and amend the ,national ,sea ,grant     
,college ,program ,act1 and for other   
purposes41 do pass with the following   
,strike out all after the enacting      
clause and insert3  #a4 ,short title    
,this ,act may be cited as the ,defund  
,planned ,parenthood ,act of #bjae4  #b4
 ,findings ,congress finds the          
following3  7#a7 ,state and county      
health departments1 community health    
centers1 hospitals1 physicians offices1 
and other entities currently provide1   
and will continue to provide1 health    
services to women4 ,such health services
 include relevant diagnostic laboratory 
and radiology services1 well-child care1
 prenatal and postpartum care1          
immunization1 family planning services  
7including contraception71 cervical and 
breast cancer screenings and referrals1 

and sexually transmitted disease        
testing4  7#b7 ,many such entities      
provide services to all persons1        
regardless of the person's ability to   
pay1 and provide services in medically  
underserved areas and to medically      
underserved populations4  7#c7 ,all     
funds that are no longer available to   
,planned ,parenthood ,federation of     
,america1 ,inc4 and its affiliates and  
clinics pursuant to this ,act will      
continue to be made available to other  
eligible entities to provide women's    
health care services4  7#d7 ,funds      
authorized to be appropriated1 and      
appropriated1 by section #d are offset  
by the funding limitation under section 
#c7;a74  #c4 ,moratorium on ,federal    
funding to ,planned ,parenthood         
,federation of ,america1 ,inc  7a7 ,in  
general ,for the one-year period        
beginning on the date of the enactment  
of this ,act1 subject to subsection 7b71
 no funds authorized or appropriated by 
,federal law may be made available for  

any purpose to ,planned ,parenthood     
,federation of ,america1 ,inc41 or any  
affiliate or clinic of ,planned         
,parenthood ,federation of ,america1    
,inc41 unless such entities certify that
 ,planned ,parenthood ,federation of    
,america affiliates and clinics will not
 perform1 and will not provide any funds
 to any other entity that performs1 an  
abortion during such period4  7b7       
,exception ,subsection 7a7 shall not    
apply to an abortion--  7#a7 if the     
pregnancy is the result of an act of    
rape or incest2 or  7#b7 in the case    
where a woman suffers from a physical   
disorder1 physical injury1 or physical  
illness that would1 as certified by a   
physician1 place the woman in danger of 
death unless an abortion is performed1  
including a life-endangering physical   
condition caused by or arising from the 
pregnancy itself4  7c7 ,repayment ,the  
,secretary of ,health and ,human        
,services and the ,secretary of         
,agriculture shall seek repayment of any

 ,federal assistance received by        
,planned ,parenthood ,federation of     
,america1 ,inc41 or any affiliate or    
clinic of ,planned ,parenthood          
,federation of ,america1 ,inc41 if it   
violates the terms of the certification 
required by subsection 7a7 during the   
period specified in subsection 7a74  #d4
 ,funding for community health center   
program  7a7 ,in general ,there is      
authorized to be appropriated1 and      
appropriated1 #bce1jjj1jjj for the      
community health center program under   
section #ccj of the ,public ,health     
,service ,act 7#db ,u4,s4,c4 #bed;b71 in
 addition to any other funds made       
available to such program1 for the      
period for which the funding limitation 
under section #c7;a7 applies4  7b7      
,limitation ,none of the funds          
authorized or appropriated pursuant to  
subsection 7a7 may be expended for an   
abortion other than as described in     
section #c7;b74  #e4 ,rule of           
construction ,nothing in this ,act shall

 be construed to reduce overall ,federal
 funding available in support of women's
 health4  ,clerk4
