bill2 which was read twice and referred 
to the ,committee on ,armed ,services   
,a ,,bill  ,to require the ,secretary of
 ,defense to improve the monitoring and 
oversight of and reporting regarding    
projects carried out under the ,military
 ,housing ,privatization ,initiative    
under subchapter ,,iv of chapter #afi of
 title #aj1 ,united ,states ,code4  #a4 
,short title  ,this ,act may be cited as
 the ,better ,military ,housing ,act of 
#bjah4  #b4 ,findings ,congress finds   
the following3 7#a7 ,in #aiif1 ,congress
 sought to address the poor quality of  
military housing by providing the       
,department of ,defense authority to    
obtain private sector financing and     
management to repair1 renovate1         
construct1 and operate military housing4
  7#b7 ,since #aiif1 the ,department has

 privatized #ii percent of military     
housing in the ,united ,states4  7#c7   
,although the ,department has regularly 
assessed the financial condition of its 
privatized housing program1 the         
,department has not used consistent     
measures of financial condition1        
consistently assessed future            
sustainment1 or issued required reports 
to ,congress in a timely manner4  #c4   
,improvement of monitoring and oversight
 of and reporting regarding ,military   
,housing ,privatization ,initiative  7a7
 ,in general ,the ,secretary of         
,defense1 in carrying out subchapter    
,,iv of chapter #afi of title #aj1      
,united ,states ,code 7known as the     
,military ,housing ,privatization       
,initiative71 shall--  7#a7 use         
consistent measures for the assessment  
of the financial condition of projects  
conducted under such subchapter2  7#b7  
consistently incorporate measures of    
future sustainment in assessments of    
such projects2  7#c7 submit reports     

regarding such projects to ,congress in 
a timely manner2  7#d7 fully assess the 
effects of any reduction in the basic   
allowance for housing on the financial  
condition of such projects2 and  7#e7   
define1 for each military department1   
the tolerance for risk regarding the    
future sustainability of such projects  
relative to the goal of providing       
members of the ,armed ,forces with      
quality housing4  7b7 ,report or        
briefing ,not later than #ij days after 
the date of the enactment of this ,act1 
the ,secretary of ,defense shall submit 
a report or provide a briefing to the   
,committee on ,armed ,services of the   
,senate and the ,committee on ,armed    
,services of the ,house of              
,representatives on--  7#a7 the status  
of the implementation of subsection 7a71
 including specific dates by which the  
,secretary expects to complete the      
implementation of such subsection2 and  
7#b7 the steps being taken by the       
,secretary to improve the financial     

condition of any project conducted under
 subchapter ,,iv of chapter #afi of     
title #aj1 ,united ,states ,code1 that  
is--  7,a7 considered to be in financial
 distress2 or  7,b7 rated as            
unacceptable1 marginal1 below           
expectations1 well below expectations1  
or on a watch list4
