,findings and purposes  7a7 ,findings   
,congress finds that--  7#a7 the ,lower 
,east ,side ,tenement ,museum 7referred 
to in this section as the ,museum7 was  
founded in #aihh and has1 for the past  
#be years1 preserved and interpreted the
 history of immigration through the     
personal experiences of generations of  
newcomers who settled in and built lives
 on ,manhattan's ,lower ,east ,side1 the
 iconic immigrant neighborhood of the   

,united ,states2  7#b7 the ,director of 
the ,national ,park ,service found the  
,lower ,east ,side ,tenement at #ig     
,orchard ,street to be nationally       
significant2  7#c7 the ,secretary of the
 ,interior designated the ,lower ,east  
,side ,tenement a ,national ,historic   
,landmark on ,april #ai1 #aiid2  7#d7   
the ,director of the ,national ,park    
,service1 through a special resource    
study1 found the ,lower ,east ,side     
,tenement suitable and feasible for     
inclusion in the ,national ,park        
,system2  7#e7 ,congress designated the 
,lower ,east ,side ,tenement at #ig     
,orchard ,street as a national historic 
site and as an affiliated site of the   
,national ,park ,system in title ,i of  
,public ,law #aje-cgh 7#aab ,stat4      
#ccie72  7#f7 the ,national ,park       
,service prepared a ,general ,management
 ,plan 7referred to in this section as  
the ,plan7 for the site in #bjjf2  7#g7 
the ,plan recognized the need for space 
for administrative functions1           

collections storage1 and visitor        
services1 including orientation and     
additional exhibits2  7#h7 the ,museum  
obtained a neighboring #ahhh tenement1  
#ajc ,orchard ,street1 which was        
restored and renovated to serve as a    
visitor and education center2 and  7#i7 
#ajc ,orchard was declared a            
contributing property in the ,lower     
,east ,side ,national ,historic         
,district listed on both the ,national  
and ,new ,york ,state ,registers of     
,historic ,places4  7b7 ,purposes ,the  
purposes of this ,act are--  7#a7 to    
include #ajc ,orchard ,street in ,new   
,york ,city as part of the ,lower ,east 
,side ,tenement ,national ,historic     
,site2  7#b7 to ensure the preservation1
 maintenance1 and interpretation of the 
expanded site2  7#c7 to interpret at the
 site the stories of ,holocaust         
survivors1 ,puerto ,rican migrants1 and 
post-#aife ,chinese immigrants2  7#d7 to
 enhance appreciation for the profound  
role immigration has played and         

continues to play in shaping the        
evolving national identity of the       
,united ,states2 and  7#e7 to ensure    
continued interpretation of the         
nationally significant immigrant        
phenomenon associated with the ,lower   
,east ,side of ,new ,york ,city and the 
role of the ,lower ,east ,side in the   
history of immigration to the ,united

interpretation of the ,castle ,clinton1 
,ellis ,island1 and ,statue of ,liberty
