on the calendar ,,an ,,act ,to amend title #dd1 ,united ,states ,code1 to require information on contributors to ,presidential library fundraising organizations1 and for other purposes4 #a4 ,short title ,this ,act may be cited as the ,presidential ,library ,donation ,reform ,act of #bjaf4 #b4 ,presidential libraries 7a7 ,in general ,section #baab of title #dd1 ,united ,states ,code1 is amended by adding at the end the following new subsection3 7h7 ,presidential library fundraising organization reporting requirement 7#a7 ,reporting requirement ,not later than #ae days after the end of a calendar quarter and until the end of the requirement period described in paragraph 7#b71 each ,presidential library fundraising organization shall submit to the ,archivist information for that quarter in an electronic searchable and sortable format with respect to every contributor who gave the organization a contribution or contributions 7whether monetary or in-kind7 totaling #bjj or more for the quarterly period4 7#b7 ,duration of reporting requirement ,the requirement to submit information under paragraph 7#a7 shall continue until the later of the following occurs3 7,a7 ,the ,archivist has accepted1 taken title to1 or entered into an agreement to use any land or facility for the ,presidential archival depository for the ,president for whom the ,presidential library fundraising organization was established4 7,b7 ,the ,president whose archives are contained in the deposit no longer holds the ,office of ,president4 7#c7 ,information required to be published ,the ,archivist shall publish on the website of the ,national ,archives and ,records ,administration1 within #cj days after each quarterly filing1 any information that is submitted under paragraph 7#a71 without a fee or other access charge in a downloadable database4 7#d7 ,submission of false material information prohibited 7,a7 ,individual 7i7 ,prohibition ,it shall be unlawful for any person who makes a contribution described in paragraph 7#a7 to knowingly and willfully submit false material information or omit material information with respect to the contribution to an organization described in such paragraph4 7ii7 ,penalty ,the penalties described in section #ajja of title #ah1 ,united ,states ,code1 shall apply with respect to a violation of clause 7i7 in the same manner as a violation described in such section4 7,b7 ,organization 7i7 ,prohibition ,it shall be unlawful for any ,presidential library fundraising organization to knowingly and willfully submit false material information or omit material information under paragraph 7#a74 7ii7 ,penalty ,the penalties described in section #ajja of title #ah1 ,united ,states ,code1 shall apply with respect to a violation of clause 7i7 in the same manner as a violation described in such section4 7#e7 ,prohibition on contribution 7,a7 ,in general ,it shall be unlawful for a person to knowingly and willfully-- 7i7 make a contribution described in paragraph 7#a7 in the name of another person2 7ii7 permit his or her name to be used to effect a contribution described in paragraph 7#a72 or 7iii7 accept a contribution described in paragraph 7#a7 that is made by one person in the name of another person4 7,b7 ,penalty ,the penalties set forth in section #cji7;d7 of the ,federal ,election ,campaign ,act of #aiga 7#b ,u4,s4,c4 #dcg;g7d77 shall apply to a violation of subparagraph 7,a7 in the same manner as if such violation were a violation of section #caf7;b77#c7 of such ,act 7#b ,u4,s4,c4 #dda;b7b77#c774 7#f7 ,regulations required ,the ,archivist shall promulgate regulations for the purpose of carrying out this subsection4 7#g7 ,definitions ,in this subsection3 7,a7 ,information ,the term information means the following3 7i7 ,the amount or value of each contribution made by a contributor referred to in paragraph 7#a7 in the quarter covered by the submission4 7ii7 ,the source of each such contribution1 and the address of the entity or individual that is the source of the contribution4 7iii7 ,if the source of such a contribution is an individual1 the occupation of the individual4 7iv7 ,the date of each such contribution4 7,b7 ,presidential library fundraising organization ,the term ,presidential library fundraising organization means an organization that is established for the purpose of raising funds for creating1 maintaining1 expanding1 or conducting activities at-- 7i7 a ,presidential archival depository2 or 7ii7 any facilities relating to a ,presidential archival depository4 4 7b7 ,applicability ,section #baab7;h7 of title #dd1 ,united ,states ,code 7as added by subsection 7a77-- 7#a7 shall apply to an organization established for the purpose of raising funds for creating1 maintaining1 expanding1 or conducting activities at a ,presidential archival depository or any facilities relating to a ,presidential archival depository before1 on1 or after the date of the enactment of this ,act2 and 7#b7 shall only apply with respect to contributions 7whether monetary or in-kind7 made after the date of the enactment of this ,act4 #c4 ,no additional funds authorized ,no additional funds are authorized to carry out the requirements of this ,act and the amendments made by this ,act4 ,such requirements shall be carried out using amounts otherwise authorized4 ,passed the
