to the ,committee on ,foreign ,relations ,,resolution ,recognizing the importance of a continued commitment to ending pediatric ,,aids worldwide4 ,whereas in #bjaf approximately half of the #cf1gjj1jjj people living with human immunodeficiency virus 7referred to in this preamble as ,,hiv7 worldwide are women and #b1ajj1jjj are children2 ,whereas ,,hiv is a leading cause of death worldwide among women of childbearing age2 ,whereas nearly #ij percent of ,,hiv-positive expectant mothers in need of ,,hiv-related services worldwide live in sub-,saharan ,africa2 ,whereas women around the world rely on essential pre- and post-natal care to provide screening for diseases such as ,,hiv1 and to provide care for the health of women and infants2 ,whereas the usage of antiretroviral drugs as prophylaxis can reduce the likelihood of mother-to-child transmission of ,,hiv to less than #e percent2 ,whereas in #bjje only #ad percent of women received services for the prevention of mother-to-child transmission 7referred to in this preamble as ,,pmtct72 ,whereas in #bjaf1 #gf percent of women received ,,pmtct services2 ,whereas1 since #bjja1 the number of children born ,,hiv-positive has decreased by more than half2 ,whereas1 despite increased efforts by the ,united ,states and countries around the world1 over #djj children were born ,,hiv-positive each day in #bjaf2 ,whereas #ij percent of children with ,,hiv live in sub-,saharan ,africa2 ,whereas in #bjaf only #dc percent of children with ,,hiv received antiretroviral therapy1 far below the percentage of adults receiving antiretroviral therapy2 ,whereas1 without treatment1 half of children with ,,hiv will die by their second birthday1 and #hj percent by their fifth birthday2 ,whereas1 in #bjaf1 #abj1jjj children died of causes related to acquired immune deficiency syndrome 7referred to in this preamble as ,,aids72 ,whereas1 in #bjaf1 #bb percent of new ,,hiv infections occurred in young women aged #ae to #bd2 ,whereas1 in sub-,saharan ,africa1 young women account for #ge percent of new annual ,,hiv infections among adolescents2 ,whereas ,,aids is a leading cause of death among adolescents globally2 ,whereas research efforts at the ,national ,institutes of ,health have led to extraordinary breakthroughs for children infected with and at risk for ,,hiv2 ,whereas in #bjjb the ,united ,states began investing in ,,pmtct services by establishing the ,united ,states ,international ,mother and ,child ,,hiv ,prevention ,initiative2 ,whereas1 since #bjjb1 the ,global ,fund to ,fight ,,aids1 ,tuberculosis and ,malaria has supported programs that provided #d1bjj1jjj ,,hiv-positive mothers with antiretroviral drug prophylaxis for ,,pmtct2 ,whereas in fiscal year #bjaf1 the ,united ,states ,president's ,emergency ,plan for ,,aids ,relief 7referred to in this preamble as ,,pepfar7 supported ,,hiv testing and counseling for more than #aa1ejj1jjj pregnant women1 and provided antiretroviral drug prophylaxis for ,,pmtct1 allowing nearly #b1jjj1jjj babies to be born free of ,,hiv2 ,whereas in #bjad ,,pepfar announced the ,accelerating ,children's ,treatment ,initiative1 a #b-year effort that would double the number of ,,hiv-positive children receiving treatment in #aj high-burden countries2 ,whereas the ,,pepfar ,,dreams initiative is working to reduce new ,,hiv infections in girls and young women in #aj sub-,saharan countries2 ,whereas every mother should have the opportunity to fight for the life of her child2 and ,whereas every child and adolescent should have access to medicine to lead a long and healthy life3 ,now1 therefore1 be it ,that the ,senate-- 7#a7 recognizes that the prevention of mother-to-child transmission of human immunodeficiency virus 7referred to in this resolving clause as ,,hiv7 is critical to stopping the spread of ,,hiv worldwide2 7#b7 applauds the leadership of the ,united ,states for efforts to eliminate new pediatric ,,hiv infections and to expand pediatric treatment through programs and research2 7#c7 recognizes that for more than #ac years1 the fight to eliminate pediatric ,,hiv worldwide has been a priority in the response of the ,united ,states to global acquired immune deficiency syndrome 7referred to in this resolving clause as ,,aids71 and calls on the leadership of the ,united ,states in this area to continue2 7#d7 supports providing adolescents with the evidence-based approaches necessary to prevent new ,,hiv infections2 7#e7 supports providing women and children with
