 ,u4,s4,c4 #bjejd7 is amended--  7#a7 by
 amending subsection 7a7 to read as     
follows3  7a7 ,program required ,the    
,attorney ,general shall carry out a    
program to provide grants to ,states and
 ,indian tribes for--  7#a7 the         
development or enhancement of programs  
and activities for the support of       
,,amber ,alert communications plans2 and
  7#b7 the integration of tribal ,,amber
 ,alert systems into ,state ,,amber     

,alert systems4  2  7#b7 in subsection  
7b7-- 7,a7 in paragraph 7#c71 by        
striking and at the end2  7,b7 by       
redesignating paragraph 7#d7 as         
paragraph 7#e72 and  7,c7 by inserting  
after paragraph 7#c7 the following3     
7#d7 the integration of ,state or       
regional ,,amber ,alert communication   
plans with an ,indian tribe2 and  2     
7#c7 in subsection 7c7--  7,a7 by       
striking ,the ,federal and inserting the
 following3  7#a7 ,in general ,except as
 provided in paragraph 7#b71 the        
,federal  2 and  7,b7 by adding at the  
end the following3  7#b7 ,waiver of     
,federal share ,if the ,attorney        
,general determines that an ,indian     
tribe does not have sufficient funds    
available to comply with the ,federal   
share requirement under paragraph 7#a7  
for the cost of activities funded by a  
grant for the purpose described in      
subsection 7b77#d71 the ,attorney       
,general may increase the ,federal share
 of the costs for such activities to the

 extent the ,attorney ,general          
determines necessary4  2  7#d7 in       
subsection 7e71 by striking for grants  
under and inserting and standards to    
improve accountability and transparency 
for grants awarded under2  7#e7 by      
redesignating subsection 7f7 as         
subsection 7g72  7#f7 by inserting after
 subsection 7e7 the following3  7f7     
,definition of ,indian tribe ,in this   
section1 the term ,indian tribe means a 
federally recognized ,indian tribe or a 
,native village1 ,regional ,corporation1
 or ,village ,corporation 7as those     
terms are defined in section #c of the  
,alaska ,native ,claims ,settlement ,act
 7#dc ,u4,s4,c4 #afjb774  2 and  7#g7 in
 subsection 7g77#a71 as so              
redesignated-- 7,a7 by striking #bjjd   
each place it appears and inserting     
#bjai2 and  7,b7 by striking subsection 
7b77#c7 and inserting paragraphs 7#c7   
and 7#d7 of subsection 7b74  #c4 ,report
 to ,congress ,not later than #a year   
after the date of enactment of this

submit a report evaluating the          
readiness1 education1 and training      
needs1 technological challenges1 and    
specific obstacles encountered by       
,indian tribes in the integration of    
,state or regional ,,amber ,alert       
communication plans to--  7#a7 the      
,committee on ,indian ,affairs of the   
,senate2  7#b7 the ,committee on the    
,judiciary of the ,senate2  7#c7 the    
,committee on ,natural ,resources of the
 ,house of ,representatives2 and  7#d7  
the ,committee on the ,judiciary of the 
,house of ,representatives4  ,clerk4
