 introduced the following bill2 which   
was referred to the ,committee on ,armed
 ,services1 and in addition to the      
,committees on ,rules1 and              
,appropriations1 for a period to be     
subsequently determined by the ,speaker1
 in each case for consideration of such 
provisions as fall within the           
jurisdiction of the committee concerned 
,a ,,bill  ,to establish a process for  
the termination of certain programs of  
the ,department of ,defense4  #a4 ,short
 title ,this ,act may be cited as the   
,wasteful ,defense ,spending ,reduction 
,act of #bjah4  #b4 ,deficit reduction  
,notwithstanding any other provision of 
law1 any amounts appropriated for a     
covered program terminated pursuant to  
this ,act that remain after the date of 
such termination shall be deobligated   
and rescinded and returned to the       

general fund of the ,treasury for the   
purpose of deficit reduction4  #c4 ,the 
,commission  7a7 ,establishment ,there  
is established an independent commission
 to be known as the ,wasteful ,defense  
,spending ,reduction ,commission        
7referred to in this ,act as the        
,commission74  7b7 ,duties ,the         
,commission shall review covered        
programs of the ,department of ,defense 
and make recommendations for the        
termination of such programs4  7c7      
,appointment  7#a7 ,the ,commission     
shall be composed of #aa members        
appointed by the ,president4 ,the       
,president shall transmit to the        
congressional defense committees the    
names of the individuals appointed to   
the ,commission by not later than       
,january #b1 #bjai4  7#b7 ,in selecting 
individuals for appointments to the     
,commission1 the ,president should      
consult with-- 7,a7 the ,speaker of the 
,house of ,representatives concerning   
the appointment of #b members2  7,b7 the

 majority leader of the ,senate         
concerning the appointment of #b        
members2  7,c7 the minority leader of   
the ,house of ,representatives          
concerning the appointment of #b        
members2 and  7,d7 the minority leader  
of the ,senate concerning the           
appointment of #b members4  7#c7 ,not   
more than #f members of the ,commission 
may be affiliated with the same         
political party4  7#d7 ,at the time the 
,president appoints individuals to the  
,commission1 the ,president shall       
designate one such individual who shall 
serve as ,chairperson of the            
,commission4  7d7 ,terms ,each member of
 the ,commission shall serve for the    
life of the ,commission4  7e7 ,meetings 
7#a7 ,the ,commission shall meet only   
during calendar years #bjai through     
#bjba4  7#b7 ,each meeting of the       
,commission1 other than meetings in     
which classified information is to be   
discussed1 shall be open to the public4 
7f7 ,vacancies ,a vacancy in the        

,commission shall be filled in the same 
manner as the original appointment4  7g7
 ,pay and travel expenses  7#a7 7,a7    
,each member1 other than the            
,chairperson1 shall be paid at a rate   
equal to the daily equivalent of the    
minimum annual rate of basic pay payable
 for level ,,iv of the ,executive       
,schedule under section #ecae of title  
#e1 ,united ,states ,code1 for each day 
7including travel time7 during which the
 member is engaged in the actual        
performance of duties vested in the     
,commission4  7,b7 ,the ,chairperson    
shall be paid for each day referred to  
in subparagraph 7,a7 at a rate equal to 
the daily equivalent of the minimum     
annual rate of basic pay payable for    
level ,,iii of the ,executive ,schedule 
under section #ecad of title #e1 ,united
 ,states ,code4  7#b7 ,members shall    
receive travel expenses1 including per  
diem in lieu of subsistence1 in         
accordance with sections #egjb and #egjc
 of title #e1 ,united ,states ,code4    

7h7 ,director of staff  7#a7 ,the       
,commission shall appoint a ,director   
who has not served on active duty in the
 ,armed ,forces or as a civilian        
employee of the ,department of ,defense 
during the #a-year period preceding the 
date of such appointment4  7#b7 ,the    
,director shall be paid at the rate of  
basic pay payable for level ,,iv of the 
,executive ,schedule under section #ecae
 of title #e1 ,united ,states ,code4    
7i7 ,staff  7#a7 ,subject to paragraphs 
7#b7 and 7#c71 the ,director1 with the  
approval of the ,commission1 may appoint
 and fix the pay of additional          
personnel4  7#b7 ,the ,director may make
 such appointments without regard to the
 provisions of title #e1 ,united ,states
 ,code1 governing appointments in the   
competitive service1 and any personnel  
so appointed may be paid without regard 
to the provisions of chapter #ea and    
subchapter ,,iii of chapter #ec of that 
title relating to classification and    
,general ,schedule pay rates1 except    

that an individual so appointed may not 
receive pay in excess of the annual rate
 of basic pay payable for ,,gs-#ah of   
the ,general ,schedule4  7#c7 ,not more 
than one-third of the personnel employed
 by or detailed to the ,commission may  
be on detail from the ,department of    
,defense4  7#d7 ,upon request of the    
,director1 the head of any ,federal     
,department or ,agency may detail any of
 the personnel of that ,department or   
,agency to the ,commission to assist the
 ,commission in carrying out its duties 
under this ,act4  7#e7 ,the ,comptroller
 ,general of the ,united ,states shall  
provide assistance1 including the       
detailing of employees1 to the          
,commission in accordance with an       
agreement entered into with the         
,commission4  7j7 ,other authority  7#a7
 ,the ,commission may procure by        
contract1 to the extent funds are       
available1 the temporary or intermittent
 services of experts or consultants     
pursuant to section #caji of title #e1  

,united ,states ,code4  7#b7 ,the       
,commission may lease space and acquire 
personal property to the extent funds   
are available4  7k7 ,funding ,there are 
authorized to be appropriated for the   
,commission such sums as may be         
necessary for fiscal years #bjai through
 #bjbb4 ,any amounts appropriated under 
the preceding sentence that remain after
 the date of the termination of the     
,commission under subsection 7l7 shall  
be deobligated and rescinded and        
returned to the general fund of the     
,treasury for the purpose of deficit    
reduction4  7l7 ,termination ,the       
,commission shall terminate on ,december
 #ca1 #bjba4  7m7 ,prohibition against  
restricting communications ,section     
#ajcd of title #aj1 ,united ,states     
,code1 shall apply with respect to      
communications with the ,commission4    
7n7 ,federal ,advisory ,committee ,act  
,except as otherwise provided in this   
section1 the ,federal ,advisory         
,committee ,act 7#e ,u4,s4,c4 ,app47    

shall apply to the ,commission4  #d4    
,report ,not later than ,december #ca1  
#bjba1 the ,commission shall submit to  
the congressional defense committees a  
report that includes--  7#a7 the        
,commission's recommendations for the   
termination of covered programs2 and    
7#b7 a schedule for the termination of  
the covered programs identified under   
paragraph 7#a71 set forth separately for
 each such program4  #e4 ,congressional 
approval  7a7 ,in ,general ,the         
,secretary may not terminate a program  
recommended for termination in the      
report under section #d unless a joint  
resolution approving such termination is
 enacted in accordance with subsection  
7b74  7b7 ,joint resolution of approval 
7#a7 ,notwithstanding any rule of the   
,senate or the ,house of                
,representatives1 not later than #ij    
days after the date on which the        
,commission submits the report under    
section #d1 each ,house of ,congress    
shall meet to consider a vote on a joint

 resolution to approve the              
recommendations of the ,commission      
included in such report in their        
entirety4  7#b7 ,for purposes of this   
subsection1 the days on which either    
,house of ,congress is not in session   
because of an adjournment of more than  
#c days to a day certain shall be       
excluded in the computation of a period4
  7#c7 ,paragraphs 7#a7 and 7#b7 are    
enacted by ,congress-- 7,a7 as an       
exercise of the rulemaking power of the 
,senate and the ,house of               
,representatives1 respectively1 and as  
such they are deemed a part of the rules
 of each ,house1 respectively1 but      
applicable only with respect to the     
procedure to be followed in the ,house  
in the case of resolutions described by 
this subsection2 and they supersede     
other rules only to the extent that they
 are inconsistent therewith2 and  7,b7  
with full recognition of the            
constitutional right of either ,house to
 change the rules 7so far as relating to

 the procedure of that ,house7 at any   
time1 in the same manner1 and to the    
same extent as in the case of any other 
rule of that ,house4  #f4               
,implementation ,the ,secretary of      
,defense shall carry out the termination
 of the programs approved for           
termination in a joint resolution under 
section #e in accordance with the       
schedule for the termination of such    
programs recommended by the ,commission 
under paragraph 7#b7 of section #d4  #g4
 ,definitions ,in this ,act3 7#a7       
,covered program ,the term covered      
program means any procurement program of
 the ,department of ,defense4  7#b7     
,congressional defense committees ,the  
term congressional defense committees   
has the meaning given that term in      
section #aja7;a77#af7 of title #aj1     
,united ,states ,code4
