,governmental ,affairs  ,a ,,bill  ,to  
improve the ability of ,u4,s4 ,customs  
and ,border ,protection to interdict    
fentanyl1 other synthetic opioids1 and  
other narcotics and psychoactive        
substances that are illegally imported  
into the ,united ,states1 and for other 
purposes4  #a4 ,short title  ,this ,act 
may be cited as the ,international      
,narcotics ,trafficking ,emergency      
,response by ,detecting ,incoming       
,contraband with ,technology ,act or the
 ,,interdict ,act4  #b4 ,definitions ,in
 this ,act3 7#a7 ,chemical screening    
device ,the term chemical screening     
device means an infrared                
spectrophotometer1 mass spectrometer1   

nuclear magnetic resonance spectrometer1
 ,raman spectrophotometer1 or other     
scientific instrumentation able to      
collect data that can be interpreted to 
determine the presence of fentanyl1     
other synthetic opioids1 and other      
narcotics and psychoactive substances4  
7#b7 ,express consignment operator or   
carrier ,the term express consignment   
operator or carrier has the meaning     
given that term in section #abh4a of    
title #ai1 ,code of ,federal            
,regulations 7or any similar successor  
regulation74  7#c7 ,secretary ,the term 
,secretary means the ,secretary of      
,homeland ,security4  #c4 ,interdiction 
of fentanyl1 other synthetic opioids1   
and other narcotics and psychoactive    
substances  7a7 ,chemical screening     
devices ,the ,secretary of ,homeland    
,security shall--  7#a7 increase the    
number of chemical screening devices    
available to ,u4,s4 ,customs and ,border
 ,protection over the number of such    
devices that are available on the date  

of the enactment of this ,act2 and  7#b7
 make such additional chemical screening
 devices available to ,u4,s4 ,customs   
and ,border ,protection as the          
,secretary determines are necessary for 
,u4,s4 ,customs and ,border ,protection 
to carry out activities to interdict    
fentanyl1 other synthetic opioids1 and  
other narcotics and psychoactive        
substances that are illegally imported  
into the ,united ,states1 including such
 substances that are imported through   
the mail or by an express consignment   
operator or carrier4  7b7 ,personnel ,to
 interpret data ,the ,secretary shall   
dedicate the appropriate number of      
personnel1 including scientists1 to     
,u4,s4 ,customs and ,border ,protection 
so that personnel are available during  
all operational hours to interpret data 
collected by chemical screening devices4
  #d4 ,authorization of appropriations  
,there are authorized to be appropriated
 to the ,secretary #ae1jjj1jjj to ensure
 that ,u4,s4 ,customs and ,border       

,protection--  7#a7 has sufficient      
resources and personnel1 including      
scientists1 available during all        
operational hours to prevent the        
unlawful importation of fentanyl1 other 
synthetic opioids1 and other narcotics  
and psychoactive substances2 and  7#b7  
is provided with sufficient chemical    
screening devices to facilitate the     
effective and efficient detection and   
identification of such substances4
