and global stability4 7#b7 ,since the #aihjs1 ,iran has engaged in a sustained and well-documented pattern of illicit and deceptive activities to acquire a nuclear weapons capability4 7#c7 ,it is the policy of the ,united ,states to prevent ,iran from acquiring a nuclear weapons capability4 7#d7 ,iran is developing an arsenal of advanced long-range ballistic missiles1 including some already capable of reaching ,india1 ,north ,africa1 western ,china1 and parts of eastern ,europe4 7#e7 ,the ,department of ,state has designated ,iran as a state sponsor of terrorism since #aihd and has characterized ,iran as the most active state sponsor of terrorism in the world4 7#f7 ,iran is a world leader in human rights violations1 including the persecution of religious minorities and imprisonment of ,united ,states citizens4 7#g7 ,beginning on ,december #bh1 #bjag1 ,iranians from all social sectors have participated in protests against the ,iranian regime's oppressive domestic policies and destructive foreign policy1 in which over #a1jjj protestors have been arrested and #ba have been killed4 7#h7 ,the ,joint ,comprehensive ,plan of ,action fails to permanently prevent ,iran from obtaining a nuclear weapons capability and fails to provide the international community a legitimate inspections regime to monitor ,iran's nuclear program4 7#i7 ,the ,joint ,comprehensive ,plan of ,action allows key restraints on ,iran's nuclear program to expire within #aj to #ae years1 including those on ,iran's domestic uranium enrichment program and heavy-water reactor at ,arak4 7#aj7 ,united ,nations ,security ,council ,resolution #bbca 7#bjae71 which endorses the ,joint ,comprehensive ,plan of ,action1 allows for lifting international restrictions on ,iran with regards to conventional military arms and ballistic missiles4 7#aa7 ,the ,joint ,comprehensive ,plan of ,action fails to address ,iran's egregious human rights record1 ,iran's role as the world's leading state-sponsor of international terrorism1 and ,iran's unjust imprisonment of innocent ,united ,states citizens4 7#ab7 ,on numerous occasions1 ,iran has violated both the letter and the spirit of the ,joint ,comprehensive ,plan of ,action and its related agreements by exceeding the limits of heavy water production1 testing ballistic missiles1 seeking to acquire potentially illicit materials outside the mandatory procurement channel1 and sending arms to terrorist groups around the ,middle ,east4 7#ac7 ,the current ,joint ,comprehensive ,plan of ,action framework is insufficient in blocking ,iran from developing a nuclear weapons capability1 and it is in the ,united ,states national security interest to renegotiate this agreement to strengthen its terms or to abrogate the agreement and use all necessary measures to prevent ,iran from developing a nuclear weapon4 #c4 ,statement of policy ,it is the policy of the ,united ,states that the ,united ,states should-- 7#a7 deny the ,government of ,iran the ability to continue to oppress the people of ,iran and to use violence and executions against pro-democracy protestors and regime opponents2 7#b7 fully and publicly support efforts made by the people of ,iran to promote the establishment of basic freedoms that build the foundation for the emergence of a freely elected1 open1 and democratic political system2 7#c7 help the people of ,iran produce1 access1 and share information freely and safely via the ,internet and through other media2 7#d7 defeat all attempts by the ,government of ,iran to jam or otherwise obstruct international satellite broadcast signals1 internet access1 or social media access for the people of ,iran2 7#e7 ensure ,iran is permanently prevented from obtaining a nuclear weapons capability2 7#f7 extend indefinitely upon ,iran restrictions on nuclear-related activities to prevent both the uranium and plutonium pathways to nuclear weaponization2 and 7#g7 seek a ,united ,nations ,security ,council resolution permanently extending prohibitions on ,iran's ballistic missile and arms embargo as found in paragraphs #c and #d of ,annex ,b of ,united ,nations ,security ,council ,resolution #bbca 7#bjae74 #d4 ,definitions ,in this ,act3 7#a7 ,appropriate congressional committees ,the term appropriate congressional committees has the meaning given that term in section #ad of the ,iran ,sanctions ,act of #aiif 7,public ,law #ajd-agb2 #ej ,u4,s4,c4 #agja note74 7#b7 ,entity ,the term entity means any corporation1 business association1 partnership1 trust1 society1 or any other entity4 7#c7 ,,irgc ,the term ,,irgc means ,iran's ,revolutionary ,guard ,corps4 7#d7 ,joint ,comprehensive ,plan of ,action ,the term ,joint ,comprehensive ,plan of ,action means the ,joint ,comprehensive ,plan of ,action1 agreed to at ,vienna on ,july #ad1 #bjae1 by ,iran and by the ,people's ,republic of ,china1 ,france1 ,germany1 the ,russian ,federation1 the ,united ,kingdom and the ,united ,states1 with the ,high ,representative of the ,european ,union for ,foreign ,affairs and ,security ,policy1 and all implementing materials and agreements related to the ,joint ,comprehensive ,plan of ,action4 7#e7 ,,npt ,safeguards ,agreement ,the term ,,npt ,safeguards ,agreement means the ,agreement between ,iran and the ,international ,atomic ,energy ,agency for the ,application of ,safeguards in ,connection with the ,treaty on the ,non-,proliferation of ,nuclear ,weapons1 which entered into force on ,may #ae1 #aigd4 7#f7 ,person ,the term person means an individual or entity4 ,i ,imposition of sanctions against entities owned or controlled by the ,armed ,forces of ,iran #aja4 ,imposition of sanctions against entities owned or controlled by the ,armed ,forces of ,iran 7a7 ,in general ,the ,president shall impose the sanctions described in subsection 7c7 with respect to any entity described in subsection 7b74 7b7 ,entity described 7#a7 ,in general ,an entity described in this subsection is an entity1 including an entity listed on the ,tehran ,stock ,exchange1 that is owned or controlled by the ,armed ,forces of ,iran regardless of whether the entity itself is included on the list of specially designated nationals and blocked persons maintained by the ,office of ,foreign ,assets ,control of the ,department of the ,treasury4 7#b7 ,definition ,in this subsection1 the term ,armed ,forces of ,iran includes-- 7,a7 ,iran's ,revolutionary ,guard ,corps2 7,b7 the ,basij paramilitary2 7,c7 the regular military2 7,d7 the ,ministry of ,defense and ,armed ,forces ,logistics 7,,modafl72 7,e7 the police2 and 7,f7 the ,general ,staff of the ,armed ,forces4 7c7 ,sanctions described 7#a7 ,in general ,the blocking1 in accordance with the ,international ,emergency ,economic ,powers ,act 7#ej ,u4,s4,c4 #agja et seq471 of all transactions in all property and interests in property of an entity if such property and interests in property are in the ,united ,states1 come within the ,united ,states1 or are or come within the possession or control of a ,united ,states person4 7#b7 ,inapplicability of national emergency requirement ,the requirements of section #bjb of the ,international ,emergency ,economic ,powers ,act 7#ej ,u4,s4,c4 #agja7 shall not apply for purposes of this section4 7d7 ,definitions ,in this section3 7#a7 ,united ,states person ,the term ,united ,states person means-- 7,a7 a ,united ,states citizen or an alien lawfully admitted for permanent residence to the ,united ,states2 or 7,b7 an entity organized under the laws of the ,united ,states or of any jurisdiction within the ,united ,states1 including a foreign branch of such an entity4 7#b7 ,own or control ,the term own or control means1 with respect to an entity-- 7,a7 to hold more than #bj percent of the equity interest by vote or value in the entity2 7,b7 to hold a majority of seats on the board of directors of the entity2 or 7,c7 to otherwise control the actions1 policies1 or personnel decisions of the entity4 #ajb4 ,watch ,list and report 7a7 ,in general ,the ,secretary of the ,treasury shall establish1 maintain1 and publish in the ,federal ,register a list of each entity with respect to which the ,armed ,forces of ,iran 7as defined in section #aja7;b77#b77-- 7#a7 holds less than #bj percent of the equity interest by vote or value in the entity2 or 7#b7 does not own any interest in the entity but maintains a presence on the board of directors of the entity or otherwise influences the actions1 policies1 or personnel decisions of the entity4 7b7 ,report ,not later than #ij days after the date of the enactment of the ,act1 and annually thereafter1 the ,secretary of the ,treasury shall submit to ,congress a report on any changes to the list required by subsection 7a74 7c7 ,reference ,the list required by subsection 7a7 shall be known as the ,,irgc ,watch ,list4 ,,ii ,reinstatement of sanctions imposed with respect to ,iran that were waived1 suspended1 reduced1 or otherwise relieved pursuant to the ,joint ,comprehensive ,plan of ,action #bja4 ,reinstatement of sanctions imposed with respect to ,iran that were waived1 suspended1 reduced1 or otherwise relieved pursuant to the ,joint ,comprehensive ,plan of ,action 7a7 ,in general ,the reinstatement of sanctions imposed with respect to ,iran pursuant to subsection 7d7 shall not take effect with respect to the #ij-;day period beginning on the date of the enactment of this ,act or any #ij-;day period thereafter for which a certification described in subsection 7b7 is in effect4 7b7 ,certification ,a certification described in this subsection is a certification submitted by the ,president to the appropriate congressional committees with respect to a #ij-;day period described in subsection 7a7 that contains a determination of the ,president that-- 7#a7 the ,government of ,iran has not-- 7,a7 undertaken any activity related to ballistic missiles designed to be capable of delivering nuclear weapons1 including launches using ballistic missile technology2 7,b7 undertaken any activity to-- 7i7 produce sufficient weapons-grade uranium or plutonium for a nuclear weapon in under #ab months2 7ii7 maintain an excess of over #cjj kilograms of ,low ,enriched ,uranium2 and 7iii7 maintain an excess of #acj metric tons of heavy water2 7,c7 undertaken any activity to-- 7i7 increase uranium enrichment levels beyond #c4fg percent2 7ii7 develop1 produce1 or install advanced centrifuges2 and 7iii7 build new heavy water facilities or restore currently established facilities to operating capacity2 and 7,d7 denied the international community unfettered1 unannounced1 and indefinite access to ,iran's nuclear program1 including anywhere1 anytime access and inspections of places1 personnel1 and paperwork1 including physical access by the ,international ,atomic ,energy ,agency to all suspicious sites1 including military facilities1 to monitor both overt and covert attempts by ,iran develop a nuclear weapon2 and 7#b7 the ,government of ,iran has-- 7,a7 ratified and implemented the ,additional ,protocol to the ,,npt ,safeguards ,agreement2 and 7,b7 provided complete and full disclosure of the extent of ,iran's nuclear activities1 including a report on any possible military dimensions of ,iran's nuclear program based on full access to suspected sites and all scientists involved in military dimensions of such program4 7c7 ,certification not submitted ,in the event the ,president does not submit a certification described in subsection 7b7 to the appropriate congressional committees pursuant to subsection 7b7 with respect to a #ij-;day period described in subsection 7a71 the requirement to reinstate sanctions imposed with respect to ,iran pursuant to subsection 7d7 shall take effect4 7d7 ,reinstatement of sanctions 7#a7 ,statutory sanctions ,any statutory sanctions imposed with respect to ,iran pursuant to the provisions of law described in subsection 7e7 that were waived1 suspended1 reduced1 or otherwise relieved pursuant to the ,joint ,comprehensive ,plan of ,action1 submitted pursuant to section #ace7;a7 of the ,atomic ,energy ,act of #aied1 are hereby reinstated and any action by the ,united ,states ,government to facilitate the release of funds or assets to ,iran pursuant to the ,joint ,comprehensive ,plan of ,action1 or provide any further waiver1 suspension1 reduction1 or other relief pursuant to the ,joint ,comprehensive ,plan of ,action is hereby prohibited4 7#b7 ,sanctions pursuant to ,executive orders ,any sanctions imposed with respect to ,iran pursuant to the ,executive orders described in subsection 7f7 that were revoked pursuant to sections #a and #b7;a7 of ,executive ,order #acgaf of ,armed ,forces deployed in the those regions1 and ultimately the ,united ,states2 7#b7 the testing and production by ,iran of ballistic missiles capable of carrying a nuclear device is a clear violation of ,united ,nations ,security ,council ,resolution #bbca 7#bjae71 which was unanimously adopted by the international community2 7#c7 ,iran is using its space launch program to develop the capabilities necessary to deploy an intercontinental ballistic missile that could threaten the ,united ,states1 and the ,director of ,national ,intelligence has assessed that ,iran would use ballistic missiles as its preferred method of delivering nuclear weapons2 and 7#d7 the ,government of the ,united ,states should impose tough primary and secondary sanctions against any sector of the economy of ,iran or any ,iranian person that directly or indirectly supports the ballistic missile program of ,iran as well as any foreign person or financial institution that engages in transactions or trade that support that program4 #cjc4 ,expansion of sanctions with respect to efforts by ,iran to acquire ballistic missile and related technology 7a7 ,certain persons ,section #afjd7;a7 of the ,iran-,iraq ,arms ,non-,proliferation ,act of #aiib 7,public ,law #ajb-dhd2 #ej ,u4,s4,c4 #agja note7 is amended1 in the matter preceding paragraph 7#a71 by inserting 1 to acquire ballistic missile or related the ,government of ,iran with respect to such program4 7,c7 ,an assessment of the cooperation of the ,government of the ,democratic ,people's ,republic of ,korea with the ,government of ,iran with respect to such program4 7#c7 ,classified annex ,each report required by paragraph 7#a7 shall be submitted in unclassified form1 but may contain a classified annex4 7b7 ,blocking of property 7#a7 ,in general ,not later than #ae days after submitting a report required by subsection 7a77#a71 the ,president shall1 in accordance with the ,international ,emergency ,economic ,powers ,act 7#ej ,u4,s4,c4 #agja et seq471 block and prohibit all transactions in all property and interests in property of any person specified in such report if such property and interests in property are in the ,united ,states1 come within the ,united ,states1 or are or come within the possession or control of a ,united ,states person4 7#b7 ,inapplicability of national emergency requirement ,the requirements under section #bjb of the ,international ,emergency ,economic ,powers ,act 7#ej ,u4,s4,c4 #agja7 shall not apply for purposes of this subsection4 7c7 ,exclusion from ,united ,states 7#a7 ,in general ,except as provided in paragraph 7#b71 the ,secretary of ,state shall deny a visa to1 and the ,secretary of ,homeland ,security shall exclude from the ,united ,states1 any alien subject to blocking of property and interests in property under subsection 7b74 7#b7 ,compliance with ,united ,nations headquarters agreement ,paragraph 7#a7 shall not apply to the head of state of ,iran1 or necessary staff of that head of state1 if admission to the ,united ,states is necessary to permit the ,united ,states to comply with the ,agreement regarding the ,headquarters of the ,united ,nations1 signed at ,lake ,success ,june #bf1 #aidg1 and entered into force ,november #ba1 #aidg1 between the ,united ,nations and the ,united ,states4 7d7 ,facilitation of certain transactions ,the ,president shall prohibit the opening1 and prohibit or impose strict conditions on the maintaining1 in the ,united ,states of a correspondent account or a payable-through account by a foreign financial institution that the ,president determines knowingly1 on or after the date that is #ahj days after the date of the enactment of the ,iran ,ballistic ,missile ,sanctions ,act of #bjah1 conducts or facilitates a significant financial transaction for a person subject to blocking of property and interests in property under subsection 7b74 #bcc4 ,blocking of property of persons affiliated with certain ,iranian entities 7a7 ,blocking of property 7#a7 ,in general ,the ,president shall1 in accordance with the ,international ,emergency ,economic ,powers ,act 7#ej ,u4,s4,c4 #agja et seq471 block and prohibit all transactions in all property and interests in property of any person described in paragraph 7#c7 if such property and interests in property are in the ,united ,states1 come within the ,united ,states1 or are or come within the possession or control of a ,united ,states person4 7#b7 ,inapplicability of national emergency requirement ,the requirements under section #bjb of the ,international ,emergency ,economic ,powers ,act 7#ej ,u4,s4,c4 #agja7 shall not apply for purposes of this subsection4 7#c7 ,persons described ,a person described in this paragraph is-- 7,a7 an entity that is owned1 directly or indirectly1 by a #bj percent or greater interest-- 7i7 by the ,aerospace ,industries ,organization1 the ,shahid ,hemmat ,industrial ,group1 the ,shahid ,bakeri ,industrial ,group1 or any agent or affiliate of such organization or group2 or 7ii7 collectively by a group of individuals that hold an interest in the ,aerospace ,industries ,organization1 the ,shahid ,hemmat ,industrial ,group1 the ,shahid ,bakeri ,industrial ,group1 or any agent or affiliate of such organization or group1 even if none of those individuals hold a #bj percent or greater interest in the entity2 7,b7 a person that controls1 manages1 or directs an entity described in subparagraph 7,a72 or 7,c7 an individual who is on the board of directors of an entity described in subparagraph 7,a74 7b7 ,facilitation of certain transactions ,the ,president shall prohibit the opening1 and prohibit or impose strict conditions on the maintaining1 in the ,united ,states of a correspondent account or a payable-through account by a foreign financial institution that the ,president determines knowingly1 on or after the date that is #ahj days after the date of the enactment of the ,iran ,ballistic ,missile ,sanctions ,act of #bjah1 conducts or facilitates a significant financial transaction for a person subject to blocking of property and interests in property under subsection 7a74 7c7 ,iran ,missile ,proliferation ,watch ,list 7#a7 ,in general ,not later than #ij days after the date of the enactment of the ,iran ,ballistic ,missile ,sanctions ,act of #bjah1 and not less frequently than annually thereafter1 the ,secretary of the ,treasury shall submit to the appropriate committees of ,congress and publish in the ,federal ,register a list of-- 7,a7 each entity in which the ,aerospace ,industries ,organization1 the ,shahid ,hemmat ,industrial ,group1 the ,shahid ,bakeri ,industrial ,group1 or any agent or affiliate of such organization or group has an ownership interest of more than #j percent and less than #bj percent2 7,b7 each entity in which the ,aerospace ,industries ,organization1 the ,shahid ,hemmat ,industrial ,group1 the ,shahid ,bakeri ,industrial ,group1 or any agent or affiliate of such organization or group does not have an ownership interest but maintains a presence on the board of directors of the entity or otherwise influences the actions1 policies1 or personnel decisions of the entity2 and 7,c7 each person that controls1 manages1 or directs an entity described in subparagraph 7,a7 or 7,b74 7#b7 ,reference ,the list required by paragraph 7#a7 may be referred to as the ,iran ,missile ,proliferation ,watch ,list4 7d7 ,comptroller ,general report 7#a7 ,in general ,the ,comptroller ,general of the ,united ,states shall-- 7,a7 conduct a review of each list required by subsection 7c77#a72 and 7,b7 not later than #fj days after each such list is submitted to the appropriate committees of ,congress under that subsection1 submit to the appropriate committees of ,congress a report on the review conducted under subparagraph 7,a7 that includes a list of persons not included in that list that qualify for inclusion in that list1 as determined by the ,comptroller ,general4 7#b7 ,consultations ,in preparing the report required by paragraph 7#a77;,b71 the ,comptroller ,general shall consult with nongovernmental organizations4 #bcd4 ,imposition of sanctions with respect to certain persons involved in ballistic missile activities 7a7 ,certification ,not later than #abj days after the date of the enactment of the ,iran ,ballistic ,missile ,sanctions ,act of #bjah1 and not less frequently than once every #ahj days thereafter1 the ,president shall submit to the appropriate committees of ,congress a certification that each person listed in an annex of ,united ,nations ,security ,council ,resolution #agcg 7#bjjf71 #agdg 7#bjjg71 or #aibi 7#bjaj7 is not directly or indirectly facilitating1 supporting1 or involved with the development of or transfer to ,iran of ballistic missiles or technology1 parts1 components1 or technology information relating to ballistic missiles4 7b7 ,blocking of property 7#a7 ,in general ,if the ,president is unable to make a certification under subsection 7a7 with respect to a person and the person is not currently subject to sanctions with respect to ,iran under any other provision of law1 the ,president shall1 not later than #ae days after that certification would have been required under that subsection-- 7,a7 in accordance with the ,international ,emergency ,economic ,powers ,act 7#ej ,u4,s4,c4 #agja et seq471 block and prohibit all transactions in all property and interests in property of that person if such property and interests in property are in the ,united ,states1 come within the ,united ,states1 or are or come within the possession or control of a ,united ,states person2 and 7,b7 publish in the ,federal ,register a report describing the reason why the ,president was unable to make a certification with respect to that person4 7#b7 ,inapplicability of national emergency requirement ,the requirements under section #bjb of the ,international ,emergency ,economic ,powers ,act 7#ej ,u4,s4,c4 #agja7 shall not apply for purposes of this subsection4 7c7 ,exclusion from ,united ,states 7#a7 ,in general ,except as provided in paragraph 7#b71 the ,secretary of ,state shall deny a visa to1 and the ,secretary of ,homeland ,security shall exclude from the ,united ,states1 any alien subject to blocking of property and interests in property under subsection 7b74 7#b7 ,compliance with ,united ,nations headquarters agreement ,paragraph 7#a7 shall not apply to the head of state of ,iran1 or necessary staff of that head of state1 if admission to the ,united ,states is necessary to permit the ,united ,states to comply with the ,agreement regarding the ,headquarters of the ,united ,nations1 signed at ,lake ,success ,june #bf1 #aidg1 and entered into force ,november #ba1 #aidg1 between the ,united ,nations and the ,united ,states4 7d7 ,facilitation of certain transactions ,the ,president shall prohibit the opening1 and prohibit or impose strict conditions on the maintaining1 in the ,united ,states of a correspondent account or a payable-through account by a foreign financial institution that the ,president determines knowingly1 on or after the date that is #ahj days after the date of the enactment of the ,iran ,ballistic ,missile ,sanctions ,act of #bjah1 conducts or facilitates a significant financial transaction for a person subject to blocking of property and interests in property under subsection 7b74 #bce4 ,imposition of sanctions with respect to certain sectors of ,iran that support the ballistic missile program of ,iran 7a7 ,list of sectors 7#a7 ,in general ,not later than #abj days after the date of the enactment of the ,iran ,ballistic ,missile ,sanctions ,act of #bjah1 and not less frequently than once every #ahj days thereafter1 the ,president shall submit to the appropriate committees of ,congress and publish in the ,federal ,register a list of the sectors of the economy of ,iran that are directly or indirectly facilitating1 supporting1 or involved with the development of or transfer to ,iran of ballistic missiles or technology1 parts1 components1 or technology information relating to ballistic missiles4 7#b7 ,certain sectors 7,a7 ,in general ,not later than #abj days after the date of enactment of the ,iran ,ballistic ,missile ,sanctions ,act of #bjah1 the ,president shall submit to the appropriate committees of ,congress a determination as to whether each of the automotive1 chemical1 computer science1 construction1 electronic1 energy1 metallurgy1 mining1 petrochemical1 research 7including universities and research institutions71 and telecommunications sectors of ,iran meet the criteria specified in paragraph 7#a74 7,b7 ,inclusion in initial list ,if the ,president determines under subparagraph 7,a7 that the sectors of the economy of ,iran specified in such subparagraph meet the criteria specified in paragraph 7#a71 that sector shall be included in the initial list submitted and published under that paragraph4 7b7 ,sanctions with respect to specified sectors of ,iran 7#a7 ,blocking of property 7,a7 ,in general ,the ,president shall1 in accordance with the ,international ,emergency ,economic ,powers ,act 7#ej ,u4,s4,c4 #agja et seq471 block and prohibit all transactions in all property and interests in property of any person described in paragraph 7#d7 if such property and interests in property are in the ,united ,states1 come within the ,united ,states1 or are or come within the possession or control of a ,united ,states person4 7,b7 ,inapplicability of national emergency requirement ,the requirements under section #bjb of the ,international ,emergency ,economic ,powers ,act 7#ej ,u4,s4,c4 #agja7 shall not apply for purposes of this paragraph4 7#b7 ,exclusion from ,united ,states 7,a7 ,in general ,except as provided in subparagraph 7,b71 the ,secretary of ,state shall deny a visa to1 and the ,secretary of ,homeland ,security shall exclude from the ,united ,states1 any alien that is a person described in paragraph 7#d74 7,b7 ,compliance with ,united ,nations headquarters agreement ,subparagraph 7,a7 shall not apply to the head of state of ,iran1 or necessary staff of that head of state1 if admission to the ,united ,states is necessary to permit the ,united ,states to comply with the ,agreement regarding the ,headquarters of the ,united ,nations1 signed at ,lake ,success ,june #bf1 #aidg1 and entered into force ,november #ba1 #aidg1 between the ,united ,nations and the ,united ,states4 7#c7 ,facilitation of certain transactions ,except as provided in this section1 the ,president shall prohibit the opening1 and prohibit or impose strict conditions on the maintaining1 in the ,united ,states of a correspondent account or a payable-through account by a foreign financial institution that the ,president determines knowingly1 on or after the date that is #ahj days after the date of the enactment of the ,iran ,ballistic ,missile ,sanctions ,act of #bjah1 conducts or facilitates a significant financial transaction for a person described in paragraph 7#d74 7#d7 ,persons described ,a person is described in this paragraph if the ,president determines that the person1 on or after the date that is #ahj days after the date of the enactment of the ,iran ,ballistic ,missile ,sanctions ,act of #bjah-- 7,a7 operates in a sector of the economy of ,iran included in the most recent list published by the ,president under subsection 7a72 7,b7 knowingly provides significant financial1 material1 technological1 or other support to1 or goods or services in support of1 any activity or transaction on behalf of or for the benefit of a person described in subparagraph 7,a72 or 7,c7 is owned or controlled by a person described in subparagraph 7,a74 7c7 ,humanitarian exception ,the ,president may not impose sanctions under this section with respect to any person for conducting or facilitating a transaction for the sale of agricultural commodities1 food1 medicine1 or medical devices to ,iran or for the provision of humanitarian assistance to the people of ,iran4 #bcf4 ,identification of foreign persons that support the ballistic missile program of ,iran in certain sectors of ,iran 7a7 ,in general ,not later than #abj days after the date of the enactment of the ,iran ,ballistic ,missile ,sanctions ,act of #bjah1 and not less frequently than annually thereafter1 the ,president shall submit to the appropriate committees of ,congress and publish in the ,federal ,register a list of all foreign persons that have1 based on credible information1 directly or indirectly facilitated1 supported1 or been involved with the development of ballistic missiles or technology1 parts1 components1 or technology information related to ballistic missiles in the following sectors of the economy of ,iran during the period specified in subsection 7b73 7#a7 ,automotive4 7#b7 ,chemical4 7#c7 ,computer ,science4 7#d7 ,construction4 7#e7 ,electronic4 7#f7 ,energy4 7#g7 ,metallurgy4 7#h7 ,mining4 7#i7 ,petrochemical4 7#aj7 ,research 7including universities and research institutions74 7#aa7 ,telecommunications4 7#ab7 ,any other sector of the economy of ,iran identified under section #bce7;a74 7b7 ,period specified ,the period specified in this subsection is-- 7#a7 with respect to the first list submitted under subsection 7a71 the period beginning on the date of the enactment of the ,iran ,ballistic ,missile ,sanctions ,act of #bjah and ending on the date that is #abj days after such date of enactment2 and 7#b7 with respect to each subsequent list submitted under such subsection1 the one-year period preceding the submission of the list4 7c7 ,comptroller ,general report 7#a7 ,in general ,with respect to each list submitted under subsection 7a71 not later than #abj days after the list is submitted under that subsection1 the ,comptroller ,general of the ,united ,states shall submit to the appropriate committees of ,congress-- 7,a7 an assessment of the processes followed by the ,president in preparing the list2 7,b7 an assessment of the foreign persons included in the list2 and 7,c7 a list of persons not included in the list that qualify for inclusion in the list1 as determined by the ,comptroller ,general4 7#b7 ,consultations ,in preparing the report required by paragraph 7#a71 the ,comptroller ,general shall consult with nongovernmental organizations4 7d7 ,credible information defined ,in this section1 the term credible information has the meaning given that term in section #ad of the ,iran ,sanctions ,act of #aiif 7,public ,law #ajd-agb2 #ej ,u4,s4,c4 #agja note74 4 7b7 ,clerical amendment ,the table of contents for the ,iran ,threat ,reduction and ,syria ,human ,rights ,act of #bjab is amended by inserting after the item relating to section #bbd the following3 ,subtitle ,c--,measures relating to ballistic missile program of ,iran ,sec4 #bca4 ,definitions4 ,sec4 #bcb4 ,imposition of sanctions with respect to persons that support the ballistic missile program of ,iran4 ,sec4 #bcc4 ,blocking of property of persons affiliated with certain ,iranian entities4 ,sec4 #bcd4 ,imposition of sanctions with respect to certain persons involved in ballistic missile activities4 ,sec4 #bce4 ,imposition of sanctions with respect to certain sectors of ,iran that support the ballistic missile program of ,iran4 ,sec4 #bcf4 ,identification of foreign persons that support the ballistic missile program of ,iran in certain sectors of ,iran4 4 #cjf4 ,expansion of mandatory sanctions with respect to financial institutions that engage in certain transactions relating to ballistic missile capabilities of ,iran ,section #ajd of the ,comprehensive ,iran ,sanctions1 ,accountability1 and ,divestment ,act of #bjaj 7#bb ,u4,s4,c4 #heac7 is amended-- 7#a7 in subsection 7c77#b7-- 7,a7 in subparagraph 7,a7-- 7i7 in clause 7i71 by striking 2 or and inserting a semicolon2 7ii7 by redesignating clause 7ii7 as clause 7iii72 and 7iii7 by inserting after clause 7i7 the following3 7ii7 to acquire or develop ballistic missiles and capabilities and launch technology relating to ballistic missiles2 or 2 and 7,b7 in subparagraph 7,e77ii7-- 7i7 in subclause 7,i71 by striking 2 or and inserting a semicolon2 7ii7 by redesignating subclause 7,,ii7 as subclause 7,,iii72 and 7iii7 by inserting after subclause 7,i7 the following3 7,,ii7 ,iran's development of ballistic missiles and capabilities and launch technology relating to ballistic missiles2 or 2 and 7#b7 in subsection 7f7-- 7,a7 by
