 ,this ,act may be cited as the         
,cultivating ,revitalization by         
,expanding ,american ,agricultural      
,trade and ,exports ,act or the         
,,creaate ,act4  #b4 ,findings ,the     
,congress finds the following3  7#a7    
,between #aigg and #bjad1 the export    
promotion programs of the ,united       
,states ,department of ,agriculture     
7,,usda7 have added #h4ae billion on    
average every year to the value of      
,united ,states agricultural exports1   

equal to a total of #cji4g billion1 or  
#ae4c percent1 in additional export     
revenue4  7#b7 ,between #aigg and #bjad1
 ,,usda export promotion programs have  
generated a net return of #bh4cj for    
every dollar invested2 and between #bjjb
 and #bjad1 under a less than full      
employment scenario1 the programs have  
annually added an average of #b4g       
percent1 or #h4d billion1 to farm cash  
receipts1 and contributed up to #bci1hjj
 full and part-time jobs across the     
,united ,states economy4  7#c7 ,between 
#bjjb and #bjad1 ,,usda export promotion
 programs have added up to #ci4c billion
 in gross economic output and up to     
#af4i billion in gross domestic product 
under a less than full employment       
scenario4  7#d7 ,communities across the 
,united ,states1 producing agricultural 
commodities as varied as apples1 cotton1
 beef1 soybeans1 rice1 wheat1 dairy1    
corn1 citrus1 wine1 pork1 peanuts1      
cranberries1 lentils1 tree nuts1 timber1
 poultry1 potatoes1 and seafood1 have   

utilized ,,usda export promotion        
programs to increase their foreign      
market access4  7#e7 ,private sector    
contributions have helped maintain the  
public-private partnership between      
,,usda and private agricultural groups  
as the effective available funds from   
,,usda have declined1 with private      
contributions representing approximately
 #gj percent of the funds available for 
export promotion in #bjad4  7#f7        
,foreign competitors have expanded their
 own agricultural export promotion      
programs at a far faster rate than the  
,united ,states1 placing ,united ,states
 producers at a competitive disadvantage
 in international markets4  7#g7 ,the   
economic impact of ,,usda export        
promotion programs has eroded in recent 
years1 as funding for the ,market       
,access ,program has remained static    
since #bjjf1 and funding for the        
,foreign ,market ,development ,program  
has remained static since #bjjb1 while  
inflation has increased4  7#h7 ,a recent

 academic analysis found that doubling  
public funding for the ,market ,access  
,program and the ,foreign ,market       
,development ,program1 coupled with     
increasing private contributions ranging
 from #aj to #ej percent1 would result  
in average annual gains in agricultural 
exports from #c4d to #d4e billion1 and  
would result in average annual gains in 
gross domestic product from #d4e to #f4j
 billion under a less than full
