prohibit amounts made available by the  
,patient ,protection and ,affordable    
,care ,act and the ,health ,care and    
,education ,reconciliation ,act of #bjaj
 from being transferred to the ,internal
 ,revenue ,service for implementation of
 such ,acts4  #a4 ,short title ,this    
,act may be cited as the ,,irs          
,accountability ,act of #bjac4  #b4     
,prohibition on transfer of funds for   
health care reform implementation by    
,,irs ,title ,,iii of division ,f of the
 ,consolidated and ,further ,continuing 
,appropriations ,act1 #bjac 7,public    
,law #aac-f7 is amended by adding at the
 end the following new section3  #acae4 
,notwithstanding any other provision of 

this ,act1 none of the amounts made     
available in the ,patient ,protection   
and ,affordable ,care ,act 7,public ,law
 #aaa-adh7 or the ,health ,care and     
,education ,reconciliation ,act of #bjaj
 7,public ,law #aaa-aeb7 shall be       
appropriated to the ,internal ,revenue  
,service for the purpose of carrying out
 any provisions of1 or amendments made  
by1 such ,acts4 ,no amount shall be     
appropriated to the ,internal ,revenue  
,service under this ,act for such       
purpose4  4  #c4 ,sense of the ,senate  
,it is the sense of the ,senate that--  
7#a7 none of the amounts made available 
in the ,patient ,protection and         
,affordable ,care ,act 7,public ,law    
#aaa-adh7 or the ,health ,care and      
,education ,reconciliation ,act of #bjaj
 7,public ,law #aaa-aeb7 should be      
appropriated to the ,internal ,revenue  
,service for the purpose of carrying out
 any provisions of1 or amendments made  
by1 such ,acts in fiscal year #bjad or  
thereafter2 and  7#b7 no amounts        

appropriated to the ,internal ,revenue  
,service1 from whatever source1 for     
fiscal year #bjad or thereafter should  
be used to implement1 enforce1 or carry 
out the provisions of1 or amendments    
made by1 such ,acts4
