 from requiring individuals to provide  
photo identification as a condition of  
obtaining or casting a ballot in an     
election for ,federal office or         
registering to vote in elections for    
,federal office1 and for other purposes4
  #a4 ,short ,title ,this ,act may be   
cited as the ,voter ,access ,protection 
,act of #bjag4  #b4 ,prohibiting states 
from imposing photo identification      
requirement for voting or registering to
 vote in federal elections  7a7         
,prohibition  7#a7 ,in general ,title   
,,iii of the ,help ,america ,vote ,act  
of #bjjb 7#eb ,u4,s4,c4 #bajha et seq47 
is amended by inserting after section   
#cjc the following new section3         

#cjc;,a4 ,prohibiting election officials
 from requiring individuals to present  
photo identification  7a7 ,photo        
identification as a condition of voting 
,except to the extent permitted under   
section #cjc7;b71 a ,state or local     
election official may not-- 7#a7 require
 an individual to present a photo       
identification 7or1 in the case of an   
individual who desires to vote by mail1 
a copy of a photo identification7 as a  
condition of obtaining or casting a     
ballot in an election for ,federal      
office2 or  7#b7 require an individual  
to cast a provisional ballot under      
section #cjb solely on the grounds that 
the individual does not present a photo 
identification at the polling place4    
7b7 ,photo identification as a condition
 of registering ,to vote ,a ,state or   
local election official may not require 
an individual to provide a photo        
identification 7or1 in the case of an   
individual who desires to register to   
vote by mail or online1 a copy or       

electronic copy of a photo              
identification7 as a condition of       
registering to vote in an election for  
,federal office4  4  7#b7 ,clerical     
amendment ,the table of contents of such
 ,act is amended by inserting after the 
item relating to section #cjc the       
following new item3  ,sec4 #cjc;,a4     
,prohibiting election officials from    
requiring individuals to present photo  
identification4  4  7b7 ,conforming     
amendment relating to enforcement       
,section #dja of such ,act 7#eb         
,u4,s4,c4 #baaaa7 is amended by striking
 and #cjc and inserting #cjc1 and       
#cjc;,a4  #c4 ,effective date ,the      
amendments made by this ,act shall apply
 with respect to elections occurring    
after the date of the enactment of this
