 fall within the jurisdiction of the    
committee concerned  ,a ,,bill  ,to     
amend chapter #h of title #e1 ,united   
,states ,code1 to provide for en bloc   
consideration in resolutions of         
disapproval for midnight rules1 and for 
other purposes4  #a4 ,short title ,this 
,act may be cited as the ,midnight      

,rules ,relief ,act of #bjag4  #b4 ,en  
bloc consideration of resolutions of    
disapproval pertaining to midnight rules
  7a7 ,in general ,section #hja7;d7 of  
title #e1 ,united ,states ,code1 is     
amended by adding at the end the        
following3  7#d7 ,in applying section   
#hjb to rules described under paragraph 
7#a71 a joint resolution of disapproval 
may contain one or more such rules if   
the report under subsection 7a77#a77;,a7
 for each such rule was submitted during
 the final year of a ,president's term4 
4  7b7 ,text of resolving clause        
,section #hjb7;a7 of title #e1 ,united  
,states ,code1 is amended-- 7#a7 by     
inserting after resolving clause of     
which is the following3 7except as      
otherwise provided in this subsection72 
and  7#b7 by adding at the end the      
following3 ,in the case of a joint      
resolution under section #hja7;d77#d71  
the matter after the resolving clause of
 such resolution shall be as follows3   
,that ,congress disapproves the         

following rules3 the rule submitted by  
the  relating to 2 and the rule         
submitted by the  relating to 4 ,such   
rules shall have no force or effect4    
7,the blank spaces being appropriately  
filled in and additional clauses        
describing additional rules to be       
included as necessary74
