,affairs to designate at least one city 
in the ,united ,states each year as an  
,american ,world ,war ,,ii ,city1 and   
for other purposes4  #a4 ,designation of
 ,american ,world ,war ,,ii ,cities  7a7
 ,in general ,the ,secretary of         
,veterans ,affairs shall designate at   
least one city in the ,united ,states   
each year as an ,american ,world ,war   
,,ii ,city4  7b7 ,criteria for          
designation ,after the designation made 
under subsection 7c71 the ,secretary1 in
 consultation with the ,secretary of    
,defense1 shall make each designation   
under subsection 7a7 based on the       
following criteria3  7#a7 ,contributions
 by a city to the war effort during     
,world ,war ,,ii1 including those       

related to defense manufacturing1 bond  
drives1 service in the ,armed ,forces1  
and the presence of military facilities 
within the city4  7#b7 ,efforts by a    
city to preserve the history of the     
city's contributions during ,world ,war 
,,ii1 including through the             
establishment of preservation           
organizations or museums1 restoration of
 ,world ,war ,,ii facilities1 and       
recognition of ,world ,war ,,ii         
veterans4  7c7 ,first ,american ,world  
,war ,,ii ,city ,the city of            
,wilmington1 ,north ,carolina1 is       
designated as an ,american ,world ,war
