,provide ,coverage of ,inpatient        
,treatment ,services ,furnished in      
,institutions for ,mental ,disease      
,section #aijc7m7 of the ,social        
,security ,act 7#db ,u4,s4,c4           
#acif;b7m77 is amended by adding at the 
end the following new paragraph3  7#g7  
,payment shall be made under this title 

to a ,state for expenditures included in
 the development of capitation payments 
for treatment described in section      
#dch4f7;e7 of title #db1 ,code of       
,federal ,regulations 7or any successor 
regulation7 that is provided to an      
individual described in such section in 
a facility described in such section4  4
