,the term covered land means-- 7,a7 land designated as wilderness under paragraphs 7#bc7 through 7#be7 of section #b7;a7 of the ,colorado ,wilderness ,act of #aiic 7#af ,u4,s4,c4 #aacb note2 ,public ,law #ajc-gg7 7as added by section #c72 and 7,b7 land designated as a ,special ,management ,area4 7#b7 ,secretary ,the term ,secretary means the ,secretary of ,agriculture4 7#c7 ,special management area ,the term ,special ,management ,area means each of-- 7,a7 the ,sheep ,mountain ,special ,management ,area designated by section #d7;a77#a72 and 7,b7 the ,liberty ,bell ,east ,special ,management ,area designated by section #d7;a77#b74 7#d7 ,state ,the term ,state means the ,state of ,colorado4 #c4 ,additions to the ,national ,wilderness ,preservation ,system ,section #b7;a7 of the ,colorado ,wilderness ,act of #aiic 7#af ,u4,s4,c4 #aacb note2 ,public ,law #ajc-gg2 #ajg ,stat4 #gef2 #aad ,stat4 #aiee2 #aaf ,stat4 #ajee2 #abg ,stat4 #chbd7 is amended by adding at the end the following3 7#bc7 ,lizard ,head wilderness addition ,certain ,federal land in the ,grand ,mesa1 ,uncompahgre1 and ,gunnison ,national ,forests comprising approximately #c1ada acres1 as generally depicted on the map entitled ,proposed ,wilson1 ,sunshine1 ,black ,face and ,san ,bernardo ,additions to the ,lizard ,head ,wilderness and dated ,march #h1 #bjah1 which is incorporated in1 and shall be administered as part of1 the ,lizard ,head ,wilderness4 7#bd7 ,mount ,sneffels ,wilderness additions 7,a7 ,liberty ,bell and ,last ,dollar ,additions ,certain ,federal land in the ,grand ,mesa1 ,uncompahgre1 and ,additions ,certain ,federal land in the ,grand ,mesa1 ,uncompahgre1 and ,gunnison ,national ,forests comprising approximately #ab1dfh acres1 as generally depicted on the map entitled ,proposed ,whitehouse ,additions to the ,mt4 ,sneffels ,wilderness and dated ,march #bb1 #bjah1 which is incorporated in1 and shall be administered as part of1 the ,mount ,sneffels ,wilderness4 7#be7 ,mc,kenna ,peak ,wilderness ,certain ,federal land in the ,state of ,colorado comprising approximately #h1fjj acres of ,bureau of ,land ,management land1 as generally depicted on the map entitled ,mc,kenna ,peak ,wilderness and dated ,april #ad1 #bjaf1 to be known as the ,mc,kenna ,peak ,wilderness4 4 #d4 ,special ,management ,areas 7a7 ,designation 7#a7 ,sheep mountain special management area ,the ,federal land in the ,grand ,mesa1 ,uncompahgre1 and ,gunnison and ,san ,juan ,national ,forests in the ,state comprising approximately #ba1fge acres1 as generally depicted on the map entitled ,proposed ,sheep ,mountain ,special ,management ,area and dated ,march #h1 #bjah1 is designated as the ,sheep ,mountain ,special ,management ,area4 7#b7 ,liberty bell east special management area ,the ,federal land in the ,grand ,mesa1 ,uncompahgre1 and ,gunnison ,national ,forests in the ,state comprising approximately #gib acres1 as generally depicted on the map entitled ,proposed ,liberty ,bell and ,last ,dollar ,additions to the ,mt4 ,sneffels ,wilderness1 ,liberty ,bell ,east ,special ,management ,area and dated ,march #h1 #bjah1 is designated as the ,liberty ,bell ,east ,special ,management ,area4 7b7 ,purpose ,the purpose of the ,special ,management ,areas is to conserve and protect for the benefit and enjoyment of present and future generations the geological1 cultural1 archaeological1 paleontological1 natural1 scientific1 recreational1 wilderness1 wildlife1 riparian1 historical1 educational1 and scenic resources of the ,special ,management ,areas4 7c7 ,management 7#a7 ,in general ,the ,secretary shall manage the ,special ,management ,areas in a manner that-- 7,a7 conserves1 protects1 and enhances the resources and values of the ,special ,management ,areas described in subsection 7b72 7,b7 subject to paragraph 7#c71 maintains or improves the wilderness character of the ,special ,management ,areas and the suitability of the ,special ,management ,areas for potential inclusion in the ,national ,wilderness ,preservation ,system2 and 7,c7 is in accordance with-- 7i7 the ,national ,forest ,management ,act of #aigf 7#af ,u4,s4,c4 #afjj et seq472 7ii7 this ,act2 and 7iii7 any other applicable laws4 7#b7 ,prohibitions ,the following shall be prohibited in the ,special ,management ,areas3 7,a7 ,permanent roads4 7,b7 ,except as necessary to meet the minimum requirements for the administration of the ,federal land1 to provide access for abandoned mine cleanup1 and to protect public health and safety-- 7i7 the use of motor vehicles1 motorized equipment1 or mechanical transport 7other than provided in paragraph 7#c772 and 7ii7 the establishment of temporary roads4 7#c7 ,authorized activities 7,a7 ,in general ,the ,secretary may allow any activities 7including helicopter access for recreation and maintenance and the competitive running event permitted since #aiib7 that have been authorized by permit or license as of the date of enactment of this ,act to continue within the ,special ,management ,areas1 subject to such terms and conditions as the ,secretary may require4 7,b7 ,permitting ,the designation of the ,special ,management ,areas by subsection 7a7 shall not affect the issuance of permits relating to the activities covered under subparagraph 7,a7 after the date of enactment of this ,act4 7,c7 ,bicycles ,the ,secretary may permit the use of bicycles in-- 7i7 the portion of the ,sheep ,mountain ,special ,management ,area identified as ,ophir ,valley ,area on the map entitled ,proposed ,sheep ,mountain ,special ,management ,area and dated ,march #h1 #bjah2 and 7ii7 the portion of the ,liberty ,bell ,east ,special ,management ,area identified as ,liberty ,bell ,corridor on the map entitled ,proposed ,liberty ,bell and ,last ,dollar ,additions to the ,mt4 ,sneffels ,wilderness1 ,liberty ,bell ,east ,special ,management ,area and dated ,march #h1 #bjah4 7d7 ,applicable law ,water and water rights in the ,special ,management ,areas shall be administered in accordance with section #h of the ,colorado ,wilderness ,act of #aiic 7,public ,law #ajc-gg2 #ajg ,stat4 #gfb71 except that-- 7#a7 any reference in that section to the lands designated as wilderness by this ,act1 the ,piedra1 ,roubideau1 and ,tabeguache areas identified in section #i of this ,act1 or the ,bowen ,gulch ,protection ,area or the ,fossil ,ridge ,recreation ,management ,area identified in sections #e and #f of this ,act1 or the areas described in sections #b1 #e1 #f1 and #i of this ,act shall be considered to be a reference to the the ,special ,management ,areas2 and 7#b7 any reference in that section to this ,act shall be considered to be a reference to the ,san ,juan ,mountains ,wilderness ,act4 #e4 ,administrative provisions 7a7 ,fish and ,wildlife ,nothing in this ,act affects the jurisdiction or responsibility of the ,state with respect to fish and wildlife in the ,state4 7b7 ,no ,buffer ,zones 7#a7 ,in general ,nothing in this ,act creates a protective perimeter or buffer zone around covered land4 7#b7 ,activities outside wilderness ,the fact that a nonwilderness activity or use on land outside of the covered land can be seen or heard from within covered land shall not preclude the conduct of the activity or use outside the boundary of the covered land4 7c7 ,maps and legal descriptions 7#a7 ,in general ,as soon as practicable after the date of enactment of this ,act1 the ,secretary or the ,secretary of the ,interior1 as appropriate1 shall file a map and a legal description of each wilderness area designated by paragraphs 7#bc7 through 7#be7 of section #b7;a7 of the ,colorado ,wilderness ,act of #aiic 7#af ,u4,s4,c4 #aacb note2 ,public ,law #ajc-gg7 7as added by section #c7 and the ,special ,management ,areas with-- 7,a7 the ,committee on ,natural ,resources of the ,house of ,representatives2 and 7,b7 the ,committee on ,energy and ,natural ,resources of the ,senate4 7#b7 ,force of law ,each map and legal description filed under paragraph 7#a7 shall have the same force and effect as if included in this ,act1 except that the ,secretary or the ,secretary of the ,interior1 as appropriate1 may correct clerical and typographical errors in each map and legal description4 7#c7 ,public availability ,each map and legal description filed under paragraph 7#a7 shall be on file and available for public inspection in the appropriate offices of the ,bureau of ,land ,management and the ,forest ,service4 7d7 ,acquisition of land 7#a7 ,in general ,the ,secretary or the ,secretary of the ,interior1 as appropriate1 may acquire any land or interest in land within the boundaries of a ,special ,management ,area or the wilderness designated under paragraphs 7#bc7 through 7#be7 of section #b7;a7 of the ,colorado ,wilderness ,act of #aiic 7#af ,u4,s4,c4 #aacb note2 ,public ,law #ajc-gg7 7as added by section #c7 only through exchange1 donation1 or purchase from a willing seller4 7#b7 ,management ,any land or interest in land acquired under paragraph 7#a7 shall be incorporated into1 and administered as a part of1 the wilderness or ,special ,management ,area in which the land or interest in land is located4 7e7 ,grazing ,the grazing of livestock on covered land1 if established before the date of enactment of this ,act1 shall be permitted to continue subject to such reasonable regulations as are considered necessary by the ,secretary with jurisdiction over the covered land1 in accordance with-- 7#a7 section #d7;d77#d7 of the ,wilderness ,act 7#af ,u4,s4,c4 #aacc7;d77#d772 and 7#b7 the applicable guidelines set forth in ,appendix ,a of the report of the ,committee on ,interior and ,insular ,affairs of the ,house of ,representatives accompanying ,h4,r4 #begj of the #ajast ,congress 7,h4 ,rept4 #aja-dje7 or ,h4,r4 #edhg of the #ifth ,congress 7,h4 ,rept4 #if-fag74 7f7 ,withdrawal ,subject to valid rights in existence on the date of enactment of this ,act1 the covered land and the approximately #f1eij acres generally depicted on the map entitled ,proposed ,naturita ,canyon ,mineral ,withdrawal ,area and dated ,march #h1 #bjah1 is withdrawn from-- 7#a7 entry1 appropriation1 and disposal under the public land laws2 7#b7 location1 entry1 and patent under mining laws2 and 7#c7 operation of the mineral leasing1 mineral materials1 and geothermal leasing laws4 #f4 ,technical correction ,subtitle ,e of title ,,ii of ,public ,law #aaa-aa 7#af ,u4,s4,c4 #dfjzzz et seq47 is amended-- 7#a7 by redesignating section #bdjh 7#af ,u4,s4,c4 #dfjzzz-#g7 as section #bdji2 and 7#b7 by inserting after section #bdjg 7#af ,u4,s4,c4 #dfjzzz-#f7 the following3 #bdjh4 ,release 7a7 ,in general ,congress finds that1 for the purposes of section #fjc7;c7 of the ,federal ,land ,policy and ,management ,act of #aigf 7#dc ,u4,s4,c4 #aghb7;c771 the portions of the ,dominguez ,canyon ,wilderness ,study ,area not designated as wilderness by this subtitle have been adequately studied for wilderness designation4 7b7 ,release ,any public land referred to in subsection 7a7 that is not designated as wilderness by this subtitle-- 7#a7 is no longer subject to section #fjc7;c7 of the ,federal ,land ,policy and ,management ,act of #aigf 7#dc ,u4,s4,c4 #aghb7;c772 and 7#b7 shall be managed in accordance with this subtitle and any other applicable laws4 4
