read as follows3  7#d7 any independent  
study program except an accredited      
independent study program 7including    
open circuit television7 leading--  7,a7

a certificate that reflects educational 
attainment offered by an institution of 
higher learning2 or  7,c7 to a          
certificate that reflects completion of 
a course of study offered by an         
educational institution that is not an
