,states ,code1 to treat certain misfiled
 documents as motions for               
reconsideration of decisions by the     
,board of ,veterans' ,appeals1 and for  
other purposes4  #a4 ,treatment of      
certain misfiled documents as motions   
for reconsideration of decisions by     
,board of ,veterans' ,appeals ,section  
#gajc of title #ch1 ,united ,states     
,code1 is amended--  7#a7 by            
redesignating subsection 7c7 as         
subsection 7d72 and  7#b7 by inserting  
after subsection 7b7 the following new  
subsection 7c73  7c7 7#a7 ,except as    
provided in paragraph 7#b71 if a person 
adversely affected by a final decision  
of the ,board1 who has not filed a      

notice of appeal with the ,united       
,states ,court of ,appeals for ,veterans
 ,claims under section #gbff7;a7 of this
 title within the period set forth in   
that section1 files a document with the 
,board or the agency of original        
jurisdiction referred to in section     
#gaje7;b77#a7 of this title that        
expresses disagreement with such        
decision not later than #abj days after 
the date of such decision1 such document
 shall be treated as a motion for       
reconsideration of such decision under  
subsection 7a74  7#b7 ,a document       
described in paragraph 7#a7 shall not be
 treated as a motion for reconsideration
 of the decision under paragraph 7#a7   
if--  7,a7 the ,board or the agency of  
original jurisdiction referred to in    
paragraph 7#a7--  7i7 receives the      
document described in paragraph 7#a72   
7ii7 determines that such document      
expresses an intent to appeal the       
decision to the ,united ,states ,court  
of ,appeals for ,veterans ,claims2 and  

7iii7 forwards such document to the     
,united ,states ,court of ,appeals for  
,veterans ,claims2 and  7,b7 the ,united
 ,states ,court of ,appeals for         
,veterans ,claims receives such document
 within the period set forth by section
