which was read twice and referred to the ,committee on ,indian ,affairs ,a ,,bill ,to provide for the conveyance of certain property to the ,tanana ,tribal ,council located in ,tanana1 ,alaska1 and to the ,bristol ,bay ,area ,health ,corporation located in ,dillingham1 ,alaska1 and for other purposes4 #a4 ,conveyance of property to the ,tanana ,tribal ,council 7a7 ,conveyance of property 7#a7 ,in general ,as soon as practicable1 but not later than #ahj days1 after the date of enactment of this ,act1 the ,secretary of ,health and ,human ,services 7referred to in this ,act as the ,secretary7 shall convey to the ,tanana ,tribal ,council located in ,tanana1 ,alaska 7referred to in this section as the ,council71 all right1 title1 and interest of the ,united ,states in and to the property described in subsection 7b7 for use in connection with health and social services programs4 7#b7 ,effect on any quitclaim deed ,the conveyance by the ,secretary of title by warranty deed under this subsection shall1 on the effective date of the conveyance1 supersede and render of no future effect any quitclaim deed to the property described in subsection 7b7 executed by the ,secretary and the ,council4 7#c7 ,conditions ,the conveyance of the property under this section-- 7,a7 shall be made by warranty deed2 and 7,b7 shall not-- 7i7 require any consideration from the ,council for the property2 7ii7 impose any obligation1 term1 or condition on the ,council2 or 7iii7 allow for any reversionary interest of the ,united ,states in the property4 7b7 ,property described ,the property1 including all land1 improvements1 and appurtenances1 described in this subsection is the property included in ,u4,s4 ,survey ,no4 #eieh1 ,lot #ab1 in the village of ,tanana1 ,alaska within surveyed ,township #d,n1 ,range #bb,w1 ,fairbanks ,meridian1 ,alaska1 containing #aa4be acres4 7c7 ,environmental liability 7#a7 ,liability 7,a7 ,in general ,notwithstanding any other provision of law1 the ,council shall not be liable for any soil1 surface water1 groundwater1 or other contamination resulting from the disposal1 release1 or presence of any environmental contamination on any portion of the property described in subsection 7b7 on or before the date on which the property is conveyed to the ,council4 7,b7 ,environmental contamination ,an environmental contamination described in subparagraph 7,a7 includes any oil or petroleum products1 hazardous substances1 hazardous materials1 hazardous waste1 pollutants1 toxic substances1 solid waste1 or any other environmental contamination or hazard as defined in any ,federal or ,state of ,alaska law4 7#b7 ,easement ,the ,secretary shall be accorded any easement or access to the property conveyed under this section as may be reasonably necessary to satisfy any retained obligation or liability of the ,secretary4 7#c7 ,notice of hazardous substance activity and warranty ,in carrying out this section1 the ,secretary shall comply with subparagraphs 7,a7 and 7,b7 of section #abj7;h77#c7 of the ,comprehensive ,environmental ,response1 ,compensation1 and ,liability ,act of #aihj 7#db ,u4,s4,c4 #ifbj7;h77#c774 #b4 ,conveyance of property to the ,bristol ,bay ,area ,health ,corporation 7a7 ,conveyance of property 7#a7 ,in general ,as soon as practicable1 but not later than #ahj days1 after the date of enactment of this ,act1 the ,secretary shall convey to the ,bristol ,bay ,area ,health ,corporation located in ,dillingham1 ,alaska 7referred to in this section as the ,corporation71 all right1 title1 and ,district1 ,dillingham1 ,alaska1 according to ,plat ,no4 #bjae-h1 recorded on ,may #bh1 #bjae1 in the ,bristol ,bay ,recording ,district1 ,dillingham1 ,alaska1 containing #a4dgd acres more or less4 7c7 ,environmental liability 7#a7 ,liability 7,a7 ,in general ,notwithstanding any other provision of law1 the ,corporation shall not be liable for any soil1 surface water1 groundwater1 or other
