,service ,day in recognition of the men 
and women who have served1 or are       
presently serving1 in the ,foreign      
,service of the ,united ,states1 and to 
honor those in the ,foreign ,service who
 have given their lives in the line of  
duty4  ,whereas the ,foreign ,service of
 the ,united ,states 7referred to in    
this resolution as the ,foreign         
,service7 was established through the   
passage of the ,act entitled ,an ,act   
,for the reorganization and improvement 
of the ,foreign ,service of the ,united 
,states1 and for other purposes 7#dc    
,stat4 #adj1 chapter #ahb1 commonly     
known as the ,rogers ,act of #aibd7 and 
is now celebrating its #ijth            

anniversary2 ,whereas the ,rogers ,act  
of #aibd established a career           
organization based on competitive       
examination and merit promotion2        
,whereas approximately #af1jjj men and  
women of the ,foreign ,service are      
serving at home and abroad in #bjad2    
,whereas the diplomatic1 consular1      
communications1 trade1 development1     
security1 and numerous other functions  
these men and women perform constitute  
the first and most cost-effective       
instrument of our ,nation to protect and
 promote ,united ,states interests      
abroad2 ,whereas the men and women of   
the ,foreign ,service and their families
 are increasingly exposed to risks and  
danger1 even in times of peace1 and many
 have died in the service of their      
country2 ,whereas employees of the      
,foreign ,service work daily-- 7#a7 to  
preserve peace and freedom around the   
world2  7#b7 to promote economic        
prosperity and mutual understanding     
around the world2  7#c7 to reduce       

poverty1 end hunger and malnutrition1   
fight disease1 combat international     
crime and illegal drugs1 and address    
environmental degradation2  7#d7 to     
promote economic development1 commercial
 enterprises1 economic prosperity1      
global food security1 ,american         
agricultural products1 and ,united      
,states jobs and trade2  7#e7 to promote
 ,american ideals and values1 human     
rights1 freedom1 gender equality1 and   
democracy2 and  7#f7 to provide         
emergency and humanitarian assistance to
 respond to crises around the globe2    
,whereas employees of the ,foreign      
,service are often the first line of    
defense against international terrorism2
 ,whereas more than #bej members of the 
,foreign ,service1 and many more locally
 employed staff of the ,foreign         
,service1 have made the ultimate        
sacrifice on behalf of the ,united      
,states2 ,whereas employees of the      
,foreign ,service personify the virtues 
of patriotism1 sacrifice1 service1 and  

duty2 ,whereas the families of employees
 of the ,foreign ,service make important
 and significant sacrifices for the     
greater good of the ,american people and
 the ,united ,states2 and ,whereas it is
 appropriate and just for our ,nation-- 
7#a7 to recognize the dedication of the 
men and women of the ,foreign ,service2 
and  7#b7 to honor those who have given 
their lives in the loyal pursuit of     
their duties and responsibilities       
representing the interests of the       
,united ,states and its citizens3 ,now1 
therefore1 be it  ,that the ,senate--   
7#a7 honors the men and women who have  
served1 or are presently serving1 in the
 ,foreign ,service for their dedicated  
and important service to country2  7#b7 
calls on the people of the ,united      
,states to reflect on the service and   
sacrifice of past1 present1 and future  
employees of the ,foreign ,service1     
wherever they serve1 with appropriate   
ceremonies and activities2 and  7#c7

,states ,foreign ,service ,day to       
commemorate the #ijth anniversary of the
 ,foreign ,service4
