northern ,rockies ,bioregion4 #ejc4 ,roadless lands evaluation 7a7 ,evaluation ,required ,roadless lands greater than #a1jjj acres in size1 that are located within the ,national ,forest ,system in the ,wild ,rockies ,bioregion in ,idaho1 ,montana1 ,oregon1 ,washington1 or ,wyoming1 and that are not designated as components of the ,national ,wilderness ,preservation ,system 7under this ,act or any other law7 shall be identified and evaluated by the panel of independent scientists appointed under section #eja4 ,in identifying and evaluating these lands1 the panel shall make use of existing satellite information and ,geographic ,information ,system data developed by the ,forest ,service1 the ,bureau of ,land ,management1 and the ,united ,states ,fish and ,wildlife ,service1 in addition to other information sources4 ,the panel shall study the role of such lands in maintaining biological diversity in the ,northern ,rockies and as part of the overall forest reserve system4 ,the panel shall make recommendations regarding the management of the lands1 and shall include the recommendations in the report required by section #eja4 7b7 ,prohibition ,after completion of the evaluation required by subsection 7a71 until ,congress enacts a law stating otherwise1 no new road construction or reconstruction1 or timber harvest 7except firewood gathering7 shall be allowed in the lands described in subsection 7a74 ,in addition1 subject to valid existing rights1 no oil or gas leasing1 mining1 or other development which impairs the natural and roadless qualities of these lands shall be allowed on the lands4 ,,vi ,additional ,provisions ,regarding ,indian ,tribes #fja4 ,indian tribes ,nothing in this ,act may be construed to affect or modify any treaty or other right of an ,indian tribe4 #fjb4 ,federal trust responsibility ,nothing in this ,act is intended to amend1 alter1 or give priority over the ,federal trust responsibility to ,indian tribes4 #fjc4 ,exemption from ,freedom of ,information ,act ,if a ,federal department or agency receives any information related to sacred sites or cultural activities identified by an ,indian tribe as confidential1 such information shall be exempt from disclosure under section #eeb of title #e1 ,united ,states ,code1 popularly known as the ,freedom of ,information ,act 7#e ,u4,s4,c4 #eeb74 #fjd4 ,application of ,indian ,self-,determination and ,education ,assistance ,act ,the ,secretary of the ,interior may apply the provisions of the ,indian ,self-,determination and ,education ,assistance ,act 7#be ,u4,s4,c4 #dej et seq42 ,public ,law #ic-fch7 when appropriate in the implementation of this ,act4 #fje4 ,native ,american uses 7a7 ,definition ,for purposes of this section and section #eje1 the term protected areas means land designated by this ,act as wilderness1 wildland recovery areas1 wild and scenic rivers1 and biological corridors4 7b7 ,nonexclusive access ,in recognition of the past use of portions of the protected areas by ,native ,americans for traditional cultural and religious purposes1 the ,secretary of ,agriculture and the ,secretary of the ,interior shall ensure nonexclusive access to these protected areas by native people for such traditional cultural and religious purposes4 ,such access shall be consistent with the purpose and intent of ,public ,law #ie-cda 7#db ,u4,s4,c4 #aiif2 commonly known as the ,american ,indian ,religious ,freedom ,act71 and1 in the case of land designated as wilderness by this ,act1 the ,wilderness ,act 7#af ,u4,s4,c4 #aaba et seq474 ,the ,secretaries1 in accordance with such laws1 upon request of an ,indian tribe1 may from time-to-time temporarily close to the general public use of one or more specific portions of these protected areas in order to protect the privacy of religious activities and cultural uses in such portions by an ,indian people4 ,as part of the preparation of general management plans for the protected areas1 the ,secretaries shall request that the chief executive officers of appropriate ,indian tribes make recommendations with respect to assuring access to important sites1 enhancing the privacy of traditional cultural and religious activities1 and protecting cultural and religious sites4 ,,vii ,,rules ,,of ,,construction #gja4 ,water rights ,nothing in this ,act may be construed as a relinquishment or reduction of any water rights reserved1 appropriated1 or otherwise secured by the ,united ,states in the ,state of ,idaho1 ,montana1 ,wyoming1 ,oregon1 or ,washington on or before the date of enactment of this ,act4
