and technology institutes established

 ,act may be cited as the ,water        
,resources ,research ,amendments ,act4  
#b4 ,water ,resources ,research ,act    
amendments  7a7 ,congressional findings 
and declarations ,section #ajb of the   
,water ,resources ,research ,act of     
#aihd 7#db ,u4,s4,c4 #ajcja7 is         
amended--  7#a7 by redesignating        
paragraphs 7#g7 through 7#i7 as         
paragraphs 7#h7 through 7#aj71          
respectively2  7#b7 in paragraph 7#h7   

7as so redesignated71 by striking and at
 the end2 and  7#c7 by inserting after  
paragraph 7#f7 the following3  7#g7     
additional research is required into    
increasing the effectiveness and        
efficiency of new and existing treatment
 works through alternative approaches1  
including--  7,a7 nonstructural         
alternatives2  7,b7 decentralized       
approaches2  7,c7 energy use efficiency2
  7,d7 water use efficiency2 and  7,e7  
actions to extract energy from          
wastewater2  4  7b7 ,clarification of   
research activities ,section

subparagraph 7,b77ii71 by striking      
water-related phenomena and inserting   
water resources2 and  7#b7 in           
subparagraph 7,d71 by striking the      
period at the end and inserting 2 and4  
7c7 ,compliance report ,section #ajd7;c7
 of the ,water ,resources ,research ,act
 of #aihd 7#db ,u4,s4,c4 #ajcjc7;c77 is 

amended-- 7#a7 by striking 7c7 ,from the
 and inserting the following3  7c7      
,grants  7#a7 ,in general ,from the  2  
and  7#b7 by adding at the end the      
following3  7#b7 ,report ,not later than
 ,december #ca of each fiscal year1 the 
,secretary shall submit to the          
,committee on ,environment and ,public  
,works of the ,senate1 the ,committee on
 the ,budget of the ,senate1 the        
,committee on ,transportation and       
,infrastructure of the ,house of        
,representatives1 and the ,committee on 
the ,budget of the ,house of            
,representatives a report regarding the 
compliance of each funding recipient    
with this subsection for the immediately
 preceding fiscal year4  4  7d7         
,evaluation of water resources research 
program ,section #ajd of the ,water     
,resources ,research ,act of #aihd 7#db 
,u4,s4,c4 #ajcjc7 is amended by striking
 subsection 7e7 and inserting the       
following3  7e7 ,evaluation of water    
resources research program  7#a7 ,in    

general ,the ,secretary shall conduct a 
careful and detailed evaluation of each 
institute at least once every #c years  
to determine--  7,a7 the quality and    
relevance of the water resources        
research of the institute2  7,b7 the    
effectiveness of the institute at       
producing measured results and applied  
water supply research2 and  7,c7 whether
 the effectiveness of the institute as  
an institution for planning1 conducting1
 and arranging for research warrants    
continued support under this section4   
7#b7 ,prohibition on further support    
,if1 as a result of an evaluation under 
paragraph 7#a71 the ,secretary          
determines that an institute does not   
qualify for further support under this  
section1 no further grants to the       
institute may be provided until the     
qualifications of the institute are     
reestablished to the satisfaction of the
 ,secretary4  4  7e7 ,authorization of  
appropriations ,section #ajd7;f77#a7 of 
the ,water ,resources ,research ,act of
