,,bill  ,to amend title #ch1 ,united    
,states ,code1 to require the ,secretary
 of ,veterans ,affairs1 in cases of     
overpayments of educational assistance  
under ,post-#i_/aa ,educational         
,assistance1 to deduct amounts for      
repayment from the last months of       
educational assistance entitlement1 and 
for other purposes4  #a4 ,delayed       
repayment of overpayments made under    
,post-#i_/aa ,educational ,assistance   
7a7 ,in general ,section #ecad of title 
#ch1 ,united ,states ,code1 is amended--
  7#a7 by redesignating subsections 7c7 
and 7d7 as subsections 7d7 and 7e71     
respectively2  7#b7 in subsection 7a71  
by striking to subsections 7b7 and 7d7  
and inserting to subsections 7b71 7c71  
and 7e72 and  7#c7 by inserting after   

subsection 7b7 the following new        
subsection 7c73  7c7 7#a7 ,subject to   
paragraph 7#b71 in the case of a        
deduction under subsection 7a7 with     
respect to an overpayment made by the   
,secretary to a person under chapter #cc
 of this title1 the ,secretary shall1 to
 the degree practicable1 make such      
deduction from the last payment or      
payments 7as necessary7 to which such   
person is entitled under such chapter4  
7#b7 ,paragraph 7#a7 shall no longer    
apply to1 and amounts shall be deducted 
as otherwise provided in this section   
with respect to1 a person described in  
such paragraph who1 after the           
overpayment described in such           
paragraph--  7,a7 completes the program 
of education with respect to which the  
overpayment was made2 or  7,b7 fails1   
during the next two academic semesters  
beginning after such overpayment1 to    
attend classes in a manner consistent   
with normal pursuit of a program of     
education4  7#c7 ,the ,secretary may    

charge an individual described in       
paragraph 7#a7 such amount of interest  
on the amount of indebtedness as is     
necessary so that the delayed repayment 
is actuarially equivalent to immediate  
repayment4  7#d7 ,this subsection shall 
expire on the date that is nine years   
after the date of the enactment of this 
subsection4  4  7b7 ,applicability      
,subsection 7c7 of section #ecad of such
 title1 as added by subsection 7a71     
shall apply with respect to overpayments
 made on or after the date of the       
enactment of this ,act4
