,statement of ,appropriations ,the      
following sums are appropriated1 out of 
any money in the ,treasury not otherwise
 appropriated1 for the fiscal year      
ending ,september #cj1 #bjaf4           
,corporation for ,national and          
,community ,service  ,operating         
,expenses ,for an additional amount for 
the ,corporation for ,national and      
,community ,service to carry out the    
,national and ,community ,service ,act  
of #aiij1 and notwithstanding sections

and #eja7;a77#e77;,f7 of such ,act1     
#g1hib1gge1egj3 ,provided1 ,that of such
 amount up to #a percent of program     
grant funds may be used to defray the   
costs of conducting grant application   
reviews1 including the use of outside   
peer reviewers and electronic management
 of the grants cycle3 ,provided further1
 ,that #a1hgh1bge1egj1 to remain        
available until expended1 shall be paid 
to the ,national ,service ,trust for    
expenses authorized under subtitle ,d of
 title ,i of such ,act3 ,provided       
further1 ,that in addition to the       
amounts provided in the previous        
proviso1 the ,corporation may transfer  
funds from the amounts allocated to     
grants under subtitle ,c of title ,i of 
such ,act1 upon determination that such 
transfer is necessary to support the    
activities of national service          
participants and after notice is        
transmitted to the ,congress3 ,provided 

further1 ,that #i1hjj1jjj shall be      
available for expenses to carry out     
sections #aab7;e71 #agi;,a1 and #aih,o  
and subtitle ,j of title ,i of such     
,act1 notwithstanding section           
#eja7;a77#f7 of such ,act3 ,provided    
further1 ,that #ae1jjj1jjj shall be     
available for grants to public or       
private nonprofit institutions to       
increase the participation of           
individuals with disabilities in        
national service and for demonstration  
activities in furtherance of this       
purpose1 notwithstanding section        
#abi7k77#a7 of such ,act3 ,provided     
further1 ,that #h1jjj1jjj shall be      
available to provide assistance to      
,state ,service ,commissions1 under     
section #abf7;a7 of such ,act and       
notwithstanding section                 
#eja7;a77#e77;,b7 of such ,act4         
,salaries and ,expenses ,for an         
additional amount for necessary expenses
 of administration as provided under    
section #eja7;a77#e7 of the ,national   

and ,community ,service ,act of #aiij   
including payment of salaries1          
authorized travel1 hire of passenger    
motor vehicles1 the rental of conference
 rooms in the ,district of ,columbia1   
and the employment of experts and       
consultants authorized under section    
#caji of title #e1 ,united ,states      
,code1 #cg1ejj1jjj4 ,office of          
,inspector ,general ,for an additional  
amount for necessary expenses of the    
,office of ,inspector ,general in       
carrying out the ,inspector ,general    
,act of #aigh1 #h1jjj1jjj4  #c4         
,requirement ,the funds appropriated in 
this section shall be used by the       
,corporation toward the goal of         
increasing the number of national       
service positions approved under        
subtitle ,c of title ,i of the #aiij    
,act to #ejj1jjj4 ,in carrying out this 
section1 the ,corporation shall give    
preference to national service programs 
which propose to use full-time national 
service positions4
