,security ,cooperation ,act of #bjab 7,public ,law #aab-aej2 #bb ,u4,s4,c4 #hfja et seq47 declared it to be the policy of the ,united ,states to help the ,government of ,israel preserve its qualitative military edge amid rapid and uncertain regional political transformation and stated the sense of ,congress that the ,united ,states ,government should provide the ,government of ,israel defense articles and defense services through such mechanisms as appropriate1 to include air refueling tankers1 missile defense capabilities1 and specialized munitions4 7#d7 ,on ,december #ai1 #bjad1 ,president ,barack ,obama signed into law the ,united ,states-,israel ,strategic ,partnership ,act of #bjad 7,public ,law #aac-bif7 which stated the sense of ,congress that ,israel is a major strategic partner of the ,united ,states and declared it to be the policy of the ,united ,states to continue to provide ,israel with robust security assistance1 including for the procurement of the ,iron ,dome ,missile ,defense ,system4 7#e7 ,section #afgi of the ,national ,defense ,authorization ,act for ,fiscal ,year #bjaf 7,public ,law #aad-ib2 #abi ,stat4 #aace7 authorized funds to be appropriated for ,israeli cooperative missile defense program codevelopment and coproduction1 including funds to be provided to the ,government of ,israel to procure the ,david's ,sling weapon system as well as the ,arrow #c ,upper ,tier ,interceptor ,program4 7#f7 ,on ,september #ad1 #bjaf1 the ,united ,states and ,israel signed a #aj-year ,memorandum of ,understanding reaffirming the importance of continuing annual ,united ,states military assistance to ,israel and cooperative missile defense programs in a way that enhances ,israel's security and strengthens the bilateral relationship between the two countries4 7#g7 ,the #bjaf ,memorandum of ,understanding reflected ,united ,states support of ,foreign ,military ,financing 7,,fmf7 grant assistance to ,israel over the #aj-year period beginning in fiscal year #bjai and ending in fiscal year #bjbh4 ,,fmf grant assistance would be at a level of #c1cjj1jjj1jjj annually1 totaling #cc billion1 the largest single pledge of military assistance ever and a reiteration of the seven-decade1 unshakeable1 bipartisan commitment of the ,united ,states to ,israel's security4 7#h7 ,the ,memorandum of ,understanding also reflected ,united ,states support for funding for cooperative programs to develop1 produce1 and procure missile1 rocket1 and projectile defense capabilities over a #aj-year period beginning in fiscal year #bjai and ending in fiscal year #bjbh at a level of #ejj million per year1 totaling #e billion4 #ajb4 ,statement of policy regarding ,israel's defense systems ,it shall be the policy of the ,united ,states to provide assistance to the ,government of ,israel in order to support funding for cooperative programs to develop1 produce1 and procure missile1 rocket1 projectile1 and other defense capabilities to help ,israel meet its security needs and to help develop and enhance ,united ,states defense capabilities4 #ajc4 ,assistance for ,israel ,section #eac7;c7 of the ,security ,assistance ,act of #bjjj case of emergency1 not later than #e days before making a transfer under this section1 the ,president shall certify in an unclassified notification to the appropriate congressional committees that the transfer of the precision guided munitions-- 7#a7 does not affect the ability of the ,united ,states to maintain a sufficient supply of precision guided munitions2 7#b7 does not harm the combat readiness of the ,united ,states or the ability of the ,united ,states to meet its commitment to allies for the transfer of such munitions2 7#c7 is necessary for ,israel to counter the threat of rockets in a timely fashion2 and 7#d7 is in the national security interest of the ,united ,states4 #ajg4 ,sense of ,congress on rapid acquisition and deployment procedures ,it is the sense of ,congress that the ,president should prescribe procedures for the rapid acquisition and deployment of precision guided munitions for ,united ,states counterterrorism missions1 or to assist an ally of the ,united ,states1 including ,israel1 that is subject to direct missile threat4 #ajh4 ,eligibility of ,israel for the strategic trade authorization exception to certain export control licensing requirements 7a7 ,findings ,congress makes the following findings3 7#a7 ,israel has adopted high standards in the field of export controls4 7#b7 ,israel has declared its unilateral adherence to the ,missile ,technology ,control ,regime1 the ,australia ,group1 and the ,nuclear ,suppliers ,group4 7#c7 ,israel is a party to-- 7,a7 the ,convention on ,prohibitions or ,restrictions on the ,use of ,certain ,conventional ,weapons which may be ,deemed to be ,excessively ,injurious or to ,have ,indiscriminate ,effects1 signed at ,geneva ,october #aj1 #aihj2 7,b7 the ,protocol for the ,prohibition of the ,use in ,war of ,asphyxiating1 ,poisonous or ,other ,gases1 and of ,bacteriological ,methods of ,warfare1 signed at ,geneva ,june #ag1 #aibe2 and 7,c7 the ,convention on the ,physical ,protection of ,nuclear ,material1 adopted at ,vienna ,october #bf1 #aigi4 7#d7 ,section #f7;b7 of the ,united ,states-,israel ,strategic ,partnership ,act of #bjad 7#bb ,u4,s4,c4 #hfjc note7 directs the ,president1 consistent with the commitments of the ,united ,states under international agreements1 to take steps so that ,israel may be included in the list of countries eligible for the strategic trade authorization exception under section #gdj4bj7;c77#a7 of title #ae1 ,code of ,federal ,regulations1 to the requirement for a license for the export1 reexport1 or in-country transfer of an item subject to controls under the ,export ,administration ,regulations4 7b7 ,report on eligibility for strategic trade authorization exception 7#a7 ,in general ,not later than #abj days after the date of the enactment of this ,act1 the ,president shall submit to the appropriate congressional committees a report that describes the steps taken pursuant to section #f7;b7 of the ,united ,states-,israel ,strategic ,partnership ,act of #bjad 7#bb ,u4,s4,c4 #hfjc note74 7#b7 ,form ,the report required under paragraph 7#a7 shall be provided in unclassified form1 but may contain a classified portion4 ,,ii ,enhanced ,united ,states-,israel cooperation #bja4 ,united ,states-,israel space cooperation 7a7 ,findings ,congress makes the following findings3 7#a7 ,authorized in #aieh1 the ,national ,aeronautics and ,space ,administration 7,,nasa7 supports and coordinates ,united ,states ,government research in aeronautics1 human exploration and operations1 science1 and space technology4 7#b7 ,established in #aihc1 the ,israel ,space ,agency 7,,isa7 supports the growth of ,israel's space industry by supporting academic research1 technological innovation1 and educational activities4 7#c7 ,the mutual interest of the ,united ,states and ,israel in space exploration affords both nations an opportunity to leverage their unique abilities to advance scientific discovery4 7#d7 ,in #aiif1 ,,nasa and the ,,isa entered into an agreement outlining areas of mutual cooperation1 which remained in force until #bjje4 7#e7 ,since #aiif1 ,,nasa and the ,,isa have successfully cooperated on many space programs supporting the ,global ,positioning ,system and research related to the sun1 earth science1 and the environment4 7#f7 ,the bond between ,,nasa and the ,,isa was permanently forged on ,february #a1 #bjjc1 with the loss of the crew of ,,sts-#ajg1 including ,israeli ,astronaut ,ilan ,ramon4 7#g7 ,on ,october #ac1 #bjae1 the ,united ,states and ,israel signed the ,framework ,agreement between the ,national ,aeronautics and ,space ,administration of the ,united ,states of ,america and the ,israel ,space ,agency for ,cooperation in ,aeronautics and the ,exploration and ,use of ,airspace and ,outer ,space for ,peaceful ,purposes4 7b7 ,continuing cooperation ,the ,administrator of the ,national ,aeronautics and ,space ,administration shall continue to work with the ,israel ,space ,agency to identify and cooperatively pursue peaceful space exploration and science initiatives in areas of mutual interest1 taking all appropriate measures to protect sensitive information1 intellectual property1 trade secrets1 and economic interests of the ,united ,states4 #bjb4 ,united ,states ,agency for ,international ,development-,israel enhanced partnership for development cooperation in developing nations 7a7 ,statement of policy ,it should be the policy of the ,united ,states ,agency for ,international ,development 7,,usaid7 to partner with ,israel in order to advance common goals across a wide variety of sectors1 including energy1 agriculture and food security1 democracy1 human rights and governance1 economic growth and trade1 education1 environment1 global health1 and water and sanitation4 7b7 ,memorandum of understanding ,the ,administrator of the ,united ,states ,agency for ,international ,development is authorized to enter into memoranda of understanding with ,israel in order to enhance coordination on advancing common goals on energy1 agriculture and food security1 democracy1 human rights and governance1 economic growth and trade1 education1 environment1 global health1 and water and sanitation with a focus on strengthening mutual ties and cooperation with nations throughout the world4 #bjc4 ,authority to enter into a cooperative project agreement with ,israel to counter unmanned aerial vehicles that threaten the ,united ,states or ,israel 7a7 ,findings ,congress makes the following findings3 7#a7 ,on ,february #aj1 #bjah1 ,iran launched from ,syria an unmanned aerial vehicle 7commonly known as a drone7 that penetrated ,israeli airspace4 7#b7 ,according to a press report1 the unmanned aerial vehicle was in ,israeli airspace for a minute and a half before being shot down by its air force4 7#c7 ,senior ,israeli officials stated that the unmanned aerial vehicle was an advanced piece of technology4 7b7 ,sense of ,congress ,it is the sense of the ,congress that-- 7#a7 joint research and development to counter unmanned aerial vehicles will serve the national security interests of the ,united ,states and ,israel2 7#b7 ,israel faces urgent and emerging threats from unmanned aerial vehicles1 and other unmanned vehicles1 launched from ,lebanon by ,hezbollah1 from ,syria by ,iran's ,revolutionary ,guard ,corps1 or from others seeking to attack ,israel2 7#c7 efforts to counter unmanned aerial vehicles should include the feasibility of utilizing directed energy and high powered microwave technologies1 which can disable vehicles without kinetic destruction2 and 7#d7 the ,united ,states and ,israel should continue to work together to defend against all threats to the safety1 security1 and national interests of both countries4 7c7 ,authority ,to enter into agreement 7#a7 ,in general ,the ,president is authorized to enter into a cooperative project agreement with ,israel under the authority of section #bg of the ,arms ,export ,control ,act 7#bb ,u4,s4,c4 #bgfg71 to carry out research on1 and development1 testing1 evaluation1 and joint production 7including follow-on support7 of1 defense articles and defense services1 such as the use of directed energy or high powered microwave technology1 to detect1 track1 and destroy unmanned aerial vehicles that threaten the ,united ,states or ,israel4 7#b7 ,applicable requirements ,the cooperative project agreement described in paragraph 7#a7 shall-- 7,a7 provide that any activities carried out pursuant to the agreement are subject to-- 7i7 the applicable requirements described in subparagraphs 7,a71 7,b71 and 7,c7 of section #bg7;b77#b7 of the ,arms ,export ,control ,act 7#bb ,u4,s4,c4 #bgfg7;b77#b772 and 7ii7 any other applicable requirements of the ,arms ,export ,control ,act 7#bb ,u4,s4,c4 #bgea et seq47 with respect to the use1 transfers1 and security of such defense articles and defense services under that ,act2 7,b7 establish a framework to negotiate the rights to intellectual property developed under the agreement2 and 7,c7 include appropriate protections for sensitive technology4 7d7 ,report on cooperation 7#a7 ,report required ,not later than #ij days after the date of the enactment of this ,act1 the ,secretary of ,defense shall submit to the congressional defense committees 7as that term is defined in section #aja7;a7 of title #aj1 ,united ,states ,code71 the ,committee on ,foreign ,relations of the ,senate1 and the ,committee on ,foreign ,affairs of the ,house of ,representatives a report describing the cooperation of the ,united ,states with ,israel with respect to countering unmanned aerial systems that includes each of the following3 7,a7 ,an identification of specific capability gaps of the ,united ,states and ,israel with respect to countering unmanned aerial systems4 7,b7 ,an identification of cooperative projects that would address those capability gaps and mutually benefit and strengthen the security of the ,united ,states and ,israel4 7,c7 ,an assessment of the projected cost for research and development efforts for such cooperative projects1 including an identification of those to be conducted in the ,united ,states1 and the timeline for the completion of each such project4 7,d7 ,an assessment of the extent to which the capability gaps of the ,united ,states identified pursuant to subparagraph 7,a7 are not likely to be addressed through the cooperative projects identified pursuant to subparagraph 7,b74 7,e7 ,an assessment of the projected costs for procurement and fielding of any capabilities developed jointly pursuant to an agreement described in subsection 7c74 7#b7 ,limitation ,no activities may be conducted pursuant to an agreement described in subsection 7c7 until the date that is #ae days after the date on which the ,secretary of ,defense submits the report required under paragraph 7#a74 ,,iii ,ensuring ,israel's qualitative military edge #cja4 ,statement of policy ,it is the policy of the ,united ,states to ensure that ,israel maintains its ability to counter and defeat any credible conventional military1 or emerging1 threat from any individual state or possible coalition of states or from non-state actors1 while sustaining minimal damages and casualties1 through the use of superior military means1 possessed in sufficient quantity1 including weapons1 command1 control1 communication1 intelligence1 surveillance1 and reconnaissance capabilities that in their technical characteristics are superior in capability to those of such other individual or possible coalition states or non-state actors4 ,clerk4
