of #bjai4  #b4 ,reaffirming authority of
 the ,under ,secretary of ,agriculture  
for ,research1 ,education1 and          
,economics ,subtitle ,f of the          

,department of ,agriculture             
,reorganization ,act of #aiid 7#g       
,u4,s4,c4 #figa et seq47 is amended by  
adding at the end the following3  #bec4 
,reaffirming authority of the ,under    
,secretary  7a7 ,in general             
,notwithstanding the authority specified
 in ,reorganization ,plan ,no4 #b of    
#aiec 7#e ,u4,s4,c4 ,app42 #g ,u4,s4,c4 
#bbja note7 or any other provision of   
,federal law relating to the authority  
of the ,secretary1 including section    
#bif-- 7#a7 the ,agricultural ,research 
,service1 the ,economic ,research       
,service1 the ,national ,agricultural   
,statistics ,service1 and the ,national 
,institute for ,food and ,agriculture1  
and any successor agencies shall be     
within the research1 education1 and     
economics mission area of the           
,department2  7#b7 the authority to     
administer such agencies is vested in   
the ,under ,secretary for ,research1    
,education1 and ,economics2 and  7#c7   
such authority may not be vested in the 

head of another agency or office within 
the ,department4  7b7 ,location ,the    
,secretary shall locate each agency     
referred to in subsection 7a77#a7 and   
the majority of the staff of each such  
agency within the ,national ,capital    
,region to ensure maximum coordination  
and interaction with each other such    
agency1 with the agencies delivering    
food and agricultural programs and      
services of the ,department1 and with   
other ,federal ,government science      
agencies 7including science agencies of
