bill2 which was read twice and referred 
to the ,committee on ,energy and        
,natural ,resources  ,a ,,bill  ,to     
authorize the ,national ,desert ,storm  
,memorial ,association to establish the 
,national ,desert ,storm and ,desert    
,shield ,memorial as a commemorative    
work in the ,district of ,columbia1 and 
for other purposes4  #a4 ,short title   
,this ,act may be cited as the ,national
 ,desert ,storm and ,desert ,shield ,war
 ,memorial ,act4  #b4 ,definitions ,in  
this ,act3  7#a7 ,association ,the term 
,association means the ,national ,desert
 ,storm ,memorial ,association1 a       
corporation that is--  7,a7 organized   
under the laws of the ,state of         
,arkansas2 and  7,b7 7i7 described in   
section #eja7;c77#c7 of the ,internal   
,revenue ,code of #aihf2 and  7ii7      

exempt from taxation under #eja7;a7 of  
that ,code4  7#b7 ,memorial ,the term   
memorial means the ,national ,desert    
,storm and ,desert ,shield ,memorial    
authorized to be established under      
section #c4  #c4 ,national desert storm 
and desert shield ,memorial  7a7        
,authorization ,to establish            
commemorative work ,the ,association may
 establish the ,national ,desert ,storm 
and ,desert ,shield ,memorial as a      
commemorative work1 on ,federal land in 
the ,district of ,columbia to           
commemorate and honor the members of the
 ,armed ,forces that served on active   
duty in support of ,operation ,desert   
,storm or ,operation ,desert ,shield4   
7b7 ,compliance with standards for      
commemorative works act ,the            
establishment of the memorial under this
 section shall be in accordance with    
chapter #hi of title #dj1 ,united       
,states ,code 7commonly known as the    
,commemorative ,works ,act74  7c7 ,use  
of federal funds prohibited  7#a7 ,in   

general ,federal funds may not be used  
to pay any expense of the establishment 
of the memorial under this section4     
7#b7 ,responsibility of association ,the
 ,association shall be solely           
responsible for acceptance of           
contributions for1 and payment of the   
expenses of1 the establishment of the   
memorial4  7d7 ,deposit of excess funds 
,if1 on payment of all expenses for the 
establishment of the memorial 7including
 the maintenance and preservation amount
 required by section #hijf7;b77#a7 of   
title #dj1 ,united ,states ,code71 or on
 expiration of the authority for the    
memorial under section #hijc7;e7 of     
title #dj1 ,united ,states ,code1 there 
remains a balance of funds received for 
the establishment of the memorial1 the  
,association shall transmit the amount  
of the balance to the ,secretary of the 
,interior for deposit in the account    
provided for in section #hijf7;b77#c7 of
 title #dj1 ,united ,states ,code4
