following bill2 which was referred to   
the ,committee on ,oversight and        
,government ,reform  ,a ,,bill  ,to     
improve communication from ,federal     
agencies to individuals by requiring    
clear instructions1 and for other       
purposes4  #a4 ,short title ,this ,act  
may be cited as the ,too ,long2 ,didn't 
,read ,act of #bjah or the ,,tl2 ,,dr   
,act of #bjah4  #b4 ,responsibilities of
 ,federal agencies ,not later than #f   
months after the date of the enactment  
of this ,act1 the ,director of the      
,office of ,management and ,budget shall
 develop and issue regulations that     
direct the head of each agency to       
provide a clearly marked section at the 
top of a communication 7both hard copy  
and electronic7 that the agency sends to
 an individual if such communication    

requires or authorizes such individual  
to take action4 ,to the extent          
practicable as determined by the head of
 the relevant agency1 the clearly marked
 section at the top of the first page   
shall include--  7#a7 the action item2  
7#b7 if a response is required1         
optional1 or not required2  7#c7 the    
deadline1 if applicable2  7#d7 how to   
complete the action item2 and  7#e7 the 
agency's contact information4  #c4      
,reports to ,congress  7a7 ,initial     
report ,not later than #i months after  
the date of the enactment of this ,act1 
the head of each agency shall publish on
 the plain writing section of the       
agency's website1 maintained pursuant to
 section #d7;a7 of the ,plain ,writing  
,act of #bjaj 7#e ,u4,s4,c4 #cja note71 
a report that describes the agency plan 
for compliance with the requirements of 
this ,act4  7b7 ,annual compliance      
report ,not later than #ah months after 
the date of the enactment of this ,act1 
and annually thereafter1 the head of    

each agency shall publish on the plain  
writing section of the agency's website1
 maintained pursuant to section #d7;a7  
of the ,plain ,writing ,act of #bjaj 7#e
 ,u4,s4,c4 #cja note71 a report on      
agency compliance with the requirements 
of this ,act4  #d4 ,agency defined ,in  
this ,act1 the term agency means an     
,executive agency as defined in section 
#aje of title #e1 ,united ,states ,code4
