referred to the ,committee on ,energy and ,commerce ,a ,,bill ,to amend title ,,xxi of the ,social ,security ,act to improve access to1 and the delivery of1 children's health services through school-based health centers1 and for other purposes4 #a4 ,short title ,this ,act may be cited as the ,hallways to ,health ,act4 #b4 ,school-based health centers ,title ,,xxi of the ,social ,security ,act 7#db ,u4,s4,c4 #acig;aa et seq47 is amended by adding at the end the following new section3 #baad4 ,grants and programs to improve access to1 and the delivery of1 children's health services through school-based health centers 7a7 ,grants to school-,based health centers ,to encourage children ,to adopt healthy behaviors 7#a7 ,establishment ,not later than #ah months after the date of enactment of this subsection1 the ,secretary shall publish criteria to enable school-based health centers to apply for grants for the purpose of assisting eligible children under this title and title ,,xix and other children by providing funding for community health workers to facilitate children's access to services that encourage children to adopt healthy behaviors and to improve the quality and cultural competence of the delivery of such services4 ,not later than #b years after such date1 the ,secretary shall award grants to school-based health centers for such purposes4 7#b7 ,requirements ,a school-based health center that employs individuals who meet the ,bureau of ,labor ,statistics standard occupational definition of health educator 7#ba-ajia or any successor classification number7 or community health worker 7#ba-ajid or any successor classification number7 shall be eligible for a grant under this subsection4 7#c7 ,reporting 7,a7 ,by grantees ,a grantee under this subsection shall annually submit to the ,secretary a report containing a description of the services provided under the grant1 the data collected with respect to such services1 a description of the efficacy of such services1 any other information determined appropriate by the ,secretary4 7,b7 ,by secretary ,the ,secretary biennially shall submit to ,congress a report on the efficacy of the grant program established under this subsection4 7#d7 ,authorization of appropriations ,there are authorized to be appropriated such sums as may be necessary to carry out this subsection4 ,funds appropriated under the preceding sentence shall remain available until expended4 4 #c4 ,establishment and expansion of demonstration programs to provide tele-health services at school-based health centers ,section #baad of the ,social ,security ,act 7as added by section #b71 is amended by adding at the end the following new subsection3 7b7 ,establishment and expansion of tele-,health services demonstration programs 7#a7 ,establishment ,not later than #ah months after the date of enactment of this subsection1 the ,secretary shall publish criteria for the establishment of a demonstration program to provide new tele-health services1 or to expand existing tele-health service programs1 located at school-based health centers4 ,a school-based health center's receipt of funds under the demonstration program under this subsection shall not preclude the school-based health center from being reimbursed by public or private health insurance programs according to ,state law and regulation for items and services furnished by or through the center4 7#b7 ,authorization of appropriations ,there are authorized to be appropriated such sums as may be necessary to carry out this subsection4 ,funds appropriated under the preceding sentence shall remain available until expended4 4 #d4 ,assurance of payment under ,medicaid and ,,chip for covered items and services furnished by certain school-based health centers 7a7 ,state plan requirement ,section #aijb7;a7 of the ,social ,security ,act 7#db ,u4,s4,c4 #acif;a7a77 is amended by inserting after paragraph 7#gg7 the following new paragraph3 7#gh7 provide that the ,state shall certify to the ,secretary that the ,state has implemented procedures to pay for medical assistance 7including care and services described in subsections 7a77#d77;,b7 and 7r7 of section #aije and provided in accordance with section #aijb7;a77#dc77 furnished in a school-based health center 7as defined in section #baaj7;c77#i771 if payment would be made under the ,state plan for the same items and services if furnished in a physician's office or other outpatient clinic 7including if such payment would be included in the determination of a prepaid capitation or other risk-based rate of payment to an entity under a contract pursuant to section #aijc7m772 4 7b7 ,application to ,,chip ,section #bajg7;e77#a7 of the ,social ,security ,act 7#db ,u4,s4,c4 #acig;gg7e77#a77 is amended-- 7#a7 by redesignating subparagraphs 7,e7 through 7,o7 as subparagraphs 7,f7 through 7,p71 respectively2 and 7#b7 by inserting after subparagraph 7,d71 the following new subparagraph3 7,e7 ,section #aijb7;a77#gh7 7relating to procedures to ensure payment for covered services furnished in a school-based health center74 4 7c7 ,effective date ,the amendments made by this section take effect on ,october #a1 #bjaf4 #e4 ,other improvements 7a7 ,in general ,section #cii,z-#a of the ,public ,health ,service ,act 7#db ,u4,s4,c4 #bhj;h-#e7 is amended-- 7#a7 in subsection 7a77#a71 in the matter preceding subparagraph 7,a71 by inserting either in person or via telehealth1 after health centers12 7#b7 in subsection 7a77#c77;,a71 by inserting before the semicolon the following3 1 and include universities1 accountable care organizations1 and behavioral health organizations2 7#c7 in subsection 7c77#b77;,c77#d71 by inserting and health education after health services2 7#d7 in subsection 7e71 by striking may-- and all that follows through the end and inserting may1 upon a showing of good cause1 waive the requirement that the ,,sbhc provide all required comprehensive primary health services for a period of not to exceed #b years42 7#e7 in subsection 7i71 by inserting before the period the following3 1 including using existing quality performance measures funded by the ,federal ,government for such entities2 7#f7 in subsection 7l7-- 7,a7 by striking #bjad and inserting #bjba2 and 7,b7 by redesignating such subsection as subsection 7n72 and 7#g7 by inserting after subsection 7k71 the following3 7l7 ,technical assistance ,the ,secretary1 acting directly or through the awarding of grants or contracts to private1 nonprofit entities shall establish or support existing ,state school-based health center resource centers that-- 7#a7 provide advocacy1 training1 and technical assistance to school-based health centers1 including maximizing ,federal and ,state resources2 7#b7 support the development of school-based health centers2 and 7#c7 enhance the operations and performance of school-based health centers4 7m7 ,authorization of appropriations ,for purposes of carrying out this section1 there are authorized to be appropriated such sums as may be necessary4 4 7b7 ,covered entity ,section #cdj;,b7a77#d7 of the ,public ,health ,service ,act 7#db ,u4,s4,c4 #bef;b7a77#d77 is amended by adding at the end the following3 7,p7 ,a school-based health center4 4 7c7 ,qualified health plans ,section #acaa7;c77#a77;,c7 of the ,patient ,protection and ,affordable ,care ,act 7#db ,u4,s4,c4 #ahjca7;c77#a77;,c77 is amended by inserting 1 providers defined in section #baaj7;c77#i7 of the ,social ,security ,act1 after ,public ,health ,service ,act4
