 to reauthorize the farm and ranch      
stress assistance network1 and for other
 purposes4  #a4 ,short title ,this ,act 
may be cited as the ,stemming the ,tide 
of ,rural ,economic ,stress and ,suicide
 ,act or the ,,stress ,act4  #b4        
,reauthorization of the ,farm and ,ranch
 ,stress ,assistance ,network ,section  
#gebb of the ,food1 ,conservation1 and  
,energy ,act of #bjjh 7#g ,u4,s4,c4     
#eicf7 is amended--  7#a7 in subsection 
7a71 by striking coordination with the  

,secretary of ,health and ,human        
,services1 shall make competitive grants
 to support cooperative programs between
 ,state cooperative extension services  
and nonprofit organizations and         
inserting consultation with the         
,secretary of ,health and ,human        
,services1 shall make competitive grants
 to ,state cooperative extension        
services and ,indian ,tribes to support 
programs with nonprofit organizations in
 order2  7#b7 in subsection 7b7-- 7,a7  
in paragraph 7#a71 by inserting         
,internet before websites2  7,b7 by     
striking paragraph 7#b7 and inserting   
the following3  7#b7 training for       
individuals who may assist farmers in   
crisis1 including programs and          
workshops2  2 and  7,c7 in paragraph    
7#d71 by inserting 1 including the      
dissemination of information and        
materials before the semicolon at the   
end2  7#c7 in subsection 7c71 by        
striking to enable the ,state           
cooperative extension services and      

inserting or ,indian tribes1 as         
applicable1 to2  7#d7 in subsection 7d71
 by striking fiscal years and all that  
follows and inserting fiscal years #bjai
 through #bjbc2 and  7#e7 by            
redesignating subsection 7d7 as         
subsection 7e7 and inserting after      
subsection 7c7 the following3  7d7      
,oversight and evaluation ,the          
,secretary1 in consultation with the    
,secretary of ,health and ,human        
,services1 shall review and evaluate the
 stress assistance programs carried out 
pursuant to this section4  7#a7 ,program
 review ,not later than #b years after  
the date on which grants are first      
provided under this section1 and        
annually thereafter1 the ,secretary     
shall--  7,a7 review the programs funded
 under a grant made under this section  
to evaluate the effectiveness of the    
services offered through such a program 
and suggest alternative services not    
offered by a grant recipient that would 
be appropriate for behavioral health    

services2 and  7,b7 submit to ,congress1
 and make available on the public       
,internet website of the ,department of 
,agriculture1 a report containing the   
results of the review conducted under   
subparagraph 7,a7 and a description of  
the services provided through programs  
funded under such a grant4  7#b7 ,public
 availability ,in making the report     
under paragraph 7#a7 publicly available1
 the ,secretary shall take such steps as
 may be necessary to ensure that such   
report does not contain any information 
that would identify any person who      
received services under a program funded
 under a grant made under this section4
