which was referred to the ,committee on 
,natural ,resources  ,a ,,bill  ,to     
direct the ,secretary of ,agriculture to
 transfer certain ,national ,forest     
,system land in the ,state of ,new      
,mexico4  #a4 ,short title ,this ,act   
may be cited as the ,village of ,santa  
,clara ,conveyance ,act of #bjah4  #b4  
,definitions ,in this ,act3  7#a7 ,map  
,the term map means the map entitled    
,village of ,santa ,clara ,conveyance   
,act #bjah and dated ,february #ba1     
#bjah4  7#b7 ,secretary ,the term       
,secretary means the ,secretary of      
,agriculture1 acting through the ,chief 
of the ,forest ,service4  #c4           
,conveyance of land and improvements to 
the village of ,santa ,clara1 ,new      
,mexico  7a7 ,conveyance required       
,subject to the provisions of this ,act1
 if the ,village of ,santa ,clara1 ,new 

,mexico1 submits to the ,secretary a    
written request for conveyance1 the     
,secretary shall convey to the ,village 
of ,santa ,clara all right1 title1 and  
interest of the ,united ,states in and  
to approximately #a1ebj acres of        
,national ,forest ,system land1 as      
generally depicted on the map4  7b7 ,map
  7#a7 ,availability of map ,the map    
shall be kept on file and available for 
public inspection in the appropriate    
office of the ,forest ,service4  7#b7   
,correction of errors ,the ,secretary   
may correct minor errors in the map4    
7c7 ,consideration  7#a7 ,in general ,as
 consideration for the conveyance of    
land under subsection 7a71 the ,village 
of ,santa ,clara shall pay to the       
,secretary an amount equal to the market
 value of the land1 as determined by the
 appraisal under subsection 7g74  7#b7  
,installments ,the amount described in  
paragraph 7#a7 may be paid in periodic  
installments to the ,secretary4  7#c7   
,parcel conveyances ,upon receipt of an 

installment pursuant to paragraph 7#b71 
the ,secretary shall convey to the      
,village of ,santa ,clara all right1    
title1 and interest of the ,united      
,states in and to a parcel of the land  
described subsection 7a7 that is equal  
in value to such installment and        
identified by the ,village of ,santa    
,clara at the time such installment is  
paid4  7d7 ,terms and conditions ,the   
conveyance under subsection 7a7 shall   
be-- 7#a7 subject to valid existing     
rights2  7#b7 made by quitclaim deed2   
7#c7 subject to the reservation by the  
,secretary of an access easement over   
and across ,fort ,bayard ,road2 and     
7#d7 subject to any other terms and     
conditions as the ,secretary considers  
appropriate to protect the interests of 
the ,united ,states4  7e7 ,costs of     
conveyance ,as a condition for the      
conveyance under subsection 7a7 and in  
addition to the consideration paid under
 subsection 7c71 the ,village of ,santa 
,clara shall pay for all costs          

associated with the conveyance1         
including for--  7#a7 the land survey   
under subsection 7f72  7#b7 any         
environmental analysis and resource     
surveys determined necessary by ,federal
 law2 and  7#c7 the appraisal under     
subsection 7g74  7f7 ,survey ,the actual
 acreage and legal description of the   
,national ,forest ,system land to be    
conveyed under subsection 7a7 shall be  
determined by a survey satisfactory to  
the ,secretary2 notwithstanding section 
#g of title #dc1 ,united ,states ,code1 
the ,secretary is authorized to perform 
and approve any required cadastral      
surveys4  7g7 ,appraisal ,the ,secretary
 shall complete an appraisal of the land
 to be conveyed under subsection 7a7 in 
accordance with--  7#a7 the ,uniform    
,appraisal ,standards for ,federal ,land
 ,acquisitions2 and  7#b7 the ,uniform  
,standards of ,professional ,appraisal  
,practice4  7h7 ,deposit and use of     
proceeds ,all funds received under      
subsection 7c7 shall be deposited into  

the account for1 and treated as1 excess 
funds under section #fjd7;e7 of the     
,healthy ,forests ,restoration ,act of  
#bjjc 7#af ,u4,s4,c4 #feia;c7e774
