the ,secretary of the ,treasury to mint 
coins in commemoration of the ,united   
,states ,coast ,guard4  #a4 ,short title
 ,this ,act may be cited as the ,united 
,states ,coast ,guard ,commemorative    
,coin ,act of #bjag4  #b4 ,findings ,the
 ,congress finds that--  7#a7 the       
,united ,states ,coast ,guard was       
founded on ,august #d1 #agij1 as the    
,revenue ,cutter ,service under the     
,united ,states ,department of the      
,treasury2  7#b7 ,congress created the  
,coast ,guard on ,january #bh1 #aiae1 by
 merging the ,revenue ,cutter ,service  
and the ,united ,states ,lifesaving     
,service1 which was moved to the        

,department of ,transportation in #aifg1
 and on ,february #be1 #bjjc1 became    
part of the ,department of ,homeland    
,security2  7#c7 although the smallest  
of the uniformed services1 today the    
,united ,states ,coast ,guard conducts a
 wide variety of missions to protect the
 public1 the environment1 and the       
,united ,states economic and security   
interests in any maritime region1       
including international waters and      
coasts1 ports1 and inland waterways in  
the ,united ,states2  7#d7 every day1   
the ,united ,states ,coast ,guard plays 
a broad and important role in homeland  
security1 law enforcement1 search and   
rescue1 marine environmental pollution  
response1 and the maintenance of river1 
intracoastal1 and offshore aids to      
navigation2  7#e7 the ,united ,states   
,coast ,guard is the oldest seagoing    
military service in the ,united ,states1
 staying true to their motto1 ,semper   
,paratus or ,always ,ready1 for #bbe    
years2  7#f7 the ,united ,states ,coast 

,guard is supported by over #ej1jjj     
active duty1 reserve1 and civilian      
personnel1 who in #bjae responded to    
#af1djj search and rescue cases saving  
#c1ejj lives1 conducted #bj1gge         
waterborne patrols of critical maritime 
infrastructure1 escorted over #a1iee    
high-capacity passenger vessels1        
conducted nearly #h1fjj security        
boardings in and around ,u4,s4 ports1   
removed #d1ijj1jjj1jjj worth of illegal 
drugs1 interdicted #f1jjj undocumented  
migrants attempting to illegally enter  
the ,united ,states1 and maintained     
#dg1jjj navigation aids that support    
#c1bjj1jjj1jjj1jjj in economic activity 
on the waterways of the ,united ,states2
  7#g7 section #bac of the ,coast ,guard
 and ,maritime ,transportation ,act of  
#bjjd 7,public ,law #ajh-bic2 #aah      
,stat4 #ajcg7 stated that the           
,commandant may establish a ,national   
,coast ,guard ,museum1 on lands which   
will be federally owned and administered
 by the ,coast ,guard1 and are located  

in ,new ,london1 ,connecticut1 at1 or in
 close proximity to1 the ,coast ,guard  
,academy2  7#h7 the ,national ,coast    
,guard ,museum ,association1 a nonprofit
 association dedicated to improve public
 understanding of the history1 service  
and missions of the ,coast ,guard1 is   
working with the ,united ,states ,coast 
,guard1 the ,city of ,new ,london1 the  
,state of ,connecticut1 and a range of  
local1 regional1 and national           
stakeholders to develop1 plan and raise 
capital for the ,national ,coast ,guard 
,museum1 to be located in ,new ,london1 
,connecticut2 and  7#i7 the ,united     
,states ,coast ,guard is the only       
military service without a national     
museum through which to share its       
history and legacy with the ,american   
public4  #c4 ,coin ,specifications  7a7 
,denominations ,the ,secretary of the   
,treasury 7hereafter in this ,act       
referred to as the ,secretary7 shall    
mint and issue the following coins3 7#a7
 #e gold coins ,not more than #ajj1jjj  

#e coins1 which shall--  7,a7 weigh     
#h4cei grams2  7,b7 have a diameter of  
#j4hej inches2 and  7,c7 contain #ij    
percent gold and #aj percent alloy4     
7#b7 #a silver coins ,not more than     
#ejj1jjj #a coins1 which shall--  7,a7  
weigh #bf4gc grams2  7,b7 have a        
diameter of #a4ejj inches2 and  7,c7    
contain at least #ij percent silver4    
7#c7 ,half dollar clad coins ,not more  
than #gej1jjj half dollar coins1 which  
shall--  7,a7 weigh #aa4cd grams2  7,b7 
have a diameter of #a4bje inches2 and   
7,c7 be minted to the specifications for
 half dollar coins1 contained in section
 #eaab7;b7 of title #ca1 ,united ,states
 ,code4  7b7 ,legal tender ,the coins   
minted under this ,act shall be legal   
tender1 as provided in section #eajc of 
title #ca1 ,united ,states ,code4  7c7  
,numismatic items ,for purposes of      
sections #eacd and #eacf of title #ca1  
,united ,states ,code1 all coins minted 
under this ,act shall be considered to  
be numismatic items4  #d4 ,design of    

,coin  7a7 ,design requirements  7#a7   
,in general ,the design of the coins    
minted under this ,act shall be         
emblematic of the traditions1 history1  
and heritage of the ,united ,states     
,coast ,guard1 and the role of the      
,united ,states ,coast ,guard in        
securing the ,united ,states since      
#agij4  7#b7 ,designations and          
inscriptions ,on each coin minted under 
this ,act1 there shall be-- 7,a7 a      
designation of the value of the coin2   
7,b7 an inscription of the year #bjbj2  
and  7,c7 inscriptions of the words     
,liberty1 ,in ,god ,we ,trust1 ,united  
,states of ,america1 ,e ,pluribus ,unum1
 and ,semper ,paratus4  7b7 ,selection  
,the design for the coins minted under  
this ,act shall-- 7#a7 contain motifs   
that specifically honor the ,united     
,states ,coastguardsman of both today   
and yesterday1 in wartime and in peace1 
such designs to be consistent with the  
traditions and heritage of the ,united  
,states ,coast ,guard1 the mission and  

goals of the ,national ,coast ,guard    
,museum1 and the missions and goals of  
the ,national ,coast ,guard ,museum     
,association2  7#b7 be selected by the  
,secretary1 after consultation with the 
,secretary of ,homeland ,security1 the  
,national ,coast ,guard ,museum         
,association1 and the ,commission of    
,fine ,arts2 and  7#c7 be reviewed by   
the ,citizens ,coinage ,advisory        
,committee4  #e4 ,issuance of coins  7a7
 ,quality of coins ,coins minted under  
this ,act shall be issued in            
uncirculated and proof qualities4  7b7  
,mint facilities ,for each of the #c    
coins minted under this ,act1 at least  
#a facility of the ,united ,states ,mint
 shall be used to strike proof quality  
coins1 while at least #a other such     
facility shall be used to strike the    
uncirculated quality coins4  7c7 ,period
 for issuance ,the ,secretary may issue 
coins minted under this ,act only during
 the #a-year period beginning on        
,january #a1 #bjbj4  #f4 ,sale of coins 

7a7 ,sale price ,the coins issued under 
this ,act shall be sold by the          
,secretary at a price equal to the sum  
of-- 7#a7 the face value of the coins2  
7#b7 the surcharge provided in section  
#g7;a7 with respect to such coins2 and  
7#c7 the cost of designing and issuing  
the coins 7including labor1 materials1  
dies1 use of machinery1 overhead        
expenses1 marketing1 and shipping74  7b7
 ,bulk sales ,the ,secretary shall make 
bulk sales of the coins issued under    
this ,act at a reasonable discount4  7c7
 ,prepaid orders  7#a7 ,in general ,the 
,secretary shall accept prepaid orders  
for the coins minted under this ,act    
before the issuance of such coins4  7#b7
 ,discount ,sale prices with respect to 
prepaid orders under paragraph 7#a7     
shall be at a reasonable discount4  #g4 
,surcharges  7a7 ,in general ,all sales 
of coins minted under this ,act shall   
include a surcharge as follows3  7#a7 ,a
 surcharge of #ce per coin for the #e   
coin4  7#b7 ,a surcharge of #aj per coin

 for the #a coin4  7#c7 ,a surcharge of 
#e per coin for the half dollar coin4   
7b7 ,distribution ,subject to section   
#eacd7;f7 of title #ca1 ,united ,states 
,code1 all surcharges received by the   
,secretary from the sale of coins issued
 under this ,act shall be promptly paid 
by the ,secretary to the ,national      
,coast ,guard ,museum ,association to   
help finance the design1 construction1  
operations1 and maintenance of the      
,national ,coast ,guard ,museum4  7c7   
,audits ,the ,national ,coast ,guard    
,museum ,association shall be subject to
 the audit requirements of section      
#eacd7;f77#b7 of title #ca1 ,united     
,states ,code1 with regard to the       
amounts received under subsection 7b74  
7d7 ,limitation ,notwithstanding        
subsection 7a71 no surcharge may be     
included with respect to the issuance   
under this ,act of any coin during a    
calendar year if1 as of the time of such
 issuance1 the issuance of such coin    
would result in the number of           

commemorative coin programs issued      
during such year to exceed the annual #b
 commemorative coin program issuance    
limitation under section #eaab7m77#a7 of
 title #ca1 ,united ,states ,code4 ,the 
,secretary may issue guidance to carry  
out this subsection4  #h4 ,financial    
assurances ,the ,secretary shall take   
such actions as may be necessary to     
ensure that-- 7#a7 minting and issuing  
coins under this ,act will not result in
 any net cost to the ,united ,states    
,government2 and  7#b7 no funds1        
including applicable surcharges1 shall  
be disbursed to any recipient designated
 in section #g until the total cost of  
designing and issuing all of the coins  
authorized by this ,act 7including      
labor1 materials1 dies1 use of          
machinery1 overhead expenses1 marketing1
 and shipping7 is recovered by the      
,united ,states ,treasury1 consistent   
with sections #eaab7m7 and #eacd7;f7 of 
title #ca1 ,united ,states ,code4
