of the #ast ,infantry ,division4 #a4 ,short title ,this ,act may be cited as the ,duty ,first ,act4 #b4 ,findings ,congress finds that-- 7#a7 the #ast ,infantry ,division was constituted on ,may #bd1 #aiag1 and is the first and oldest permanently established combat division of the ,united ,states ,army2 #bjag is the centennial of the ,division2 7#b7 the #ast ,infantry ,division has been in continuous service since its establishment2 7#c7 the #ast ,infantry ,division has fought with distinction in every major conflict since #aiag except the ,korean ,war1 when it was on occupation duty in ,germany2 7#d7 in ,world ,war ,i1 the then-,first ,expeditionary ,division was the first ,united ,states division to arrive in ,france1 firing the first ,united ,states shots of the war1 suffering the first casualties1 and securing the first ,united ,states victory at the ,battle of ,cantigny in ,may1 #aiah2 7#e7 the ,battle of ,cantigny was also the first modern1 combined arms battle in the history of the ,united ,states2 7#f7 the ,first ,expeditionary ,division fought with distinction in all subsequent campaigns and1 after occupation duty in ,germany1 was the last combat division to return home in #aiai2 7#g7 #e ,first ,expeditionary ,division soldiers received the ,medal of ,honor in ,world ,war ,i2 7#h7 in ,world ,war ,,ii1 the #ast ,infantry ,division was the first to deploy to ,europe1 fighting in ,north ,africa and ,sicily in #aidb and #aidc2 7#i7 ,general ,george ,s4 ,patton1 ,jr41 commander of the ,seventh ,army of the ,united ,states in the ,mediterranean1 stated that he would not invade ,sicily without the #ast ,infantry ,division as the assault division2 7#aj7 the #ast ,infantry ,division was the lead assault division on ,omaha ,beach in ,normandy on ,d-,day1 ,june #f1 #aidd2 7#aa7 against frightful odds and despite multiple challenges1 the #ast ,infantry ,division secured a beach head on a day when failure could have altered the outcome of the war2 7#ab7 the #ast ,infantry ,division played pivotal roles in the liberation of ,france and ,belgium1 the ,battle of the ,bulge1 the crossing of the ,rhine ,river1 and the invasion and defeat of ,nazi ,germany2 7#ac7 after the war1 the #ast ,infantry ,division supported and secured the ,international ,military ,tribunal at ,nuremburg1 ,germany1 guarding infamous ,nazi officials during the courtroom proceedings2 7#ad7 #ag #ast ,infantry ,division soldiers received the ,medal of ,honor in ,world ,war ,,ii2 7#ae7 the #ast ,infantry ,division was the only ,united ,states combat division in ,europe from #aidf to #aiea1 returning to the ,united ,states and ,fort ,riley1 ,kansas1 in #aiee2 7#af7 the #ast ,infantry ,division was one of the first #b combat divisions deployed to ,vietnam in #aife1 defending the vital ,highway #ac corridor against enemy infiltration from ,cambodia to the capital at ,saigon2 7#ag7 the #ast ,infantry ,division fought gallantly in ,operation ,junction ,city1 ,division2 7#ba7 the #ast ,infantry ,division enforced international peace agreements in ,bosnia for #ca months between #aiif and #bjjj1 for #d months in ,macedonia in #aiii1 and for #bb months in ,kosovo between #aiii and #bjjc2 7#bb7 the #ast ,infantry ,division deployed to ,iraq in #bjjd to #bjje in ,operation ,iraqi ,freedom ,,ii1 the initial occupation of ,iraq1 and helped achieve the first free and fair elections in the history of ,iraq2 7#bc7 the #ast ,infantry ,division brigade combat teams and other elements deployed multiple times to ,iraq and ,afghanistan between #bjjc and #bjad2 7#bd7 the #ast ,infantry ,division provided the first regionally aligned force 7,,raf7 to the ,united ,states ,africa ,command and provided military assistance to friendly governments across the continent of ,africa2 7#be7 to combat the growing ,,isis threat1 the #ast ,infantry ,division soldiers have deployed to ,iraq and ,kuwait to assist the ,iraqi ,security ,forces and other friendly countries in that vital and unstable region2 7#bf7 the #ast ,infantry ,division will be deployed to ,iraq1 ,afghanistan1 and ,korea in #bjaf and #bjag1 its centennial year2 7#bg7 #ce soldiers from the #ast ,infantry ,division have been decorated with the ,medal of ,honor1 and countless others have distinguished themselves in combat2 7#bh7 the #ast ,infantry ,division has earned several unit decorations1 including #b ,meritorious ,unit ,commendations1 #c ,french ,croix de ,guerre1 #a ,belgian ,fourragere1 ,republic of ,vietnam ,cross of ,gallantry with ,palm1 #a ,republic of ,vietnam ,civil ,action ,honor ,medal1 and was cited twice in the ,order of the ,day of the ,belgian ,army2 and 7#bi7 the #ast ,infantry ,division has served the ,united ,states with great valor and distinction since its organization1 living up to its motto1 ,no mission too difficult1 no sacrifice too great--,duty ,first4 #c4 ,coin specification 7a7 ,denominations ,the ,secretary of the ,treasury 7hereafter in this ,act referred to as the ,secretary7 shall mint and issue the following coins3 7#a7 #e gold coins ,not more than #bj1jjj #e coins1 which shall-- 7,a7 weigh #h4cei grams2 7,b7 have a diameter of 4#hej inches2 and 7,c7 contain #ij percent gold and #aj percent alloy4 7#b7 #a silver coins ,not more than #ajj1jjj #a coins1 which shall-- 7,a7 weigh #bf4gc grams2 7,b7 have the diameter of #a4ej inches2 and 7,c7 contain not less than #ij percent silver4 7#c7 ,half-dollar clad coins ,not more than #bjj1jjj half-dollar coins which shall-- 7,a7 weigh #aa4cd grams2 7,b7 have a diameter of #a4bje inches2 and 7,c7 be minted to the specifications for half-dollar coins contained in section #eaab7;b7 of title #ca1 ,united ,states ,code4 7b7 ,legal tender ,the coins minted under this ,act shall be legal tender1 as provided in section #eajc of title #ca1 ,united ,states ,code4 7c7 ,numismatic items ,for the purposes of section #eacd of title #ca1 ,united ,states ,code1 all coins minted under this ,act shall be considered to numismatic items4 #d4 ,design of coins 7a7 ,design requirements 7#a7 ,in general ,the design of the coins minted under this ,act shall be emblematic of the #ajj year anniversary of the #ast ,infantry ,division4 7#b7 ,designation and inscriptions ,on each coin minted under this ,act there shall be-- 7,a7 a designation of the value of the coin2 7,b7 an inscription of the year #bjah2 and 7,c7 inscriptions of the words ,liberty1 ,in ,god ,we ,trust1 ,united ,states of ,america1 and ,e ,pluribus ,unum4 7b7 ,selection ,the design for the coins minted under this ,act shall be-- 7#a7 selected by the ,secretary after consultation with the ,society of the #ast ,infantry ,division and the ,u4,s4 ,army ,center of ,military ,history2 and 7#b7 reviewed by the ,citizens ,coinage ,advisory ,committee4 #e4 ,issuance of coins 7a7 ,quality of coins ,coins minted under this ,act shall be issued in uncirculated and proof qualities4 7b7 ,mint facility ,only the ,west ,point ,mint may be used to strike any particular quality of the coins minted under this ,act4 7c7 ,period for issuance ,the ,secretary may issue coins minted under this ,act only during the #a-year period beginning on ,january #a1 #bjah4 #f4 ,sale of coins 7#a7 ,sale price ,the coins issued under this ,act shall be sold by the ,secretary at a price equal to the sum of-- 7,a7 the face value of the coins2 7,b7 the surcharge provided in section #g7;a7 with respect to such coins2 and 7,c7 the cost of designing and issuing the coins 7including labor1 material1 dies1 use of machinery1 overhead expenses1 marketing1 and shipping74 7#b7 ,bulk sales ,the ,secretary shall make bulk sales of the coins issued under this ,act at a reasonable discount4 7#c7 ,prepaid orders ,the ,secretary shall accept prepaid orders for the coins minted under this ,act before the issuance of such coins4 #g4 ,surcharges 7a7 ,in general ,all sales of coins issued under this ,act shall include a surcharge of-- 7#a7 #ce per coin for the #e coin2 7#b7 #aj per coin for the #a coin2 and 7#c7 #e per coin for the half-dollar coin4 7b7 ,distribution ,subject to section #eacd7;f77#a7 of title #ca1 ,united ,states ,code1 all surcharges received by the ,secretary from the sale of coins issued under this ,act shall be promptly paid by the ,secretary to the ,society of the #ast ,infantry ,division for renovation of the existing #ast ,infantry ,division ,memorial located in the ,district of ,columbia4 7c7 ,audits ,the ,society of the #ast ,infantry ,division shall be subject to the audit requirements of section #eacd7;f77#b7 of title #ca1 ,united ,states ,code1 with regard to the amounts received under subsection 7b74 7d7 ,limitation ,notwithstanding subsection 7a71 no surcharge may be included with respect to the issuance under this ,act of any coin during a calendar year if1 as of the time of such issuance1 the issuance of such coin would result in the number of commemorative coin programs issued during such year to exceed the annual #b commemorative coin program issuance limitation under section #eaab7m77#a7 of title #ca1 ,united ,states ,code 7as in effect on the date of the enactment of this ,act74 ,the ,secretary of the ,treasury may issue guidance to carry out this subsection4
