,definitions ,in this section--  7#a7   
the term commercial mobile data service 
has the meaning given the term in       
section #fjja of the ,middle ,class ,tax
 ,relief and ,job ,creation ,act of     
#bjab 7#dg ,u4,s4,c4 #adja72  7#b7 the  
term commercial mobile service has the  
meaning given the term in section       
#ccb7;d7 of the ,communications ,act of 
#aicd 7#dg ,u4,s4,c4 #ccb7;d772  7#c7   
the term ,commission means the ,federal 
,communications ,commission2  7#d7 the  
term coverage data means1 if commercial 

mobile service or commercial mobile data
 service is available1 information about
 the service1 which may include         
available speed tiers and performance   
characteristics2 and  7#e7 the term     
,universal ,service program means the   
universal service support mechanisms    
established under section #bed of the   
,communications ,act of #aicd 7#dg      
,u4,s4,c4 #bed7 and the regulations     
issued under that section4  7b7         
,methodology established ,not later than
 #ahj days after the date of the        
enactment of this ,act1 the ,commission 
shall promulgate regulations to         
establish a methodology that shall apply
 to the collection of coverage data by  
the ,commission for the purposes of--   
7#a7 the ,universal ,service program2 or
  7#b7 any other similar program4  7c7  
,requirements ,the methodology          
established under subsection 7b7 shall--
 7#a7 contain standard definitions for  
different speed tiers1 such as the      
#b;,g1 #c;,g1 #d;,g1 and #d;,g ,,lte    

tiers2  7#b7 ensure that coverage data  
is collected in a consistent and robust 
way2  7#c7 improve the validity and     
reliability of coverage data2 and  7#d7 
increase the efficiency of coverage data
