lobbying by former officers and         
employees of ,congress1 to lower the    
income threshold for applying such ban  
to former officers and employees of     
,congress1 and for other purposes4  #a4 
,short title ,this ,act may be cited as 
the ,public ,service ,integrity ,act4   
#b4 ,restrictions on lobbying by former 
,members of ,congress  7a7 #e-,year     
post-,employment ban on all lobbying    
7#a7 ,former ,senators ,subparagraph    
7,a7 of section #bjg7;e77#a7 of title   
#ah1 ,united ,states ,code1 is amended  

by striking within #b years after that  
person leaves office and inserting      
within #e years after that person leaves
 office4  7#b7 ,former ,members of the  
,house of ,representatives ,paragraph   
7#a7 of section #bjg7;e7 of such title  
is amended by striking subparagraph 7,b7
 and inserting the following3  7,b7     
,members of the ,house of               
,representatives ,any person who is a   
,member of the ,house of                
,representatives and who1 within #e     
years after that person leaves office1  
knowingly makes1 with the intent to     
influence1 any communication to or      
appearance before any ,member1 officer1 
or employee of either ,house of         
,congress and any employee of any other 
legislative office of the ,congress1 on 
behalf of any other person 7except the  
,united ,states7 in connection with any 
matter on which such former ,member     
seeks action by a ,member1 officer1 or  
employee of either ,house of ,congress1 
in his or her official capacity1 shall  

be punished as provided in section #baf 
of this title4  7,c7 ,officers of the   
,house of ,representatives ,any person  
who is an elected officer of the ,house 
of ,representatives and who1 within #a  
year after that person leaves office1   
knowingly makes1 with the intent to     
influence1 any communication to or      
appearance before any ,member1 officer1 
or employee of the ,house of            
,representatives1 on behalf of any other
 person 7except the ,united ,states7 in 
connection with any matter on which such
 former elected officer seeks action by 
a ,member1 officer1 or employee of      
either ,house of ,congress1 in his or   
her official capacity1 shall be punished
 as provided in section #baf of this    
title4  4  7b7 ,effective date ,the     
amendments made by this section shall   
apply with respect to any individual    
who1 on or after the date of the        
enactment of this ,act1 leaves an office
 to which section #bjg7;e77#a7 of title

 staff of other legislative offices of

amended by striking within #a year and

,lowering income threshold for          
application of restrictions             
,subparagraph 7,a7 of section           
#bjg7;e77#g7 of such title is amended by
 striking #ge percent of the rate of    
basic pay and inserting #ej percent of  
the rate of basic pay4  7c7 ,effective  
date ,the amendments made by this       
section shall apply with respect to any 
individual who1 on or after the date of 
the enactment of this ,act1 leaves a    
position to which section #bjg7;e7 of   
title #ah1 ,united ,states ,code1       
applies4
