general ,the ,surface ,transportation   
,board 7in this section referred to as  
the ,,stb7 shall develop a timeline and 
plan to implement the recommendations of
 the ,inspector ,general of the         
,department of ,transportation in       
,report ,no4 ,,fi#bjahjjb1 including    
improvements--  7#a7 to identify        
controls1 including risk management1    
weakness remediation1 and security      
authorization2  7#b7 to protect         
controls1 including configuration       
management1 user identity and access    
management1 and security training2  7#c7
 to detect controls1 including          
continuous monitoring2  7#d7 to respond 
controls1 including incident handling   
and reporting2  7#e7 to recover controls
 for contingency planning2 and  7#f7 any
 additional tools that will improve the 
implementation of the recommendations4  
7b7 ,implementation  7#a7 ,in general   
,not later than #ahj days after the date
 of enactment of this ,act1 the ,,stb   

shall submit the plan and timeline      
developed under subsection 7a7 to the   
,committee on ,transportation and       
,infrastructure of the ,house of        
,representatives and the ,committee on  
,commerce of the ,senate4  7#b7 ,report 
,the ,,stb shall report annually to such
 ,committees on the progress on         
implementation of the recommendations   
until the implementation is complete4   
7#c7 ,plan implementation ,the ,,stb    
shall designate an individual to        
implement the plan developed under      
subsection 7a74  #c4 ,no additional     
funds authorized ,no additional funds   
are authorized to carry out the         
requirements of this ,act4 ,such        
requirements shall be carried out using 
amounts otherwise authorized4  ,amend   
the title so as to read3 ,a bill to     
require the ,surface ,transportation    
,board to implement certain             
recommendations of the ,inspector       
,general of the ,department of          
,transportation44  ,april #e1
